Iraqi planning ministry: Budget launch depends on publishing it in newspaper

26/03/2012 11:58ERBIL, 26 March (AKnews) - The Ministry of Federal Planning said today that it will launch its budget once it is published in the Ministry of Justice's official newspaper, Al-Waqae.

Planning ministry spokesperson Abdul Zahra Al-Hindawi said the Iraqi Council of Ministers asked the Ministry of Justice to publish the content of the budget and delete some "ambiguous" articles in it.

Spokesperson for the Ministry of Justice Haidar al-Saadi revealed that the budget has not yet been published.

"Who knows, maybe the budget papers have not yet reached the ministry," Al-Saadi said.

The Iraqi Council of Representatives approved the 2012 budget in February following months of delay due to political disputes. The total budget is 117tr IQD ($100.5bn), with a deficit of 14.7tr IQD ($12.6bn).

Like most of us believe, this is dragging on for so long because it might contain the new rate, and they still have to iron out some kinks, that's what we hope is the hold up.

Is the Gazette one of the papers that they have shut down for the Summit?

Well in my opinion the Gazette is the Ministry of Justice official newspaper, so if parliament is working I believe they can publish it at anytime, even if they have a news blackout, since it comes from inside, BTW this is just my opinion.

Governor of Kirkuk, said Najm al-Din Omar Karim said that the province's share of the financial budget for the current year will arrive this week.

Said Karim told the News} {Euphrates today that "the delay in the disbursement of the budget during the last three months have been remedied," noting that "the committees and the Ministry of Planning and specialists were able to refer the project and develop plans to invest the time."

وأقرت الحكومة العراقية في اجتماعها الطارئ في (5/12/2011) موازنة عام 2012 بمقدارنحو 100 مليار دولار (نحو 117 تريليون دينار عراقي) وبعجز يصل إلى 13.5 مليار دولار (نحو 17 تريليون دينار). And approved the Iraqi government in its emergency meeting in (05/12/2011) budget in 2012 Bmekdarnho $ 100 billion (about 117 trillion Iraqi dinars) and a deficit of up to $ 13.5 billion (about 17 trillion dinars).

فيما أقرها مجلس النواب العراقي في 23 من الشهر الماضي بعد ان اجرى عليها عدد من التغيرات ابرزها رفع المنافع الاجتماعية . As approved by the Iraqi Council of Representatives in 23 of the last month after being held by a number of changes, notably raising the social benefits.

وأعلن الناطق الرسمي باسم الحكومة العراقية علي الدباغ في 28 من الشهر الماضي عن ان مجلس الوزراء سيعمل على تغيير بعض البنود في الموازنة التي جرى تعديلها من قبل مجلس النواب لتكون منسجمة مع السياقات القانونية والدستورية. Announced the government spokesman, Ali al-Dabbagh in 28 of the last month that the Council of Ministers will work to change some of the items in the budget that have been modified by the House of Representatives to be consistent with legal and constitutional contexts.

The legal expert Tareq Harb revealed that the Iraqi Gazette was published on Monday every week before the year 2003, but issued at this time requires two to three weeks.

ويحتج المواطنون على نحو مستمر على نقص الخدمات الأساسية التي لم تستطع الحكومات العراقية المتعاقبة على توفيرها رغم مرور نحو تسع سنوات على إسقاط النظام السابق. The protesting citizens on an ongoing basis on the lack of basic services that have not been able to successive Iraqi governments have provided despite the passage of nearly nine years to overthrow the former regime.

وتضمن موازنة عام 2012 تفعيل منح القروض المالية للمواطنين لأغراض السكن وللمزارعين بدون فوائد مالية وهو أمر قد يجعل منها طريقا لإيجاد حلول آنية لازمة السكن وتنشيط القطاع الزراعي. And ensure the activation of the budget in 2012 granting financial loans to citizens for the purposes of housing and farmers without financial benefits which may make them a way to find real solutions to the housing crisis and revitalize the agricultural sector.

I believe that this is an announcement that the Budget has been published today in the Gazette, but it has yet to show in the legal library. That may take a day or two. This is big. We'll monitor the library ( My link ) and post it when available.

The "Gazette" isn't a newspaper, it is a government publication of laws, and is the final legal step in making them official. After being published in the Gazette, laws and regulations are posted in the legal library, which is pinned in the news section of this forum. They can post to it at any time they wish. (I monitor it every day, as part of my morning daily routine.)
