I was trying to make sense out of the advance of 10 million dinars.  If the advance was physical bank notes, then this would put a significant amount of IQD notes back in circulation.  I suspected the advances would be granted on the smart card only to avoid putting IQD notes back in circulation at a time when they are trying to reduce the IQD notes in circulation.  This article seems to infer that the advances are on the smart card and could possibly be a way of promoting the use of the smart card by the Iraqi populace in general.
