SULAIMANI — Masoud Barzani will visit Baghdad in the near future after a request from Iraqi Prime Minister Haider al-Abadi, a source said on Monday (September 26).

A source told NRT Barzani wants to take a delegation from Kurdish parties to Baghdad and hold a meeting with Abadi.

Barzani, whose presidency term has been in dispute since August 20, 2015, announced earlier “serious discussion” is necessary for issues between Iraq and the Kurdistan Region.

A delegation from the Kurdistan Regional Government (KRG) headed by Prime Minister, Nechirvan Barzani, visited Baghdad on August 29 to discuss issues between both sides, including the liberation of Mosul.

The delegation met with Abadi, former U.S. Ambassador to Iraq Stuart Jones and leader of Iraq’s Islamic Supreme Council, Amar al-Hakim, as well as other Iraqi officials.

Abadi stressed the KRG should export its oil through Baghdad and Iraq would send the Kurdistan Region’s 17 percent share of the federal budget.

Tensions between the KRG and the central government hit a high in 2015, after officials from both sides accused each other of failing to abide by the terms of an oil revenue sharing deal struck by officials in December 2014.

Officials from Baghdad and Erbil signed a revenue sharing deal, under which the KRG would receive 17 percent of the federal budget in exchange for exporting 550,000 barrels of oil per day to the Iraqi State Organization for Marketing Oil (SOMO) at Ceyhan Port in Turkey.

SULAIMANI — Masoud Barzani met with the Special Representative of the U.N. Secretary-General for Iraq, Jan Kubis, on Monday (September 26) to discuss the fight against the Islamic State (ISIS) and preparations to liberate Mosul.

Kubis informed Barzani about the content of meetings at the United Nations in New York regarding ISIS in Iraq and Syria and a joint delegation from Iraq and the Kurdistan Region to the U.S., according to a statement released by the Kurdistan Region’s Presidency.

Kubis described the cooperation between the Kurdistan Region and Iraq as important to the fight against terror and to tackle issues in the country, the KRP statement said.

Views on the political situation in the region and Iraq, preparations to liberate Mosul and the phase after ISIS militants are defeated were exchanged, the statement added.

The U.N. envoy’s visit came after remarks from Iraqi and Kurdish military officials on operations in Mosul, which are expected to begin in the near future.

British Defense Secretary Michael Fallon, German Defense Minister Ursula von der Leyen and a U.S. military delegation headed by the Commander of the United States Central Command, Joseph Votel, met with Barzani last week to discuss the ISIS fight and Mosul operations.

Mosul, Iraq's second largest city and the provincial capital of northern Nineveh, fell to ISIS in mid-2014.

The ISIS group managed to seize large swathes of territory in northern and western Iraq and eastern Syria in 2014, establishing a self-declared "Islamic Caliphate" on the territories it captured.

During the past few months, the hardline Sunni group has lost control over several territories in both countries.

During the UN meeting last week 28 countries submit a vote of No for Independence of the Kurdistan...and if one looks into the process of becoming a Independent Country, it is very detailed...IMO after researching the process..just don't see it happening, in fact I see it as Political tool or phrase to get what one wants....the meaning of the word

ERBIL, Kurdistan Region—A Kurdish high delegation headed by Masoud Barzani, president of the Kurdistan Region, and including representatives from several Kurdish parties, will travel to Baghdad on Thursday, to meet with Iraqi Prime Minister Haider al-Abadi and senior government officials to discuss the liberation of Mosul, and Erbil-Baghdad relations.

The delegation members will include senior officials from the Kurdistan Democratic Party (KDP), Patriotic Union of Kurdistan (PUK), and secretaries of the Kurdistan Islamic Union and the Socialist party.

Mustafa Chawrash, a member of the PUK leadership committee, told Rudaw “The PUK delegation that will visit Baghdad with Barzani on Thursday includes Kosrat Rasoul Ali, first deputy of the PUK, Malla Bakhtyar, head of the PUK politburo, and Sheikh Jaafar Mustafa, member of the politburo and commander of 70 unit forces.”

“Also Salahadin Bahadin, general secretary of the Islamic Union KIU, and Mohammed Haji Mahmoud, head of the socialist party, will join the delegation to Baghdad,” he added.

Dr. Mohammed Ahmed, a member of the KIU leadership, told Rudaw that “In order to follow up on the citizens’ salaries, Kurdistan Region problems, and the fate of our people, Salahadin Bahadin will accompany Barzani to Baghdad.”

And from the KDP, Fazil Mirani, head of the KDP politburo, and Dr. Rozh Nuri Shawais, a member of the politburo, will join the delegation.

On Tuesday, Abadi confirmed the upcoming visit to Baghdad by Barzani.

“Barzani will visit Baghdad to discuss retaking Mosul, as well as our bilateral relations,” Abadi said.

Barzani’s visit to Baghdad comes after Erbil, Baghdad, and Washington reached an accord concerning cooperation between the Peshmerga and the Iraqi Army in the battle for Mosul during a tripartite meeting hosted by the Kurdish president on September 19. 

Recent visits between Erbil and Baghdad point to a possible thawing of the relationship of the two governments. 

On August 29th, a top Kurdish delegation headed by Kurdish Prime Minister Nechirvan Barzani met with Abadi in Baghdad and reached a preliminary agreement on oil exports from Kirkuk province to the Turkish port of Ceyhan.

President Barzani and Abadi discussed relations between Baghdad and Erbil in a phone call in late August and the Kurdish leader "thanked Abadi for his warm welcome of the KRG [Kurdistan Regional Government] delegation headed by Prime Minister Nechirvan Barzani, and expressed his delight with the meetings’ result and hoped that relations continue between the two,” read a statement issued by the Kurdistan Region Presidency at the time.
