Al-Kaabi said in a statement received (Baghdad today), that "the Presidency of the Council of Representatives will hold a special meeting tomorrow morning, Monday, to discuss the government curriculum of Prime Minister-designate Muhammad Tawfiq Allawi and the biographies of candidates for the new government in accordance with the internal system and procedures in place in the House of Representatives." 

He added, "It is hoped that next Wednesday will be a date for the parliament session to give confidence to the Allawi government, especially since the legal period for the assignment is nearing completion and there is not enough time to resolve the issue of forming the government." 

The Speaker of the Parliament, Muhammad al-Halbousi, had called earlier today for an urgent meeting of the parliament’s presidency tomorrow, Monday.

Political analyst Mohammed al-Tamimi confirmed today, Sunday, that the government of Muhammad Tawfiq Allawi will obtain confidence from Parliament despite the ongoing conflict between Parliament Speaker Muhammad al-Halbousi and his first deputy, Hassan al-Kaabi, about holding the parliament session.


Al-Tamimi told Al-Akhbariya: “The dispute over the presidency of the parliament is political, not legal, and this dispute will greatly affect the work of the parliament in general, and this affects the parliament’s oversight and legislative work.”

He added: "Al-Kaabi works according to the directions of the Sadrist movement, to which he belongs, and works to hold a session despite the refusal of Parliament Speaker Muhammad al-Halbousi, and that the latter is also working to prevent the session according to the directions of his alliance, as well as the Kurdish forces, who are in agreement with him."

And Al-Tamimim said: “We believe that in the end, the session will be held and the government will pass, especially after Sadr’s threat to political forces and parliament.”

In a television interview with the President of the National List, Iyad Allawi, he expressed fears of a dangerous turn towards which the situation in Iraq might turn, as a result of the brutal suppression of the uprising and the legalization of Iraqi blood in this way without stopping. Allawi revealed that he is communicating with the demonstrators, and that “some of them told him that they will not remain forever without a response to the attacks and the shedding of their blood, and that some of the demonstrators waved the possibility of resorting to weapons to defend themselves,” stressing that this would cause many bloodshed for the Iraqis. Allawi revealed his move on the United Nations, the International Criminal Court and the international community, because "the regime has crossed all borders to sanction the blood of Iraqis." The head of the Iraqi List expressed his belief that "early elections will not take place in Iraq because Iran does not want this but rather wants to maintain the current situation as it is," criticizing the poor role that Iran plays with the uprising.

In this atmosphere, Parliament Speaker Muhammad Al-Halbousi visited the Kurdish leader Masoud Barzani and agreed to guarantee (the rights of the Kurds and Sunnis) in the ministries and not allow the Shiites alone to impose the Prime Minister and the ministers, but Muhammad Allawi decided his order and called on Parliament to a session tomorrow, Monday to present the formation of his government ( Which he claims are far from the parties) and which he is expected to pass, betting the support of the Shiite majority in parliament and Iran's public support for it.

And statements were contradicting between Speaker of Parliament Mohamed Al-Halbousi and his first deputy, Hassan Al-Kaabi, about holding the extraordinary session to vote on the government of Prime Minister-designate Mohammed Tawfiq Allawi, tomorrow, Monday. 

Where Speaker of Parliament Muhammad Al-Halbousi said, "Parliament will not hold its session next Monday unless the designated Prime Minister, Mohammed Tawfiq Allawi, sends his ministerial platform and cabinet cabinet." 

Al-Halbousi said in a press statement, "The date of the special session cannot be determined before the arrival of the ministerial platform and the names of the ministers in Allawi's new government," noting that "the parliament has not yet received anything from the presidency of the new government."

ERBIL (Kurdistan 24) – Iraqi Parliament Speaker Mohammed al-Halbousi called on the legislature's leadership to hold a meeting on Monday to set a date for a session to vote on the cabinet of Prime Minister-Designate Mohammed Allawi.

The speaker and his two deputies will meet to decide on Allawi's request for an extraordinary session for a vote-of-confidence, and set a date, read a statement from Halbousi's office.

Halbousi's first deputy Hassan al-Kaabi said in an earlier statement that lawmakers would meet to vote on Wednesday, which is about one week before the expiration of a constitutional deadline to vote on Allawi's proposed cabinet.

It was not clear if Kaabi's claim would be decisive in light of disputes over Allawi's approach to forming his "independent" cabinet. Kurdish and Sunni Arab politicians have voiced objections to the premier hopeful's apparent sidelining of their leaders.

Halbousi has said that he would not call a session unless Allawi presents his cabinet program and the names of his ministers to the legislature for review. It is still unclear whether Allawi has made the delivery the speaker has demanded.

Halbousi is a Sunni Arab politician while Kaabi is a Shia one.

The Second Deputy Parliament Speaker Bashir al-Haddad is Kurdish and has said that Kurds would boycott a possible session unless they reached an agreement with Allawi on matters of mutual concern.

Meanwhile, senior Iraqi cleric and the winner of the 2018 parliamentary elections, Muqtada al-Sadr, has publicly endorsed Allawi. Sadr on Saturday called for a "million-man demonstration" in Baghdad if parliament did not go through with Allawi's call for a Monday session.

Member of the Kurdistan Democratic Party, Imad Bajlan, confirmed on Sunday that the past hours witnessed a rapprochement between the Kurds and Allawi, after we were going to boycott the session of granting confidence.
Baghlan said in a televised statement, followed by "Al-Akhbaria", that "the past hours witnessed a rapprochement between the Kurds and Allawi, after we were going to boycott the session of granting confidence."
He added, "Prime Minister-designate Muhammad Tawfiq Allawi has shown flexibility with the Kurds and Sunnis during the past hours, contrary to his previous positions
Baglan added, "The Kurdish negotiating delegation returned to Kurdistan to inform the Kurdish parties of the results of its negotiations."

US urges Iraq PM-designate to protect its troops ahead of vote

Iraqi prime minister-designate Mohammad Allawi gives a televised speech calling for a confidence vote in his government, formed after mass protests across the country

US Secretary of State Mike Pompeo on Sunday urged Iraq's designated prime minister to protect US troops and meet grievances of a months-long protest movement ahead of a parliamentary confidence vote.

In the first substantive US comment on Mohammad Allawi since he was named on February 1 as a consensus candidate, Pompeo said he told him by telephone that the United States backed a "strong, sovereign and prosperous" Iraq.

Pompeo "stressed Iraq's obligation to protect US and coalition diplomats, forces and facilities," State Department spokeswoman Morgan Ortagus said in a statement.

Pompeo spoke to Allawi about "the urgency with which Iraq's next government must put an end to the killing of protesters, seek justice for those killed and wounded, and address their legitimate grievances," she said.

Allawi has called a vote of confidence in parliament on Monday ahead of a deadline, after earlier skepticism that he could form and win approval for a government.

The United States last month outraged Iraqi leaders by carrying out a drone stroke at Baghdad's airport that killed a top general from neighboring Iran, Qassem Soleimani.

Tensions had soared after Iranian-linked Iraqi Shiite militias fired rockets on bases that are home to US bases, with fresh attacks reported in recent weeks.

US leaders scoffed at the Iraqi objections to the killing of Soleimani on its soil, with President Donald Trump threatening economic sanctions if Baghdad evicted the 5,200 troops in the country, which was thrown into chaos by the 2003 US invasion that toppled dictator Saddam Hussein.

Pompeo refused a request by the outgoing prime minister, Adel Abdel Mahdi, to send a delegation to discuss a troop withdrawal and said publicly that many Iraqi leaders privately wanted US forces to stay.

Abdel Mahdi stepped down in December in the face of the unprecedented anti-government protests demanding an end to corruption, an independent prime minister and a total government overhaul.

But protesters have slammed the choice of Allawi as his successor, saying the two-time former communications minister is too close to the elite they have railed against for months.

The Iraqi prime minister's office described the conversation with Pompeo as a congratulatory call. The State Department did not explicitly offer congratulations but described Allawi as the "new prime minister."

The Prime Minister’s Office said in a statement, “Today, Prime Minister-designate Muhammad Tawfiq Allawi received a phone call from US Secretary of State Mike Pompeo. ".

Muhammad al-Khalidi, head of the Bayraq al-Khair bloc, who is close to Prime Minister-designate Muhammad Tawfiq Allawi, confirmed today, Monday, that there is a majority of Sunnis who support the passing of the Allawi government, revealing attempts with the Kurds.

 

Al-Khalidi said in a press statement, "Attempts are underway to overcome difficulties, especially with the Kurds, which makes the government move comfortably during Wednesday's session."

ERBIL — US Secretary of State Michael Pompeo held a phone call on Sunday with Iraqi Prime Minister-designate Mohammed Allawi to discuss the formation of the new government in Baghdad.

According to a press release by the State Department, Pompeo has urged Allawi to address the differences with Kurds and Sunnis so to help the success of his incoming cabinet.

“He urged the new Prime Minister to resolve differences with Iraq’s Kurdish and Sunni political leaders to assure success in pursuing the vital tasks faced by his government,” reads the release.

The US secretary of state also welcomed Allawi’s promise to hold early elections to strengthen Iraq’s democratic system.

Meanwhile, he emphasized that the Iraqi government is responsible for the safety of US and Coalition diplomats, forces, and facilities.

“Secretary Pompeo and Prime Minister-designate Allawi discussed the protest movement and the urgency with which Iraq’s next government must put an end to the killing of protesters, seek justice for those killed and wounded, and address their legitimate grievances.”
