They have two groups, one group in Baghdad the other in Erbil...The CBI guy is coordinating banking operations, salaries and taxes in the region in preparations to complete the task at hand...from the articles...

Prime Minister Haider Abadi issued a decree on the airports of Arbil and Sulaymaniyah.

The order of Diwani: -

Based on the powers vested in us under Article 78 of the Constitution and in the light of the Council of Ministers Resolution No. 305 of 2017 and our keenness to facilitate the travel of citizens through Erbil and Sulaymaniyah international airports. Following the response of the local authorities in Kurdistan Region, , We decided the following: -

1. The creation of a Directorate for Special Protection on the airports of the Kurdistan region shall be command and control of the Federal Ministry of Interior and determine the Federal Minister of Interior, the body to which the Directorate is attached and the placement of staff and organization and take advantage of the current formations after the reorganization and structure and link to the federal authority as follows:

The protection section of Erbil International Airport and the protection section of Sulaymaniyah International Airport are linked to the Directorate above.

B- The director of the Protection Department shall be an officer of not less than a colonel and his assistant at a rank not less than the applicant. He shall be chosen by the Federal Minister of Interior.

(C) The members of the Directorate shall abide by the uniform specified for the security forces of the Ministry of the Interior under the provisions of Decree No. 7 of 2014.

2. The verification system (Pays) of the airports of the region and its border link to the main system in Baghdad, as is the case in other Iraqi ports.

3. Passports and nationality departments and affiliates in the airports of Erbil and Sulaymaniyah Federal Ministry of Interior according to the law.

4. Technical committees of the General Authority of Customs shall supervise the introduction, production and handling of materials and equipment through the two airports after obtaining the official approvals from the competent authorities for the local and foreign importers and auditing the approvals according to the jurisdiction and according to the letter of the National Security Council No. 126 on 9/5/2005. 2011.

5. The international air traffic to and from the airports of the Territory shall be permitted and in accordance with the approvals of the Federal Civil Aviation Authority after completing the requirements of this Diwaniya order, provided that this period shall not exceed the period of the week from its date.

6. A Higher Committee shall be formed to supervise the management of airports and airports of the Region and to ensure compliance with federal standards, including representatives of all relevant authorities in the Center and the Region, and shall report to the Commander-in-Chief of the Armed Forces or his entitlements.

The Federal Court issued a decision to correct the previous decision concerning areas of conflict between Baghdad and the Kurdistan region.

 
"Before we referred to the unconstitutionality and seriousness of the interpretation of the previous decision of the Federal Court, which did not consider Kirkuk and Khanaqin from the disputed areas, and even considered Sulaymaniyah, Kifri, Erbil and Dahuk of the disputed areas," wrote Amang Rahim, secretary of the Council of Ministers of Kurdistan Region in Facebook.

 
"We have contacted several Kurdish judges in the Federal Court to correct this decision."

 
He pointed out that 'the Federal Court corrected the previous decision and issued a new resolution to correct this matter'.

 
The central government in Baghdad and the Kurdistan region of Iraq have been fighting for years in areas in several provinces with a mix of nationalities and sects, and tension between the two parties has returned because of these areas, with Kurdistan holding a referendum on independence on 25 September 2017.

 
The Committee for the Implementation of Article 140 of the Constitution of the Republic of Iraq defines the disputed areas of Iraq as those that were subjected to demographic change and Arabization policy by the former regime during his reign from 1968 until his overthrow during the US invasion in April 2003.


And the disputed areas are under the control of the Government of Baghdad, others are under the control of the Kurdistan Regional Government, and are distributed in the following provinces:


KIRKUK (north of Baghdad): The conflict zones include all its districts and districts, including the administrative district of Tuzkhurmatu, Salah ad Din province.


Nineveh province (northern Iraq): The government of Baghdad and the Kurdistan region of the provinces of Sinjar, Shikhan, Hamdaniyah and Baasheqa and Qahtaniya.

During his meeting with the officers of the Ministry of Interior working in the airports of the Kurdistan region of Iraq, he confirmed the signing of a decree after the response of the local authorities in the Kurdistan region to restore the federal authority to the two airports mentioned in the Constitution, in order to facilitate the travel of citizens through Erbil and Sulaymaniyah international airports, The Kurdistan Regional Airports will be the command and control of the Federal Ministry of Interior.
