The media office of the Prime Minister, in a statement received / Mawazine News / a copy of it, that "the Council of Ministers, held its regular session under the chairmanship of the Prime Minister, Adel Abdul-Mahdi."

Reuters) - Prime Minister Adel Abdul-Mahdi announced on Tuesday that he would conduct a series of visits abroad starting in Saudi Arabia. 
"Tomorrow, a high-ranking Saudi delegation of 90 people, most notably the Minister of Energy, will arrive in Iraq," Abdul Mahdi told a weekly conference attended by Mawazine News. 
He added that "during the next two weeks we will go on an official visit to Saudi Arabia and we will discuss important files," noting that "he will visit Turkey and some Gulf countries in the coming period, because Iraq's policy is openness to the participants."

The Council of Ministers decided on Tuesday to cancel the Diwani decree (34 of 2018) issued by the former Prime Minister, Haider Abadi, on the formation of the operations room of the General Secretariat of the Council of Ministers. 
"The Cabinet, held its regular session under the chairmanship of the Prime Minister, Adel Abdul Mahdi," noting that "the meeting witnessed the re-presentation of the subject of the plan stages of the implementation of the General Census of Population and Housing Again to the Council of Ministers and agree to set a date in 2020. " 
The statement added that "the Council of Ministers, agreed to exempt the families of the martyrs of the transgressors of social protection benefits from the amounts of those subsidies," pointing out that "the Council, decided to approve the draft agreement to promote and protect investment between the Government of the Republic of Iraq and the Government of Saudi Arabia"  
The Council of Ministers agreed to "reintroduce the Third Amendment Bill to the Law of the College of the Grand Imam No. (19) of 1997 again to the Council of Ministers," decision "canceling the Council of Ministers Resolution No. 123 of 2018 and Diwani Decree No. 34 of 2018 General Secretariat of the Council of Ministers. " 
He agreed to "resume work to complete the water project in Umm Qasr by the implementing company", decided to "re-introduce the subject of allocating (30%) of fees and fines collected to support the Social Protection Fund in the Ministry of Labor and Social Affairs again to the Council of Ministers."

"We expect tomorrow the arrival of a high-level Saudi delegation consisting of 90 people, most notably the Minister of Energy to Iraq, Abdul-Mahdi said in a speech during the weekly conference and his follow-up of Alsumaria News, noting that "joint matters such as investment, pilgrimage and others will be discussed."

 


"During the next two weeks we will make an official visit to Saudi Arabia and we will discuss important issues," he said.

ERBIL, Kurdistan Region – Iraq is situated between the Middle East’s two great rivals, Iran and Saudi Arabia. Adil Abdul-Mahdi, the Iraqi prime minister, hopes to position Baghdad as a regional mediator by promoting good relations with all its neighbors. 

“We indeed are one of the advocates of being open towards all the neighboring countries,” Abdul-Mahdi told his weekly press conference in the Iraqi capital on Tuesday evening.

“We don’t want to build on disputes. There are existing disputes with all the neighboring countries. There have been sticking points for decades, years, at times centuries with the neighboring countries,” the PM said.

“But we have also had much in common over the years, decades, and centuries with neighboring countries. We want to build on those commonalities,” he added.

Abdul-Mahdi is due to meet with a joint Iraq-KSA Coordination Committee delegation on Wednesday to discuss border crossings, mutual investments, customs fees, and the pilgrimage to Mecca.

“We are very ambitious to develop our ties with the Kingdom of Saudi Arabia (KSA). You know that economic relations incubate a better political and security environment,” the PM said.

Since the fall of Saddam Hussein’s regime in 2003, Iraq’s ruling Shiite parties have fostered close political, economic, and religious ties with their Shiite neighbor to the east, Iran. 

Tehran-backed militias and their commanders continue to hold significant sway over political life in Iraq, allowing sectarian rivalries to fester. 

Relations with Saudi Arabia were rocky during the tenure of Iraqi Prime Minister Nouri al-Maliki, who accused Riyadh of backing Sunni extremist groups operating inside Iraq. 

That mistrust continues to run deep. In 2016, Shiite militias attacked the newly reopened Saudi embassy in Baghdad after the kingdom executed a prominent Shiite cleric. 

The United States and its Saudi allies meanwhile have long called for the dismantling of the Iran-backed Popular Mobilization Forces (PMF) in Iraq – known locally as Hashd al-Shaabi. 

The US sought to bolster efforts by Maliki’s successor, Haider al-Abadi, to improve relations between Iraq and Saudi Arabia, and to reduce Tehran’s leverage over Baghdad. The policy has continued under Abdul-Mahdi. 

A key motivation for building ties with the Saudis is the need for a wealthy benefactor to help rebuild Iraq’s shattered cities and infrastructure, devastated by decades of war, sanctions, and corruption. 

Crippled by US sanctions and engaged in several costly foreign interventions, Iran is unlikely to offer Iraq the kind of largess needed to fund its reconstruction. 

Washington is also keen to foster friendships between Middle East states and its allies in Riyadh to further isolate Tehran. By pulling out of the 2015 nuclear deal and reimposing sanctions, the US aims to force Iran to abandon its nuclear ambitions and stop interfering in regional affairs. 

This does not mean Iraq is turning its back on Iran, however. Iraqi leaders remember all too well it was their Iranian friends who were first to intervene when ISIS launched its conquest in 2014. 

During a three-day visit to Iraq last month, Iranian President Hassan Rouhani signed a deal with Abdul-Mahdi to allow Iraqis to enjoy visa-free travel to the Islamic Republic – a measure which officially came into force on April 1.

Tehran also hopes to increase its annual trade with Iraq from its current $12 billion to $20 billion in the coming years. 

Iran exported $1.1 billion-worth of goods to Iraq over the Mehran crossing alone during the last Iranian year ending March 21. 

Iraq also depends on Iranian energy subsidies to support its electricity network. Baghdad has been granted several waivers from complying with US sanctions on Iran in order to continue importing energy. 

Cutting energy imports could worsen Iraq’s daily power blackouts and may lead to a repeat of last summer’s Basra riots. 

Abdul-Mahdi’s visit to Tehran in the coming weeks will likely further cement that special relationship. The challenge for the Iraqi PM will be how he balances Iraq’s friendships in a hostile neighborhood.

"We are preoccupied with the issue of rain and floods, storing water and discharging it to the required storage places, and there are exaggerated exaggerations and intimidation of people unjustified by the floods and rain, and the facts must be mentioned as they are, and we are working to absorb the floods coming from Iran and evacuate villages located in the flood waters."

The Council of Ministers decided on Tuesday to cancel the Diwani decree (34 of 2018) issued by the former Prime Minister, Haider Abadi, on the formation of the operations room of the General Secretariat of the Council of Ministers. 
"The Cabinet, held its regular session under the chairmanship of the Prime Minister, Adel Abdul Mahdi," noting that "the meeting witnessed the re-presentation of the subject of the plan stages of the implementation of the General Census of Population and Housing Again to the Council of Ministers and agree to set a date in 2020. " 
The statement added that "the Council of Ministers, agreed to exempt the families of the martyrs of the transgressors of social protection benefits from the amounts of those subsidies," pointing out that "the Council, decided to approve the draft agreement to promote and protect investment between the Government of the Republic of Iraq and the Government of Saudi Arabia"  
The Council of Ministers agreed to "reintroduce the Third Amendment Bill to the Law of the College of the Grand Imam No. (19) of 1997 again to the Council of Ministers," decision "canceling the Council of Ministers Resolution No. 123 of 2018 and Diwani Decree No. 34 of 2018 General Secretariat of the Council of Ministers. " 
He agreed to "resume work to complete the water project in Umm Qasr by the implementing company", decided to "re-introduce the subject of allocating (30%) of fees and fines collected to support the Social Protection Fund in the Ministry of Labor and Social Affairs again to the Council of Ministers." 
"The recommendation of the Ministerial Council on Energy on the dry gas pipeline (Oil of Baghdad) / Iranian line, together with the conclusion of a new lease agreement with the company limited risk control CRG," agrees to "
The statement also said: "The recommendation of the Central Deportation Committee of the Supreme Judicial Council regarding the removal of furniture and consumables and the Ministry of Health and the Environment regarding the removal of ambulances belonging to the Basra Health Department and the Ministry of Transport was approved." 
On Tuesday, the Cabinet holds a regular session, chaired by its chairman, Adel Abdul Mahdi, to discuss and vote on a number of laws on its agenda, while Abdul Mahdi will hold a press conference to talk about the latest political, security, social and economic developments.

Direct: The Iraqi Council of Ministers, held its regular, on Tuesday, chaired by the President of the Council Adel Abdul-Mahdi, and adopted 10 resolutions.

The Cabinet said in a statement that during the meeting, the subject of the plan of the stages of implementation of the General Population and Housing Census was re-presented to the Council of Ministers and agreed to set a date for 2020.

 

It was agreed to exempt the families of the martyrs from those who exceeded the social protection benefits from the amounts of those benefits.

The Council decided to approve the draft agreement for the promotion and protection of investment between the Government of the Republic of Iraq and the Government of the Kingdom of Saudi Arabia.

The draft amendment to the Third Law of the College of the Grand Imam No. (19) of 1997 was re-introduced to the Council of Ministers.

The Council decided to cancel the Cabinet Resolution No. (123) for the year 2018 and the Diwani Order (34 of 2018) regarding the formation of the operations room of the General Secretariat of the Council of Ministers.

The meeting witnessed the approval of the resumption of work to complete the Umm Qasr water project by the executing company.

The allocation of 30% of the fees and fines collected to support the social protection fund of the Ministry of Labor and Social Affairs was re-introduced to the Council of Ministers.

The Council approved the recommendation of the Ministerial Council for Energy on the dry gas pipeline (oil-casing Baghdad) / Iranian line, as well as the conclusion of a new lease with the company limited risk control group ( CRG) .

The Council of Ministers approved the transfer of ownership of land from the Ministry of Industry and Minerals to the Ministry of Electricity without allowance.

The recommendation of the Central Judiciary Committee of the Supreme Judicial Council regarding the write-off of furniture and expendable assets and the Ministry of Health and the Environment was approved for the removal of ambulances belonging to the Basra Health Department and the Ministry of Transport.

Decision of the Council of Ministers includes more than five thousand families

 

The Minister of Labor, Chairman of the Social Protection Authority in the name of Abdul-Zaman, the approval of the

Council of Ministers to extinguish the amounts incurred as debts owed by the families of the martyrs exclusively exceeded social welfare salary.

He added that the Ministry of Finance will implement the ministerial order based on the provisions of the Financial Management and Public Debt Law No. (95) of 2004, stressing that "the decision will contribute to alleviating the burden of the people and the families of the victims themselves for Iraq and will accelerate the grant of a patent for my family Martyrs in order to obtain their benefits granted to the martyrs under the laws in force. "

For her part, explained the Director of the Department of the Fund in the Social Protection Agency Jacqueline Saliwa, "The social protection sections in Baghdad and the provinces except for the province of Kurdistan stopped on Wednesday 3/4/2019 on the recovery of debt amounts exclusively from those who exceeded the salary of social welfare of the martyrs to be after And the instructions to grant them a patent addressed to the bodies that work to grant them the benefits of the martyr in accordance with the law and controls in force and applicable.

"The number of families that will be included in the ministerial decision reaches (5344) families, according to the latest statistics," Salwa said, noting that the ministry is waiting for instructions to implement the decision to accomplish what it has.
