A Kurdish source said in an interview for "Mawazin News" that "the presidency of parliament put forward the draft law to be discussed in the meeting, but some blocks withdrew minutes after that." 
He added that "as a result of the withdrawal of these blocks, the presidency of parliament decided to lift the meeting to another notice." 
The parliament of the province held a few days ago, its meeting to discuss the law of the presidency of the Kurdistan Democratic Party led by Massoud Barzani and his allies.

The Kurdistan Islamic Union bloc announced on Saturday its objection to the law of the presidency of the province provided by the Kurdistan Democratic Party, pointing out that it is contrary to the Constitution. 
The head of the bloc, Shirko Jawdat, told reporters on the sidelines of the session of the Parliament of the province to discuss the law, "The mass takes part in the parliament session to be held, but it is the adoption of the draft law to amend the presidency of the region is a legal breach." 
"We will not support the revival of this post according to the draft submitted, which is contrary to the permanent Iraqi constitution," adding that "his bloc does not object to the post, but the authority granted in the project to be voted on." 
He pointed out that "the draft law submitted gives the President of the Kurdistan region absolute powers can not be held accountable for it."

The Union of Kurdistan's Patriotic Union of Kurdistan (PUK) said in a statement on Saturday that it had nothing to do with the draft law on the presidency of the Kurdistan region. 
A member of the bloc Jamal Juez said in a statement to inform his party that "the legal committee in the Parliament of Kurdistan will discuss on Sunday the draft law of the presidency of the Kurdistan region," explaining that "the National Union has nothing to do with the project." 
He added that "the bloc of the National Union has not yet participated in any meeting of the Parliament of Kurdistan, and it is not known participation of members of the bloc to discuss the draft law of the presidency of the Kurdistan region tomorrow." 
He stressed that "the mass is determined, not to participate in the meetings of the Parliament of Kurdistan until an agreement with the Democratic Party."

KDP Won't Participate in Kirkuk Elections Unless the Province is Stabilized

ERBIL - The ruling Kurdistan Democratic Party (KDP) has made it clear that it would not participate in the provincial elections in disputed Kurdish province of Kirkuk unless the security and military situation is normalized in the area.

Talking to the Voice of America (VOA), Kamal Karkuki, head of the KDP leadership council in Kirkuk, pointed out that discussions are ongoing in hopes of normalizing the general situation in Kirkuk and that his party would not take part in the elections until the talks are over with positive results.

He revealed that all sides, including the US and the international community, are willing to delay the vote process until stability is guaranteed.

Karkuki further noted that the list of voters should be corrected and the provincial council be reactivated, explaining that many people from other areas could have entered the region during the war against the Islamic State (IS) in the past few years.

A member of the Political Bureau of the Patriotic Union of Kurdistan, Saadi Ahmed Bireh, on Sunday, expressed hope that his party and the Kurdistan Democratic Party to reach an agreement on the formation of the Kurdistan government and to end the state of anxiety. 
"The PUK presented its latest demands to the Kurdistan Democratic Party (KDP) on the formation of the new government in the Kurdistan region and is waiting for the Democratic Party's response," he said. 
He added: "We hope that the National Union and the Democratic Party can reach an agreement on the formation of the new government as soon as possible and to end the state of concern existing by citizens." 
He stressed the necessity of "unity of the Kurdish political parties to the challenges facing the Kurdistan region and work together to improve the living conditions of citizens."

ERBIL, Kurdistan Region — The new Kurdistan Regional Government (KRG) will pass the contentious public salary reform bill within the first month of its work, according to a KDP-Gorran agreement, said a top official.
 

"We will pass the reform bill in the first month of the new government," Ali Hama Salih, the head of the Change Movement (Gorran) bloc in the Kurdistan Region Parliament, told Rudaw TV on Sunday. "Nearly 70,000 people who have taken millions of dollars from this country through corrupt means will have their salaries cut."


The parliament passed a reform bill on February 27, 2018 that introduced reforms to the salaries of public employees and pensioners, including cleaning the list of beneficiaries, preventing duplicate benefits and double-salary holders, and institutionalizing the pension program.

Under the proposals, the KRG would have saved about a quarter of its current salary costs, 100-120 billion Iraqi dinars ($84-100 million). 

The bill, however, never materialized as the parties accused each other of using the bill for political gain.
 

The KDP and Gorran signed a deal on government formation on February 18, 2019. The main point focused on passing the contested reform bill. 


Asked whether they could do it, Salih affirmed: "We have reached an agreement on that. And this is the underlying point of the KDP-Gorran agreement."

If the bill is approved, officials will be given 90 days to implement the reforms.

Not reaching a deal would send the wrong message to the people of the Kurdistan Region, according to Gorran's Salih.

"If this agreement is not worked on and the reform bill not passed, we are telling the people of Kurdistan that the KDP-Gorran agreement was nothing but a big lie," he said.
 

In the meantime, it remains unclear when the new government will be formed as the KDP and the Patriotic Union of Kurdistan (PUK) are yet to ink a deal as the latter disagrees on what posts have been allocated in the new cabinet.  


The KRG has suffered economic woes in the past five years as its budget share was slashed by Baghdad, oil prices plummeted, and it dealt with a costly war and IDP crisis due to the conflict with the Islamic State (ISIS).

The KRG had insisted that revenues haven’t been sufficient to meet its payroll. Therefore in late 2016 it introduced unpopular austerity measures including the salary savings system which saw civil servants’ salaries cut.
 

As Baghdad-Erbil relations normalized after Iraqi PM Adil Abdul-Mahdi took office and the 2019 budget was unanimously described as an improvement by Kurdish MPs in Baghdad, the KRG declared on March 8 an end to the saving system. 


Leaders in the Kurdistan Region repeatedly describe 2019 as economically promising.

- A spokesman for the Kurdistan Islamic Group (RG), Ribawar Hamad, said Monday that the meeting with the UNITA delegation had been regular and continuing for previous meetings to discuss the relations between the two parties. 
"There are circumstances in the Kurdistan region to pass the law of the presidency of the province, and the position of our party on this is clear and in the previous session we had our position that the regime in the Kurdistan region should be a parliamentary system," Repoar Hamad told reporters after the meeting on Monday. 
He added that "there is coordination and understanding between the group and other parties and with the National Union within the framework of this understanding with the formation of a government that provides services to the people and the participation of all parties and be a government of genuine partnership."
On the position of the National Union and the Islamic Group on their relations, Hamad said, We may disagree on some things, but we agree on other things, and there is no objection to a political agreement with the National Union and we confirmed that in the past. 
"I believe that the law of the presidency of the province after the national and needs to consensus and consensus of all political parties." 
"There have been no serious talks between the group and the Kurdistan Democratic Party to participate in the new Kurdistan Regional Government (KRG) cab," he said.

It is noteworthy that the Parliament of Kurdistan completed in its meeting held on 30-3-2019 the first reading of (the draft law to activate the Presidency of the Kurdistan Region and amend the wording of the election of the President of the Territory until the ratification of a constitution), and the parliamentarians of the Patriotic Union of Kurdistan and the Islamic Group and the new generation in the Legal Affairs Committee Have refused to sign the lifting of the bill to the Presidency of the Parliament of Kurdistan. 

After the approval of the Kurdistan Democratic Party to grant the Patriotic Union of Kurdistan six ministries in the new government in the Kurdistan Region, the Union raised the ceiling demands for the negotiations of the distribution of positions, according to information obtained by the network Rowaudo media, the National Union included the claim of 50% of the posts of the Security Council of the Kurdistan Region in addition to Deputy Minister of Natural Resources, the Investment Commission to the list of claim.

In addition, the Democratic Party recognizes the right of the Union to hold the post of Speaker of the Parliament of Kurdistan in addition to the Vice-President of the Government of the Kurdistan Region Kurdistan.
