Baghdad / Mohammed Sabah

A government team tasked with reviewing the final accounts file for the past years is about to complete its final reports and submit them to the Council of Ministers within the next few weeks to vote and send them to the House of Representatives.

The audit restricted many irregularities committed by most government agencies and monitored the existence of a clear difference between the proven figures and the disbursements, which is an indication of the existence of cases of corruption and manipulation and theft of public money.

Because of the lack of a budget in the law of the law of Nuri al-Maliki recently forced the ministerial team to organize a law called "the budget of the final accounts" in 2014 to identify the funds that have been spotted and disbursed.

The appearance of Mohammed Saleh, the financial adviser to the Prime Minister in a statement to (the extent) that "the government program approved by the House of Representatives in one of its paragraphs to complete the final accounts on their legal dates."

"The lack of a budget in 2014 hindered the process of completing the final accounts of past years and not to send them to the House of Representatives for approval," he said, noting that "the submission of accounts for the year 2013 linked to the approval of the accounts in 2014."

The House of Representatives did not approve the budget 2014 because of differences between the political parties accompanied by progress and the holding of parliamentary elections.

"The problem faced by the government in this matter is that there is no budget and therefore this problem is reflected in the lack of preparation of final accounts," said the financial advisor who accompanied the former and current prime ministers. "This problem is nearing completion by finding legal outcomes."

He explained that "the government will draft the budget law and the final accounts for 2014 and will be sent to parliament for its legislation to tabulate the exchange process that took place in that year, which did not approve the general budget of the Iraqi state," pointing out that "the remaining accounts remaining for the past years will be presented to Parliament and ratified . "

The final accounts include the balance sheet, profit or loss, cash flow and coverage data of the final accounts through a comparison between the balance between the figures in the budget law and the funds and figures disbursed by the government.

Saleh confirms that "the final accounts for the years 2015, 2016, 2017 and almost 2018 accounts have been completed and are ready to be submitted to the Council of Ministers with the final accounts for 2013 and 2014 before sending them to the House of Representatives for approval" expected to end "the file of all final accounts for the past years during the year Current. "

The financial adviser confirms that "the Office of Financial Control is the audit of these final accounts."

Has already sent the government of Haider Abadi final accounts from 2004 to 2012 to Parliament and noted the existence of violations and clear differences between the figures installed in the previous budgets and disbursements implemented by the majority of government agencies. At the time, the final accounts for the year 2007 indicated the loss of 75 trillion dinars is not known fate, and monitored a violation of the Ministry of Finance grant cash advances totaling 5.522 trillion dinars without the presence of allocation based on special decisions of the Council of Ministers.

The final accounts for the years 2008-2009 and 2010-2011 were referred by the government to the parliament a lot of financial excesses according to the observations confirmed by the Bureau of Financial Supervision, including the non-settlement of financial advances exceeded 124 trillion dinars, in which the Department of Accounting at the Ministry of Finance indicated that it does not have the first priorities or They lost.

For its part, the Finance Committee in the House of Representatives that "the reasons for delayed submission of final accounts by the previous and current governments to Parliament for ratification due to the political problems and differences on the part of corruption and on the other."

"The parliament is ignorant of the exchange process that took place since 2012 until this moment because of the lack of final accounts," says the committee's chairman, Ahmed al-Saffar. "Parliament is keen to follow the final accounts with the government."

The decision of the Finance Committee of the parliamentary committee that "always demands the Ministry of Finance to send these accounts to Parliament for scrutiny before ratification."

Al-Saffar pointed out that "there are previous studies conducted within the House of Representatives by a number of advisers and the Department of research on a number of disbursements in a range of budgets," noting that "these studies identified that the best balance in previous years achieved the rate of disbursement of funds by 60% % Of its provisions. Kamal Al-Basri: Establishing a fund for development and reconstruction is an urgent necessity

Monday, 10 June 2019

Baghdad / Al-Sabah

There is an urgent need to establish a fund for development and reconstruction specialized in financing investment projects, working under the controls of financial institutions theoretical world, and have the necessary conditions for the objective of attracting loans and grants and the provision of economic feasibility for the purposes of reconstruction and development in Iraq, and works along the lines of successful experiences of reconstruction funds established in countries that suffered From wars and social unrest such as the European Bank for Reconstruction and Development, the African Development Bank, the Asian Development Bank and the World Bank.

Projects suspended
Head of Economic Reform Team at the General Secretariat of the Council of Ministers Kamal Al-Basri said: "The need for this fund is due to the scarcity of financial allocations necessary to finance the investment projects of the National Plan 2012-2018, which is estimated at 220 trillion dinars and the inability of the current financial resources and the best conditions to finance 60 percent. Moreover, according to the Ministry of Planning, Currently suspended and projects affected by terrorist and military operations can not be completed until after 27 years, taking into account the size and value of annual allocations allocated to the development of provinces and regions, which negatively affects the delivery of basic services necessary for citizens. It can be seen that the ultimate goal of the Fund is to return Iraq to the outstanding financial model previously called by the Council of Reconstruction.

Needs of the citizen
He pointed out that, "For example, the national plan for the years 2018-2012 estimated the investment needs at 220 trillion dinars, given the current circumstances, the Iraqi government can not provide the maximum limit of 60 percent of the total amount, so the needs of the citizen will remain not covered for a long time and unknown, Where there is a shortage of school buildings up to 8,000 schools and half of the schools and half built need rehabilitation services, and there is a need for about 3 million housing units and a severe shortage of public services for the availability of potable water and sanitation.
"Banking sector in Iraq has suffered from neglect and underdevelopment after being a pioneer in the Middle East. Currently, the Iraqi banking system lacks the amount of cash required to finance investment projects, and its tools are still primitive and do not live in the spirit of the times. Transparency and governance. In addition to technical difficulties, there are legislative barriers that prevent banks from investing. "

Objective of the Fund
He pointed out that "the ultimate goal of the Fund to return to Iraq to the financial model, which was called" the Council of Reconstruction ", which allocates 70 percent of oil revenues in addition to loans and directed for the purposes of reconstruction, most important implementation of investment projects of a strategic nature, and reduce practices that encourage corruption As well as reducing the costs of financing projects that have become high, and find international financing opportunities and at competitive costs, and provide an efficient mechanism for receipt of grants for reconstruction purposes, and must support the requirements of government institutions on the basis of the principle of economic feasibility, The oil revenues are gradually transferred from consumption to investment in infrastructure and protection of the economy from the effects of fluctuation in the price of oil, providing financial and technical facilities for the rehabilitation of public sector companies, and support projects that work to achieve political stability and employment of labor.
"Global reconstruction funds are owned and managed by the government, which also sets its objectives, appoints the board of directors and executives, and the ownership and family of the fund vary from state to state. In some countries, government ownership is 100 percent in other countries," Basri said. Partnership with the private sector ranges from 1 percent to 49 percent. "

Linguistic attributes
"In order for the Fund to do its part, it is necessary to form a supervisory committee that includes members of international institutions such as the World Bank, European financial institutions, financial institutions of regional or neighboring countries, and the formation of an administrative council, An executive board to carry out the executive work according to the indicators and policies drawn, and must be the basis of the rules and rules of the work of strict controls for the selection of employees and executives taking into account the competence and practical experience and integrity.

 Contracts concluded
He pointed out that "the existence of these formations ensures good performance and commitment to the controls of good governance transparency, efficiency, similar to the economic quality of the rule of law and others, add to the old necessary for the Fund to require in all contracts concluded for the implementation of projects funded by the Fund to be within international standards, The World Bank, and should be committed to the issuance of periodic publications or periodic reports of all decisions and accounts and widely to achieve the principle of transparency.

 Fund financing
Al-Basri confirmed the existence of different ways to fund the fund, including grants and loans from international financial institutions, central bank investments through deposits, internal and external financing through the sale of bonds, the annual public treasury grant, sale of government properties, Financial and economic studies, which can be provided by the Fund's employees for the benefit of other parties, as well as allocations of investment spending for projects monitored in the general budget annually.

 Investment projects
He pointed out that "the transfer of these allocations to the Fund has benefits, including that it can complete projects that do not have full allocations to the budget or partnership with the private sector, and the Fund's administrative structure proposed more capacities of ministries in dealing with investment projects, in terms of implementation and control "He added that" the Fund and all its proposed specifications give confidence to the financing bodies and consequently gradually reduce the financial risk of lending and investment as a government fund with international controls. The Fund also provides a flexible mechanism to support private PPP projects. And that the profits achieved by the Fund from the investment of loans and banking operations can be reinvested in new projects. "
He said: "The Fund is expected to achieve profits and achieve independence by continuing to work and not rely on the government funding or support, and as long as the Fund's return to the government is expected to get access to finance at lower costs and therefore can implement projects at low cost, An effective mechanism for obtaining loans. "

 Projects affected
At the end of his speech between Basri, "there is an urgent need for the provinces and regions and Iraqi ministries to this fund to finance projects hungry for financial resources as an alternative to the direct dependence on budget allocations that are not stable due to fluctuation of oil prices, at a time when the reports of the Ministry of Planning that the projects stalled to complete The reconstruction of projects affected by terrorist and military operations in the light of these annual allocations requires the completion of at least after (27) years.
He explained that "at present there is an international political and financial atmosphere supportive of and understanding of the conditions of Iraq and ready to support Iraq financially and technically through subsidies and loans, these trends need to develop the reality of financial and banking management and low indicators of corruption and high transparency indicators, and the existence of the Fund and a new administrative system live the spirit of the times Will be a crucial factor in providing support to Iraq. Investment Analysis

Monday, 10 June 2019

Thamer Hymes

My question is why does not corruption constitute an impediment to China's development and superiority, or a pretext for reluctance to invest? I was asked this question and I read the book (Dr. Najah Kazem / China's new giant power p. 92).
China's investment in many conflict areas of Central Africa has shone up to their oil experience Listen.

So there is beyond the court, as the Law No. 13 of 2006 and its amendments covered many of the possibilities, but many investors clung to the argument of the bureaucracy, which has no strings attached to investment as long as the wage is separated from production, to facilitate the importer to enter his goods to make the local product at the mercy Rivals External.

For example, why agricultural companies in the agricultural sector do not invest in partnership with neighboring countries, which are aware of the importance of food security and strategic crops, to take their real opportunity in agricultural areas prepared as the road of Kut Road, and there are huge agricultural areas in the western and southern regions and the Samawah desert free of disputes Property rights and reclamation And agriculture?

There is a player under the table as we have two private sectors, each of which has a different relationship with the public sector, so the sector grows and flourishes in the other, namely the traditional agricultural and industrial sector on the other hand and the commercial sector is not Traditional.

In the light of this fateful competition, the foreign supplier has entered into an excessively consumeristic tendency, regardless of quality, at its low price, to kill the national product, which is not comparable to the price of the importer, often only in limited seasons, fluctuating to be protectionism or agricultural agendas. Only .

When regional trade becomes the source of added value and the transfer of surpluses from the national market to the regional market, it is accompanied by a satisfactory and broad Iraqi commercial situation coexisting with the regional trade routes and effective and effective instruments in the transfer of surpluses and reserves that increase with the needs of those markets the countries .

Arguments and excuses declared its main objective is to move forward in opening the doors of import because it is more useful and better than investment may need time not betting on him.

Without compromising the duplication of competing private sectors, we can not seriously seek investment in the world of investment and other obstacles Upright.

Monday, 10 June 2019

Saad al-Tai

Internal trade is defined as the exchange of products, goods and services between the governorate and other governorates within the country's borders.

A number of factors contribute to the prosperity of this type of trade, namely the specialization of governorates with certain products, the uneven distribution of the population and the different distribution of industries and capitals in some governorates.

Domestic trade is an important economic activity. It is a direct contact with citizens 'daily living standards, income and economic levels in general. It touches on their daily food, commodity, agricultural and other needs, especially the retail trade, which has a direct and daily impact on citizens' income.

It is assumed that the competent authorities in our country work on the development of internal trade in Iraq because of their significant role in the development and increase of growth in the national economy, and should be within the strategy of economic development takes into account the merits and benefits and resources of each of the provinces of Iraq and the economic reality of our country in general.

As some of the provinces are specialized in agricultural products and some industries that can be provided by supporting them to achieve self-sufficiency of our country, and to be the development of plans necessary to improve the quality and what amounts to the global industries.

And some provinces by virtue of their geographical location is characterized as a transit station for various types of goods, products and goods to and from Iraq, which can be invested in an optimal way to regulate the import and export process by entering the raw materials necessary for the local industries and to work to expand and increase marketing and intensify sales in different Iraqi cities , Which needs to develop an integrated plan for the development of transport networks in Iraq, which will contribute to the facilitation and development of internal trade.

The development of internal trade in Iraq will have a great positive impact on the economic situation in our country and in increasing the resources of the general budget. It will ensure self-sufficiency in many commodities and products. It will raise the living standards of many citizens working in these fields and improve their economic levels and increase. And the prosperity of internal trade will contribute to the achievement and increase of sustainable development in our country, leading to social and economic stability, which will positively affect the national economy in the long term in general.

The strategy of developing internal trade necessitates working on developing an integrated strategy for the development of agriculture and local industry and working to invest the energies, resources and economic advantages of each of the governorates of Iraq in order to employ them optimally in the strategy of developing and developing internal trade.

It is supposed to work on the investment of the human factor. Some provinces are characterized by population density, which serves as a market for the consumption of products and goods and goods manufactured locally, which can be produced by other provinces.

Step to enter investment companies to solve the housing crisis

Monday, 10 June 2019

alsabaah-13785.jpg

Baghdad: Bashir Khazaal

The National Initiative for Land Distribution, presented by Prime Minister Dr. Adel Abdul Mahdi, received a large number of segments and large segments of the Iraqi society. Citizens expressed their great satisfaction with this initiative, which can alleviate the housing crisis for thousands of families who are burdened by the high rents or housing in slums. And the provision of services to the plots of land that are distributed by the relevant departments and institutions will lead to the spread of cities and neighborhoods in order to suit the level of upgrading the Dhari urban what we see in many countries in the regional surroundings.

Services
Large areas of land that are not serviced, distributed among citizens or allocated to housing through different institutions do not encourage the beneficiaries to build housing units, unless the services of water, electricity, sewage and roads or be scheduled according to a short period of time does not extend to long years.
Employees in various government institutions have expressed their desire that the land distributed by the state to solve the housing crisis should be an indispensable solution. Eng. Muhannad Kazem al-Saadi Khayebrani in one of the offices of the private sector: Distribution of plots of land to state employees in places where there is no availability The services do not represent a solution to the housing crisis, but will remain empty spaces that are not exploited because they have become plots owned by citizens, whether they are employees or others, so must take into account the physical institutions and design services and other basic service institutions such as water, electricity, In Baghdad and the rest of the provinces to be plans of services scheduled and ready for areas to be distributed among citizens or employees and this gives a more structured and makes cities and neighborhoods of the population arise in a harmonious and non-symmetrical manner of the slums, adding Saadi:

surrounding
Hassan Hadi Hashim, 43, a government employee, said: I have a piece of land of 200 meters in the Tajiyat area. I received it as a job benefit from the ministry in which I work, but I could not build it due to the lack of any kind of services. There is no water, no electricity and no electricity. Years ago, the area of land with more than 1000 housing units has been transformed into a waste dump that comes from the various districts and districts of Baghdad. If these areas were serviced for a few months and became cities and integrated neighborhoods, the services are the most detailed in the construction of new cities.
The government institutions that distribute land plots between its employees contracting with companies that build these lands as houses and receive ready-made homes for housing in exchange for financial payments and deductions from the salaries of employees at a rate satisfactory to both parties, and thus turn most of the land into residential neighborhoods and ease the housing crisis by a large percentage almost disappear After a few years, this is the solution with non-employees also, the state can build the land that is distributed among citizens in exchange for monthly deductions arranged with banks and financial institutions competent, and here will be useful in terms of urban construction and non-random exploitation of land Residential housing that remains for many years empty due to the inability of the citizen to build it Unique

culture
Al-Omrani consultant Eng. Firas Hadi Al-Shammari said: The culture of the Iraqi citizen tends to horizontal construction rather than vertical housing, and Iraq as a state is within the line of earthquakes that passes through the region. Therefore, we do not want to build thousands of apartments and remain empty. And the cities that want to live vertical or horizontal, and between Shammari: on the issue of plots of land distributed to the employees or citizens there is no better than investment in the construction in partnership by the ministries and executing companies that will achieve a quick achievement in resolving the housing crisis in addition to profits These companies and ministries benefit without burdening the beneficiary.

A seminar
The details of the plan of ownership and distribution of residential land for citizens were presented in light of the ministerial curriculum presented by the Prime Minister. The details of the planned plan were determined by specifying lands outside or within the boundaries of the basic design of the provincial centers and at least 50% of the area of the governorate centers. Planning and modern urban planning, and a qualitative leap in urban planning. He presented an extensive study on the housing sector in Iraq and the challenges facing Najah. And the role of the sectoral bodies and the ministry in preparing housing policies and follow-up implementation, and what has been achieved in the implementation of housing projects and low cost and the role of successive governments since 2003 and so far in addressing the housing crisis and the program included in the government real treatment needed Living .

Right to housing
The Ministry has worked on the development of the National Housing Policy 2010-2016 and its modernization 2018-2022, preparing the reconstruction strategy for the destroyed houses, developing the housing sector in the affected governorates and eliminating random housing. And the establishment of the new cities project and the development of a roadmap for the national program to increase and maintain and control the housing stock in Iraq, and the Undersecretary of the Ministry: that several challenges have just been Its housing crisis, most notably the continuing housing deficit by two million and 500 thousand residential units and a continuous increase in the residential occupancy rate on the residential unit level and the difference in meeting the need for housing units between different provinces on the one hand and rural and urban population growth on the other.

Slums
He pointed out that the population activity and family fission necessitates the need to respond to the needs of different segments of the society in terms of housing patterns, affordability and financing, as well as the increase of slums on the outskirts of cities and inside. Data indicate that the number of random gatherings in the governorates of Iraq, Which was subjected to military operations and terrorism, amounted to 3687 assemblies and the number of random housing 521947 dwellings by 5.16 percent of the total housing in Iraq When the number of slum dwellers is three million and 329 thousand and 606 people for the year 2017 Baghdad governorate contains the largest number of informal housing, followed by
 Basra.

Lisa
The committee to monitor the implementation of the government program and strategic planning began to hold meetings and meetings to prepare an expanded workshop to find out the causes of the housing crisis in Iraq, indicating that the workshop aims to find radical solutions to the problem of housing through the adoption of a comprehensive strategy for this subject will be able to eliminate the housing crisis finally . A statement of the Committee: That the President of the House of Representatives Mohamed Halabousi met with the Committee to monitor the implementation of the government program and strategic planning to find out the causes of the housing crisis in Iraq and find appropriate solutions to resolve this crisis and address and develop a future strategy to end the issue of informal housing on government lands exceeded, by organizing an expanded workshop to discuss the subject With the concerned government agencies, provincial councils, governors, the General Secretariat of the Council of Ministers, the United Nations Mission, university professors and experts in the field of housing and banking. KOMY
