ERBIL — The incoming prime minister of Iraq has agreed to include in his cabinet a new ministry which will be dedicated to Erbil-Baghdad relations, a source said.

PM-designate Mohammed Allawi is struggling to gain the support of different factions in Iraq to secure a vote of confidence for his incoming cabinet at the parliament.

For this reason, a delegation from Kurdistan Region was sent to Baghdad last week for negotiations on the issue.

Ziyad Petros, a member of the delegation, told BasNews on Monday that Allawi has rejected having a deputy as the next prime minister of Iraq, but he agreed to add a new minister dedicated to maintaining good relations between the federal and regional governments.

According to political agreements between the three main components of Iraq —Shias, Sunnis, and Kurds, three ministries in each cabinet and the position of deputy prime minister in Baghdad is reserved for the Kurds. Now that Allawi will abolish the deputy position, the new ministry is likely to be for the Kurds as well.

ERBIL — The Prime Minister-designate of Iraq, Mohammed Allawi, has pledged to work closely with Erbil in order to secure Kurdistan Region’s share from the federal budget, a member of the negotiating team from Kurdistan said.

“Mohammed Allawi has agreed to resolve the budget [disputes] and the salaries of Kurdistan Region public servants,” Mohammed Ilkhani told BasNews on Monday after days of negotiations in Baghdad.

The Iraqi PM-designate has also shown consent to appoint ministers together with Kurdistan political leadership for the ministries reserved for Kurds in his cabinet, Ilkhani added.

“The final decision will be made by Kurdistan’s political leadership, which is likely to be announced very soon.”

The negotiating team returned to Erbil on Sunday. It is scheduled to attend a meeting with Kurdistani political factions, president, prime minister, and parliament speaker today.

SULAIMANI — US Secretary of State Mike Pompeo spoke by phone with Prime Minister-designate Mohammed Tawfiq Allawi ahead of the latter’s expected presentation of his proposed cabinet this week.

According to a readout released on Sunday (February 23), Pompeo welcomed Allawi’s promise to hold early elections, a key demand of the protesters who have been camped out in Baghdad’s Tahrir Square and cities across the southern provinces since October.

With an eye to whether his government will be able to be confirmed by parliament, the US secretary of state also urged Allawi “to resolve differences with Iraq’s Kurdish and Sunni political leaders to assure success in pursuing the vital tasks faced by his government.”

The prime minister-designate has promised to present a cabinet with independent ministers, circumventing the horse-trading of Iraq’s quota system where the parties divide ministries and positions between them in order to dole out political patronage to their supporters.

Both the Kurdish and Sunni blocs have raised objections about the process, saying that they have the right to select ministerial candidates from their communities. The Kurdistan Democratic Party (KDP) and the Patriotic Union of Kurdistan (PUK) have justified their argument by citing the Kurdistan Region’s unique constitutional status.

Pompeo and Allawi also discussed the need for reforms in Iraq and that the new government must end the killings of peaceful protests and see justice done for the more than 500 people killed and 17,000 wounded since the demonstrations began.

In light of ongoing tensions between the US and Iran which spiked when the US assassinated Iranian Quds Force commander Qassem Soleimani and Iran fired a barrage of missiles at bases in Anbar and Erbil hosting US and coalition troops, Pompeo also said that Baghdad had an “obligation to protect US and coalition diplomats, forces, and facilities.”

SULAIMANI — Representatives from several political parties in the Kurdistan Region will meet in Erbil on Monday (February 24) with the Region’s top political leadership to discuss the ongoing government formation process in Baghdad.

The meeting will include Kurdistan Region President Nechirvan Barzani, Kurdistan Regional Government (KRG) Prime Minister Masrour Barzani, and Kurdistan Parliament Speaker Rewaz Fayaq, along with representatives from the Kurdistan Democratic Party (KDP), the Patriotic Union of Kurdistan (PUK), the Change Movement (Gorran), the Kurdistan Islamic Union (KIU), and the Kurdistan Islamic Union (KIG).

Members of the Kurdish bloc have been meeting with Prime Minister-designate Mohammed Tawfiq Allawi in order to resolve their differences ahead of the expected presentation of his proposed cabinet later this week.

Allawi has promised to present a cabinet with independent ministers, circumventing the horse-trading of Iraq’s quota system where the parties divide ministries and positions between them in order to dole out political patronage to their supporters.

Both the Kurdish and Sunni blocs have raised objections about the process, saying that they have the right to select ministerial candidates from their communities.

Monday’s meeting in Erbil will review the negotiations to date and seek to form a position for the Kurdistan Region’s parties moving forward, according to PUK-affiliated media.

A senior source in the parties’ negotiating team told NRT Digital Media in an interview on Sunday night after returning to Erbil from Baghdad that discussions with Allawi were continuing.

Speaking on condition of anonymity, the source said that the disagreement was due to the attitude that the prime minister-designate had taken with regard to dealing with the Kurdistan Region, rather than a clash over the number of ministers allocated to the Kurds as a part of Iraq’s ethno-sectarian balancing system.

The KDP and PUK have justified their opposition to Allawi’s approach by citing the Kurdistan Region’s unique constitutional status, while the other parties have appeared more amenable to hearing out the prime minister-designate.

KIG lawmaker Ahmed Haji Rashid confirmed in a tweetthat the parties would be meeting on Monday, but said that hopes that the government formation process will not be “the straw that breaks the camel’s back.”

In a phone call with Allawi on Sunday, US Secretary of State Mike Pompeo urges him to “to resolve differences with Iraq’s Kurdish and Sunni political leaders to assure success in pursuing the vital tasks faced by his government.”

Deputy for Al-Nasr coalition, Riyadh al-Tamimi, said that Prime Minister-designate Muhammad Tawfiq Allawi promises parliament every day to send the names of the members of his cabinet and his government curriculum without fulfilling any of his promises.

Al-Tamimi stated in a televised meeting, that "after assigning him to form the new government, Allawi was absent from members of Parliament and political blocs, and he was working in particular to choose the members of his cabinet cabinet away from consulting us, and this is the reason for the dispute between us," expressing his surprise at the fact that "Muhammad Tawfiq Allawi happened I have to commission a compromise without having to sit down next with the political blocs to consult. ”

The Kurdistan Democratic Party, led by Masoud Barzani, welcomed, on Monday, the creation of Prime Minister-designate Muhammad Tawfiq Allawi, Ministry of State for Regional Affairs, stressing that Allawi began dealing flexibly with the Kurds.

"It is clear that Muhammad Tawfiq Allawi has begun to deal flexibly with the Kurds, but we hope that a final agreement will be reached between the two parties," party leader Majid Shankali said in a statement reported by Asharq Al-Awsat newspaper.

Shankali added, "The list that was leaked included Kurdish figures, there is really no problem with it, but the dispute is not about the characters; rather, about the mechanism Allawi followed in this regard," noting that "he expected to pass the cabin with ease, but he faced pressure from various The parties, which made him resort to difficult negotiations with everyone in the last moments, with the aim of reaching compromises.

Regarding what was reported about the creation of Allawi by the Ministry of State for Regional Affairs, Shankali stressed that "this step, if correct, is really good, because it facilitates many things between the center and the region."

Today, Monday, the Future Bloc in the House of Representatives announced its conditions to support the government of Prime Minister-designate Muhammad Tawfiq Allawi and vote on the government formation when it is presented in Parliament.


"The bloc's position is clear and has already been communicated to it by Prime Minister-designate Muhammad Tawfiq Allawi, which is the rejection of all the personalities nominated for the government formation by the parties, including the KDP candidates," said Bloc member Sarkot Shams al-Din in a statement received by Al-Akhbaria. "The nomination of personalities from this or that party threatens the agreements concluded between Allawi and the deputies who nominated him after he promised to nominate independent and close personalities on the Iraqi street and keep the parties away from any interference, whether in the government or choosing ministers."

He added that "Allawi is trying to satisfy the Kurdistan Democratic Party, which does not represent the will of the Kurds, as it is a party that represents only itself and wants to pressure the federal government to complete the agreements concluded with its allies in Baghdad."

And that "among the conditions for supporting Allawi's government is commitment to apply the constitution and respect the rights of the components, especially Article 140 of it, stressing that the responsibility of any prime minister is to apply the provisions in this article and normalize the situation and grant rights to citizens in those areas so that this government is trusted by both representatives who They put their faith in it or the citizens who wait for a lot from it."

Next Thursday, the Iraqi parliament sets a date for a special session to vote on the new government headed by Muhammad Allawi.

A source familiar with Shafak News informed that the decision was taken after a meeting of the Presidency of the House of Representatives. Allawi was chosen to head the prospective government, based on an unspoken agreement between Sadr and his rival, leader of the alliance Al-Fath Hadi al-Amiri.

According to the constitution, the parliament’s session of confidence in the government is held at the request of fifty deputies, the president of the republic, the president of the parliament or the prime minister, including the resigned prime minister.

For the government to obtain the confidence of Parliament, an absolute majority (50% +1) is required for the number of members present (not the total number). And last Wednesday, Allawi announced that he had completed the cabinet, which he said consisted of competent independent ministers.

ERBIL - Kurdistan Region President Nechirvan Barzani chaired a meeting of the region's top officials and other leaders from different political parties for talks on the formation of the new Iraqi government, during which they said that Erbil expects to have a genuine partnership with Baghdad.

During the meeting, where PM Masrour Barzani and Parliament Speaker Rewaz Fayiq were also present, officials pointed out that the future government in Baghdad must guarantee the preservation of the constitutional rights of the Kurdistan Region and that the cabinet should work for all components in the country, according to a statement by Kurdistan Region Presidency.

They also noted that Erbil will support PM-designate Mohammed Allawi's cabinet if it is capable of addressing the current challenges the country is facing and restore stability in the country, the press release added.

Allawi, the Kurdish leaders argued, has not yet been able to convince the majority of political parties to support his cabinet.

The Kurdish leaders also called on the their counterparts in Baghdad to take faster steps to address the current evolving situation through dialogue.

Meetings will continue between Erbil and Baghdad until they reach a resolution to the issues between the sides, the statement concluded.

ERBIL, Kurdistan Region – Iraqi PM designate Mohammed Tawfiq Allawi must “revise” his cabinet formation, senior Kurdish officials said following a Monday meeting to discuss meetings held with Baghdad last week.
 
“The steps taken by Mr Allawi, so far, have not gained the confidence of most of the Iraqis, therefore we call on him to revise his mechanism and agenda in a way that the next government can meet the demands of all [ethnic and religious] groups in Iraq,” read a statement from Kurdistan Region’s presidency.

The Monday meeting was headed by Kurdistan Region President Nechirvan Barzani and various Kurdistan Regional Government (KRG) officials, including Prime Minister Masrour Barzani, Speaker Rewaz Fayaq and leaders of several political parties.

Former minister Allawi was appointed as the next Prime Minister after months of political instability following protests across Iraq’s centre and south, demanding governmental change and an end to Iran-backed candidates in parliament. 

Despite pledges to take a different approach, Kurdish and Sunni politicians have expressed fear they will not be included in the new cabinet, which is expected to be announced in parliament on Thursday. 

US Secretary of State Mike Pompeo also urged Allawi to reach an agreement with Kurdish and Sunni parties in a Sunday phone call.

A Kurdish delegation  headed to Baghdad last week to meet with Allawi and Iraqi political parties to discuss the formation of the next Iraqi cabinet, which currently contains three Kurdish Ministers, in charge of the Ministries of Justice, Trade and Finance. 

Members of the delegation said that Allawi had ensured them that he will be committed to sending the KRG’s share of the federal budget, an issue which has marred Erbil-Baghdad relations in the past. 

However, they disagreed on the nomination of cabinet ministers as Allawi wants to nominate “independent” candidates, while Kurds want to choose the candidates themselves.

Saadi Ahmed Pira, a delegation representative from the Patriotic Union of Kurdistan (PUK) told Rudaw that the delegation has expressed to Allawi the need for Kurdish inclusion, saying that the Region’s representatives “have to be nominated by the political parties in the Region.”

Kurdish parties will resume their talks with Iraqi parties before the Iraqi parliament convenes on Thursday.

Speaker Fayaq said in a tweet that they “reiterated to have one united agenda.”

Snap election

Another hot topic in Iraq is a potential snap parliamentary election in the country, less than two years after the last parliamentary election in mid 2018. 

“The government is committed to providing full support for the holding of free and fair snap elections as soon as [a date] determined by the Independent High Electoral Commission and parliament,” said Allawi in a tweet late Monday.  

He added that the date should not exceed a year from today. 

Call for a snap election were also mentioned in the statement by the Kurdistan Region’s presidency. 

Kurdish parties will work for the formation of a government that is “able to resolve the current issues of Iraq and work seriously to return stability for Iraq and make preparations for a snap election,” it said.  

It is not clear whether the electoral commission will be able to hold the election within a year.

ERBIL - Iraq's PM-designate Mohammed Allawi, who is struggling to form a new government due to disputes among the political parties, has remained determined to hold early elections.

Allawi wrote on Twitter that his cabinet will stay committed to holding snap elections, calling on the Independent High Electoral Commission to support the process.

This comes while Allawi previously noted that holding an early vote was not in his cabinet's agenda.

The Iraqi Council of Representatives said in a statement on Monday that it will hold a session on Thursday, 27th February, to vote on Allawi's cabinet.

"Lawmakers will vote to give confidence to the new government, with the prime minister-designate sending the ministerial curriculum and CVs of the candidates ahead of the schedule," the statement said.
