ALBUNDY Posted May 29, 2013 Report Share Posted May 29, 2013 Iraq and Kuwait signed 2 memoranda to lift Chapter Seven sanctions 29-05-2013 - 12:00 Iraqi Minister of Foreign Affairs Hoshyar Zebari signed, on Tuesday May 28, two memoranda of understanding with his counterpart Prime Minister and Minister of Kuwaiti Foreign Affairs Sheikh Sabah Al Khalid Al Hamad Al Subah concerning the maintenance of physical delimitation of common borderlines and financing the project of building a residential compound in Oum Qasr. “Iraqi Minister of Foreign Affairs Hoshyar Zebari and his convoy’s visit was fruitful as two memoranda of understanding were signed with his Kuwaiti counterpart Sheikh Sabah Al Khalid Al Hamad Al Subah concerning the maintenance of physical delimitation of common borderlines and financing the project of building a residential compound in Oum Qasr”, said Iraqi Foreign Affairs Ministry is a press release issued, of which Alsumaria got a copy. It added that the discussion that took place in the presence of the legal advisor of the Prime Minister Fadel Mohammed Jawad, the Minister’s advisor Mohammed Al Hajj Hamoud, Iraq’s Permanent Delegate in the United Nations Mohammad Ali Al Hakim and Iraq’s Ambassador in Kuwait Mohammed Bahr al Ulloum”. “The two parties held a press conference in the Kuwaiti Ministry of Foreign Affairs attended by Arab and international news agencies; during which they announced the files discussed”, added the Foreign Affairs Ministry’s release. “Kuwaiti Prince Sheikh Sabah Al Ahmed Al Jaber Al Subah applauded the efforts exhorted by the Iraqi government to end the third phase of the maintenance of physical delimitation of common borderlines as per the Security Council’s resolution; during a visit paid by the Iraqi delegation headed by Foreign Affairs Minister Hoshyar Zebari to Al Seif Castle”, highlighted the press release. It noted that “Kuwaiti prince announced during his meetings that his country was ready to help Iraq lift UN Charter’s Chapter Seven sanctions”. In its concluding statement, the Ministry of Foreign Affairs stressed that “Kuwaiti Prime Minister Jaber Al Mubarak valued the efforts exhorted by the Kuwaiti and Iraqi delegations who work on reinforcing the ties between the countries; while receiving Zebari and his delegation in the Princely Hall in Kuwaiti National Assembly”. “Mubarak discussed with Zebari the upcoming agreement that will be signed between Iraq and Kuwait during his awaited visit to Baghdad”. Kuwait welcomed on Tuesday May 28, the transfer of the file of Kuwaiti people missing or taken as hostages in Iraq to the 6th Chapter instead of the 7th Chapter; reiterating its support to Iraq in implementing any resolution stipulated by Chapter Seven. It also praised Iraq’s cooperation in abiding by this Chapter’s decision throughout the previous period. Iraqi Foreign Affairs Minister Hoshyar Zebari arrived on Monday to Kuwait in an official visit that will last for two days, during which bilateral relationships were discussed as well as the latest political developments on the Arab and regional level. Human Rights Minister Mohammed Shayaa Al Sudani asserted in a press release issued on the margin of his meeting with International Coordinator of Kuwaiti Missing Persons’ Affairs Ghanadi Tarasof; on November 20, 2012; that Iraq is committed to cooperate with Kuwait and international organization to end the missing persons’ file and to lift Chapter Seven’s sanctions; under a third party supervision. Kuwait expressed its approval to any resolution issued by the United Nations that would take this file from its international context and into a bilateral cooperation framework. Iraq has been submitted ever since 1990 to Chapter 7 of the UN Charter which was implemented after ex-President Saddam Hussein invaded Kuwait in August 1990. This chapter allows the use of force against Iraq which is considered to be a threat to international security in addition to the freezing a huge amount of its financial assets in international banks to pay indemnities to people harmed by the invasion. The meeting was adjourned and will reconvene soon.
