In an interview with Asharq Al Awsat, PM Kadhimi said the current relations between the Kurdistan Region and Iraqi federal government are not what both sides desire based on the Constitution, and that dialogues are ongoing to meet the demands from both sides.

“The ongoing dialogue between Kurdish Region delegations and the federal government aims to achieve the partnership that we aspire for with our brothers in Kurdistan. We want to achieve the goals of the Kurds as we do the goals of Iraqis throughout the country,” the Iraqi premier said.

“The government has helped eliminate differences with the Kurdistan Region. Everything ultimately hinges on what the parliament decides on the budget and other issues,” he explained about the 2021 budget bill that is now waiting for parliament’s approval.

Kadhimi noted that his government believes that meeting commitments in line with the constitution and resolving any dispute with Kurdistan is a primary factor in the recovery of the political life, consolidating stability and defeating terrorism and all other forces that want to harm Iraq.

Yea it is a battle and the level of greed is unbelievable...the question is how long will issues like stall the progress. $350 billion dollars! Dam!! How much money do you need to steal! SMH!! Nothing new, they do this every year. I don't know how much power Al Khedmi has in Kurdistan but he needs to get this resolved ASAP before the people rebel and you can't blame them!! SMH!!

LB,  I concur the Barzani's are more worst & greedy than Saddam, Maliki's and Talabani's combined.   Former PM Abadi knew this so he dealt a hard hand to "Daddy Barzani" after the failed Kurdistan Independence Referendum.  I pray that PM Kazemi will do the same because the "Kurds" meaning the Barzani &Talabani Family are the real problem.

Masoud Haider, an advisor to the leader of the Democratic Party, Masoud Barzani, confirmed, on Thursday, that the federal government agreed with the agreement with the Kurdistan region regarding the 2021 budget, while noting that the Finance Committee made fundamental adjustments to the budget.
Haider said to "Tigris", "The Kurdistan region is not an obstacle to passing the budget, but there is a political issue that has delayed approval," indicating that "there is talk about linking the Federal Court law to the budget law."
He considered "passing the budget in a political form is a coup against the constitution," adding, "There are violations of the constitution and some do not respect it.
In another context, Haidar indicated that "there is no Kurdish resistance against the Americans in the region, as some have stated, and this is a false and false claim, and the groups that bombed are affiliated with the pro-state groups."

Follow-up Masoud Haider, an advisor to the leader of the Democratic Party, Masoud Barzani, confirmed today, Thursday, that the federal government agreed with the Kurdistan region on the terms of the region's 2021 budget, while I consider passing the budget in a non-consensual political formula as a coup against the constitution. Haidar said in a televised interview that she followed (Baghdad Today), that "the federal government has accepted an agreement with Kurdistan on the budget, and the Kurdistan region is not the obstacle to its passage, but rather there is a political issue that has delayed approval." He added, "There are some conditions for passing the budget, which is linking the passage of the Federal Court law to the budget law." Haidar pointed out that "the Finance Committee has made fundamental amendments to the budget law, and it is with its passage in the House of Representatives, and the differences between the Kurdistan region and Baghdad cannot be resolved by a single article in the budget." He pointed out that "the budget cannot be passed in a political form because it is a coup against the constitution, and there are violations of the constitution and some do not respect it," noting that "Iraq cannot be ruled by a majority, and since the constitution was written until now, true partnership has not been implemented." The head of the Rafidain Parliamentary Bloc, Representative Yonadam Kanna, said yesterday, Wednesday (March 03, 2021), that the end of next week will be set as a date for passing the federal budget for the current year with the political majority, if the different parties do not reach an agreement about it. "The meeting of the Presidency of the House of Representatives with the heads of parliamentary blocs discussed three issues, the first is the laws completed in the current parliamentary session, the second is the laws that have been read in a first reading, and their number is (17) laws, and the third is the laws. The second reading, which is (20) laws, has been read. " He added, "The Federal Court and the budget laws have priority among other laws that the House of Representatives will legislate during the next few sessions," stressing that "these two laws are among the laws that have reached advanced stages." According to the head of the Rafidain Parliamentary Bloc, "the meeting agreed to give the various parties some paragraphs of the budget law another opportunity that will end by the end of next week, and otherwise parliament will be forced to pass the law on the principle of the political majority and not by consensus between forces and components." He pointed out that "the gathered forces agreed to offer to amend the Federal Court law sent by the Presidency of the Republic to vote with the federal budget," considering that "these two laws are among the most important laws that require passing them at the present time."
