The PUK announced on Saturday that it reached a final agreement with the Kurdistan Democratic Party on the formation of the regional government, indicating that this week will witness the election of the President of the Territory and the appointment of the Prime Minister of Kurdistan.

Former Deputy Prime Minister Bahaa al-Araji welcomed on Friday the agreement of the Democratic Party and the Kurdistan Alliance on the formation of the Kurdistan Regional Government.

"The agreement between the Kurdish-Democratic parties and the Union is a step in the right direction and will be reflected positively in Baghdad," Araji said in a press release.

"We hope the Arab blocs to take the same steps to be in front of a stable political process that enables the government and parliament to perform their duties as required by the stage in such critical circumstances."

"The meeting witnessed the discussion of the agreement with the Democrat and confirmed his support for the efforts of the negotiating delegation," Omar told a news conference after a meeting of the PUK's leadership council in Sulaymaniyah and his follower Mawazine News. ERBIL - The Patriotic Union of Kurdistan's (PUK) leadership council approved on Saturday the political agreement with the Kurdistan Democratic Party (KDP), a spokesperson confirmed.

The PUK earlier the day held a meeting, led by the party's Deputy Secretary General Kosrat Rasoul, to vote on the agreement with the ruling KDP on the establishment of the next Kurdistan Regional Government (KRG).

Talking at a press conference after the meeting, Latif Sheikh Omer, the PUK spokesperson, pointed out that the majority of his party's members voted for the political deal with the KDP.

The spokesperson, however, explained that they did not have talks on the posts in the future cabinet, but that they stressed that the PUK is seeking a parliamentary system, adding that they would soon sign their political agreement with the KDP.

The Patriotic Union of Kurdistan (PUK) will sign an agreement with the Kurdistan Democratic Party (KDP) on Monday concerning the formation of the new government, PUK's Mohamed Watman said in a press statement.

He added that both Kosrat Rasul Ali, deputy secretary general of the PUK, and Nechirvan Barzani will attend the signing ceremony.

The PUK members will have the entitlement to be granted the leadership of six ministries, Watman said, as well as the deputy speaker post and the vice president of Kurdistan for the military affairs.

The deal between the KDP and the PUK came on Wednesday after a phone conversation between KDP President Masoud Barzani and the acting leader of the PUK Kosrat Rasul, according to Latif Sheikh Omar, the PUK’s spokesperson.

We reached a joint and basic understanding regarding the role and share of the PUK in the Kurdistan Regional Government (KRG),” he told reporters.

ERBIL - The Patriotic Union of Kurdistan (PUK) has called for a unified Kurdish front in the Kirkuk provincial elections, while the Kurdistan Democratic Party (KDP) says that it would not participate in the vote unless the situation is normalized in the province.

"We have no choice but to participate in the provincial elections, especially in Kirkuk, but we think that it is better for the Kurdish parties to take part [in the elections] as a unified Kurdish front to have a stronger presence," Arez Abdullah, a leading member of the PUK, said in a statement, as cited by Kurdistan 24.

However, the KDP has made it clear that normalizing the situation in Kirkuk should come before going for the vote in the city.

"The KDP is ready to take part in the elections at any time, but the situation in Kirkuk is different and we cannot make any steps towards elections unless the situation is normalized," Khasro Goran, a KDP official, said.

"It is too early to decide on a unified Kurdish front in Kirkuk because there is a long time ahead of us and we can make such decisions at the right time."

Candidates of the National Union 

There has been no consensus between the two wings of the Union on the sharing of positions so far, but they agree that the candidates for portfolios and senior positions at the level of the Political Bureau and the leadership council to be a strong party in the next government, according to information obtained by the network Roudao media. 

The functions of the Union are the Speaker of the Parliament, Deputy Prime Minister, Vice President of the Territory, Minister of Planning, Agriculture, Higher Education, Culture, Peshmerga, and the Ministry of the Territory for Relations between Baghdad and Kurdistan Region.

A member of the Union's leadership told Roudao: "Among Riaz Fayeq and Bakrudd Talabani for the post of speaker of Parliament, the former has more chances to take office. Qubad Talabani and Omar Fattah were candidates for deputy prime minister before they were decided in favor of Qubad Talabani. Jaafar, Mahmoud Senkawi, Mustafa Jawarish, Jabbar Yawar, Saadi Ahmed Bira, Asus Ali, Hama Saeed and Derbaz Kusert to fill the ministries that were given to the Union. 

But the member of the political bureau of the Union, Imad Ahmed denied any decision to resolve any position by saying: "The resolution will be after the signing of our agreement with the Democratic Party in the meeting of the Council of leadership," adding: "The meeting will set the criteria for selecting candidates for senior positions and ministries, while other positions will be subject less To other criteria, and the resolution of the names of candidates is neither easy nor difficult at the same time. "

According to the information obtained by Rudao, none of the candidates for the Federation of Ministers is a female candidate, while two women were nominated for the post of Speaker. 

 How will the movement of change decide the selection of candidates? 

After the signing of the February 18 agreement with the Democratic Party, many biographies were sent to the movement's headquarters in Sulaymaniyah, with more than 500 CVs for government posts. 

 A member of the National Movement for Change said: "Since the beginning of the change readiness to participate in the government it was decided that senior posts and ministries should not be filled through biographies, because the movement is determined to involve strong figures in the government, but will rely on CVs sent for the selection of directors-general and agents Ministries ". 

The positions of the Change Movement in the new government are Deputy President of Kurdistan Region, Minister of Finance, Social Affairs, Industry and Reconstruction.

"Candidates of all positions have to sign a pledge to do their work faithfully and adhere to the reform approach," said Qwestan Mohammad, a member of the National Council of the Change Movement and a candidate for the post of minister of labor and social affairs, after the number of those who held positions in the government and parliamentarians of Iraq and Kurdistan shifted away from the movement. 

A source familiar with the Movement for Change, who preferred not to be named, said that "the movement handed over to the Democratic Party the names of some candidates are Mustafa Sayed Qadir and Jalal Jowhar and Quistan Mohammed," noting that "the General Coordinator of the Movement for Change is the one who decides the names of candidates." 

The surprise of the Democratic Party 

since the start of the negotiations to form a new government, is talking about the candidates of the Union and change only, while the Democratic Party did not resolve its candidates except the President of the Territory, Nechirvan Barzani, and Prime Minister, Massur Barzani.

"The difference between us and the other parties is the ease of resolving these issues because of the centrality of the party and the consensus of the leadership on decisions," said Nuri Hama, a member of the Democratic Party leadership. 

"The candidates of some ministries will be identified by the Political Bureau and the Office of the President in consultation, while the other will be left to the meeting of the leadership council," he said, adding that "we have received a number of CVs and the Democratic Party wants to put new people to the forefront who are able to perform their duties and implement the policy A strong Kurdistan within the government. " 

And the functions of the Democratic Party is the President of the Kurdistan Region, the Prime Minister, Deputy Speaker of the Parliament, the Ministries of Interior, Electricity, Justice, Natural Resources, Education, Health, Endowments and Transport and Chairman of the Asayish Council and Head of the Department of Foreign Relations.

A Democratic Party official predicted that the new government would start its work at the end of April or at the beginning of May at the latest, "because all the contract has been dissolved and there is only the amendment of the law of the presidency of the region and the appointment of the prime minister."

The Kurdistan Democratic Party (KDP) said on Monday that it was continuing to agree with the National Union on the formation of the Kurdistan Regional Government (KRG), adding that it had made a significant concession in order to continue forming the government.

The former MP of the party Majid Shankali told the "news", "The Democratic Party has made a major concession to the Union on ministerial posts in order to move forward in the formation of the provincial government."

ERBIL (Kurdistan 24) – Kurdistan Region Security Council (KRSC) Chancellor Masrour Barzani on Monday met with the leader of the Kurdistan Islamic Movement (KIM), Irfan Abdul-Aziz, and discussed the formation of the new regional government.

Barzani underlined “the unity of the nation of Kurdistan and paying regard to the public’s interest,” and stated that the people of Kurdistan “deserve more services and must not be made victims of partisan agenda,” a statement from the KRSC read.

This meeting comes as the region's leading parties, the Kurdistan Democratic Party (KDP)—which has nominated Barzani for Kurdistan Regional Government (KRG) premiership—and the Patriotic Union of Kurdistan (PUK), wrap up talks on reaching a final deal.

The KRSC added that the two sides discussed several specifics of government formation, stressing that they were “expediting” the process. Abdul-Aziz, from his end, gave special regards to Barzani’s efforts to bring together the region’s political parties and wished him success in his future role.

In the Sept. 30 elections for the 111–seat Kurdistan Region Parliament, the KIM allied with the Kurdistan Islamic Union (KIU) in the Toward Reform Coalition and secured five seats, all of which were from the KIU. This marked a significant decline for the KIU, which alone occupied eleven seats in the legislature’s previous term, while the KIM held one seat.

The KIU has formally announced they would sit as opposition in the upcoming parliamentary term. Other parties that have proclaimed a similar stance are the single-seat-holder Kurdistan Communist Party – Iraq and the recently-established New Generation party, winner of eight seats.

Similarly, the Kurdistan Islamic Group (KIG) has yet to decide its official position regarding the matter in anticipation of negotiations on a possible deal with the leading KDP.

Over the past few years, the KIU, KIG, and KIM parties have often tried to unite or form a political coalition, but so far none of the attempts have been successful in bringing them under the umbrella of an Islamic alliance.

On Wednesday, parliament is expected to hold a session to vote on a bill that will reinstitute the office of regional president, after which lawmakers would vote on candidates for the post. The KDP has tipped the outgoing regional Prime Minister Nechirvan Barzani to take the role.

Once a new president is elected, he would call upon the leading coalition to name its candidate for the premiership, who would then be tasked with forming his cabinet.

ERBIL — The signing ceremony of a finalized political agreement between the Kurdistan Democratic Party (KDP) and Patriotic Union of Kurdistan (PUK) has been postponed.

BasNews previously reported that the two major Kurdish parties were scheduled to ink the agreement on Monday after weeks of negotiations.

However, PUK Spokesperson Latif Sheikh Omar said that the ceremony was put off at the request of both sides.

He said organizing the ceremony needs time and that the agreement will be signed “in the upcoming days”.

Omar did not elaborate if there was any newly emerged political dispute behind the decision.

Parliament to Convene This Week for Presidency Law Discussion

ERBIL — Kurdistan Region’s Parliament is set to convene this week on Wednesday and proceed with the discussions on an amendment to the Presidency Law.

The Kurdistan Democratic Party (KDP) and Change Movement (Gorran) together with minority factions advocate the amendment which is designed to reactive Kurdistan’s presidency and allow the parliament to elect the president for the first time.

Previously, Kurdistan Region president was being elected via a public vote.

The parliament has held two sessions so far on the amendment. The Patriotic Union of Kurdistan (PUK) joined the efforts in the second session.
