The Iraqi oil minister Jabbar al-Luaibi visited Turkey recently at the invitation of his Turkish counterpart Birat al-Bayraq to discuss the resumption of oil exports through the Turkish port of Ceyhan.

Oil Ministry spokesman Assem Jihad said in a statement on February 19 that al-Luaibi's visit to Turkey was aimed at reaching an agreement to resume the shipment of Iraqi crude.

The Iraqi Prime Minister Haider Abadi, announced on Tuesday, an agreement with the Kurdistan Regional Government to resume the export of Kirkuk oil, through the Turkish port of Ceyhan.

ERBIL, Kurdistan Region (Kurdistan 24) – Pressure from Iranian-backed Hashd al-Shaabi militia leaders shut down an investigation in Kirkuk province of oil being smuggled from Iraq to Iran, said a police source on Friday.

Security forces on the K1 – Yaychi road outside Kirkuk city arrested a driver and confiscated his Mercedes oil tanker carrying 36,000 liters of unrefined oil, known as 'black' oil, for not having documents required to transporting it, a Lieutenant Colonel from Kirkuk police told Kurdistan 24 on condition of anonymity.

According to the officer, the driver admitted after his arrest that he and others had been smuggling oil illegally from one of the oilfields.

After security forces followed information acquired during the arrest, they found a portion of the main pipeline in southwest Kirkuk province with holes bored into it, and another section of pipe welded to extract oil. Also, a trench had been dug around the pipeline, sometimes used by smugglers to collect escaping oil before being pumped out.

After few hours inspecting the area, some leaders of Shia Hashd al-Shaabi militias, also known as Popular Mobilization Forces (PMF), intervened and caused the investigation to be halted.

“Because it turned out that those who were smuggling the oil illegally were working for some of the Shia militia leaders,” the police source said.

Now, he added, the case has been officially closed by Kirkuk police under the pressure of Hashd al-Shaabi leaders.

Kirkuk is a diverse province with multiple ethnic and religious communities, including Turkmen, Arabs, Christians, and Kurds, who make up a majority of the population.

Kirkuk is one of the disputed territories between the Kurdistan Regional Government (KRG) and the federal government of Iraq. Historically claimed by the Kurds, it was under the protection of Kurdish Peshmerga forces from 2014, following the emergence of the Islamic State (IS, until late 2017.

On Oct. 16, Iraqi forces and Iran-backed Shia Hashd al-Shaabi militias carried out a military attack and took control of Kirkuk and other disputed territories, pushing the Peshmerga from the territories. The offensive resulted in the displacement of over 180,000 people to the Kurdistan Region, mostly from Kirkuk.

The North Gas Company, one of the oil ministry’s formations, announced on Sunday that it will hold an open auction for the sale of 100 thousand tons of sulfur product available to it according to specifications and conditions set by the Sale and Rent of State Funds Law 21 of 2013.
“The auction date will be on 26/3/2018 at 10 am in the sports club hall located in the residential complex of the Northern Gas Company of Kirkuk province,” the company said in a statement.
“Sulfur purity is 99.8%, organic ash 0.08%, 0.12% inorganic ash, light yellow color and quality of molded molds are broken and loaded by the buyer.”
She pointed out that the company to be awarded the tender to pay the amount of the full amount (sales allowance) within (7) days of the date of the deterministic transfer or approval of the Minister, and be committed to load the sulfur procurement after the completion of the procedures of contracting and loading and transport during the period (180) And is also committed to the export of sulfur sifted outside Iraq in accordance with environmental conditions and is not entitled to provide excuses for environmental violations.
The company, which has been awarded the bidding, is committed to the task of breaking down, packing, loading and transporting the material, as well as choosing a border port to secure the export.
However, the North Gas Company is not obliged to compensate for damages or differences that appear as a kind, noting that the assignment is made on the recommendation of the Committee and the approval of the Director General of the North Gas Company and the approval of the Minister of Oil.

BAGHDAD (Reuters) - Iraq’s oil ministry on Monday said the nation would reduce its petroleum products imports by 25 percent as crude oil refineries are being rehabilitated following fighting with Islamic State militants.

 

Iraq is also producing more oil products by processing natural gas liquids, Oil Minister Jabar al-Luaibi said in a statement, without indicating a specific timeframe for the import cuts.

The ministry has announced in the past few months an increase in the capacity of the Kirkuk oil refinery as well as plans to this year to rehabilitate parts of the Baiji plant, which used to be Iraq’s largest petroleum processing facility.

Iraq is OPEC’s second-largest oil producer after Saudi Arabia. Its refining capacity was curtailed when Islamic State militants overran Baiji, north of Baghdad, in 2014.

Iraqi forces recaptured Baiji in 2015 but it sustained heavy damage. The country now relies mainly on the Dora refinery, in Baghdad, and the southern Shuaiba plant.

Iraq had announced on the ninth of last December to sign an agreement with Iran to export oil from the fields of Kirkuk at the rate of 30 to 60 thousand barrels per day using trucks temporarily until the implementation of an oil pipeline linking the two countries in the northern region of Iraq.


The pipeline could replace the existing export route from Kirkuk through Turkey and the Mediterranean.
Oil Minister Jabbar al-Luaibi said that under the agreement, “about 30 thousand barrels per day of crude will be transported by truck to the Iranian refinery Kermanshah at the start of export.”


The agreement included Iraq and Iran to swap up to 60 thousand barrels per day of crude produced from Kirkuk with Iranian oil for delivery through the ports of southern Iraq “the same amount and the same specifications.”


The sale of Kirkuk crude has been suspended since the security forces imposed the federal authority on the province and its oil fields on 16 of last October.


The field of Kirkuk is one of the important oil fields in Iraq. It is estimated that the field reserves amount to about 10 billion barrels of oil of good quality, and the maximum capacity of production field is one million barrels per day, but the average production during the past few years fell significantly until it dropped to about 150 A barrel a day only.


The current production capacity of Iraq is about 4.8 million barrels per day, while actual production to about 4.4 million barrels per day in line with the agreement of the OPEC countries to reduce production in order to support prices.
