In an opening address to the Arab Economic Summit, Lebanese President Michel Aoun said: "I am taking the initiative to adopt the reconstruction strategy for development and to put in place effective mechanisms, foremost of which is the establishment of an Arab Bank for Reconstruction and Development to help all affected Arab countries and peoples overcome their plight ."

The fourth session of the Arab Economic Summit, hosted by Beirut, started on Sunday.

In his speech, Aoun called on all Arab funding institutions and funds to meet in Beirut during the next three months to discuss and develop effective mechanisms in line with the challenges facing us and the requirements of reconstruction.

"An earthquake of mobile wars has hit our region and the losses are heavy. We are not here today to discuss the causes and causes of wars, but to address their devastating consequences for the economy in our countries, " he said.

He added that Lebanon has paid dearly for war and terrorism and for years has borne the brunt of the displacement of the Syrian brothers and the Palestinian brothers. The Israeli occupation continues its aggression and does not respect international resolutions .

He appealed to the international community to contribute and work to secure the return of displaced Syrians, without linking them to the political solution in Syria .

"We also plan with Iraq to establish a trade exchange, transport lines, Iron, as Iraq is like us and we are very similar to it, which is part of our economic space, which we hope to develop more. "
"I have discussed with Foreign Minister Mohammed Ali al-Hakim the bilateral relations between the two countries, which draw their strength and strength from the historical participants that bring together the two countries, in addition to regional and international issues of common concern." We agreed to intensify consultations and coordinate positions on the international arena Crises in the region ".

The Libyan event and the file of the displaced
The Lebanese minister referred to the unfortunate issue of Libya's withdrawal from participating in the summit. "Lebanon called Libya to the summit in accordance with diplomatic rules, but because of the actions of some Lebanese citizens who do not represent the position of the Lebanese state," he said. - Libya decided not to participate in the summit.
"Regardless of the existence of a former regime in Libya or another regime that came after it, it is natural that Lebanon remains demanding to know the fate of Mr. Musa al-Sadr, and the Libyan authorities are supposed to help Lebanon and abide more by its duties on this subject," Bassil added. That was not supposed to be what happened recently in conjunction with the summit. "
"At least, Lebanon is waiting for its Arab brothers to share this concern and burden, and there are some countries that thankfully contribute to this file, but none of the issue of sharing for what it bears," Bassil said. Lebanon is burdensome. Lebanon is not the one who caused the Syrian crisis. Nevertheless, it is still paying the price and is now preventing even reconstruction, so we are waiting for a solidarity position from the Arab countries with Lebanon, if not sharing the burdens by sharing the concerns. "
On the weakness of the level of representation at the summit and its impact on the decisions, the Lebanese Foreign Minister affirmed that "what will be issued by the summit will be issued in all cases, and will issue the same thing and the same decisions whatever the representation, and the issue is a moral issue. Of course we do not underestimate the importance of the presence of presidents and kings We hope to attend them, but this is their decision, and it does not change the summit, but it affects us emotionally for our love of the Arab leaders and our desire to receive them on our land in Beirut. "

Membership of Syria
As for Syria's return to its vacant seat in the Arab League, Basil said: "This issue has nothing to do with self-restraint, because Lebanon basically refused to suspend Syria's membership from the start. If Syria is a member of the Arab League, Lebanon does not intervene in its internal affairs, Which is ultimately governed by the decision; that is, the decision of its people. We do not intervene or take a position on it, but whatever our relationship with any good country or not, this country is a member of the League of Arab States. If we are keen on our Arab situation, Not to reduce its representation or to hide it, and we speak with all ministers E-Arab attendees at the summit to work together that Syria back to the Arab League, and I think this track started and will not stop until after the return of Syria. "

Who is behind the decision to reduce Arab representation at the economic summit in Beirut?

DAMASCUS, (SANA) - The Arab Economic and Development Summit held in Beirut, like its predecessors of the summits, was not free of internal Arab disputes and settling accounts, the official of political relations in the Lebanese Free Patriotic Movement, Ramzi Dassoum, said Saturday. Dossum said there was an American and international decision to thwart the Arab summit, adding that more than half of the Arab leaders and leaders apologized for attending the summit after US Undersecretary of State for Political Affairs David Hill visited the region after they announced their readiness to attend.

Dasoum pointed out that the decision to reduce the Arab representation in the economic summit may be to punish Lebanon as a result of its position on recent developments in the region, especially in Syria and support for the option of resistance.

The official said in the political relations of the Free Patriotic Movement that the Arabs did not submit to Libya anything, and did not submit to other countries that have witnessed armed confrontations and conflicts and famine.

Desum said that Lebanon was obliged to invite all Arab countries to attend the summit on behalf of the League of Arab States, including Libya, although there is a great sensitivity with regard to the issue of Mr. Al-Mughib Musa al-Sadr, pointing out that this issue is a national issue and Lebanon's official position is very clear on this issue.
