PM Barzani: Despite hardships, Kurdistan continues to develop its service sectors

ERBIL, Kurdistan Region — Through economic and political hardships in the past three years, the Kurdistan Region has made major developments in several service sectors over the past decade, said Kurdish Prime Minister Nechirvan Barzani.

 

Speaking at a ceremony to commence the opening of the 5-star Arjaan Hotel in Erbil on Sunday, Barzani said in 10 years the number of governmental hospitals increased from 14 to 65; private hospitals 8 to 55; and schools 3,200 to 6,000.

 

To put an end to residency issues in the region, some 200,000 residential units were constructed, including 50,000 units given to destitute families, Barzani added.

 

Illiteracy levels have also largely decreased across provinces in the Kurdistan Region, as literacy has steadily increased from 53 to 84 percent, the PM cited.

 

In a bid to solve the poor condition of roads in the region in which traffic accidents have become a leading cause of death, Barzani said some “16,400 kilometers of roads have been constructed in these ten years.”

 

The Kurdish Premier is optimistic that the tourism and agriculture industries could be further developed.

 

“The Kurdistan Region is stepping for more reconstruction,” Barzani said.

 

Barzani added that KRG is doing its utmost to help increase investment in the region, as its geography is suitable.

 

“According to the plan which the government has for investment, it aims to increase investment, particularly in the three sectors of agriculture, tourism, and industry,” he said.

Barzani encouraged investors and businessmen to allocate their assets into these three sectors, “and move forward with their projects for them as they have suitable groundwork for operation.”

He went on to add that developments in these three major sectors are part of the government’s reforms “so as to go step-by-step and to provide for the necessities of the Kurdistan Region outside of oil and gas sectors.”

 

ISIS has been pushed back from the Kurdistan Region, and the group is no longer capable of posing security threats, so foreign investors have returned, he noted.

 

PM Barzani explained the Kurdistan Regional Government (KRG) is on the path of riding out a very tough financial crunch which emerged as a result of Baghdad cutting its share of the budget during the leadership of former Prime Minister Nouri al-Maliki.

 

Commenting on the recent Baghdad-Erbil relations, the KRG will start “serious” talks with Baghdad, Barzani pointed out.

 

The hotel cost $40 million to construct.

He explained that the Kurdistan Region goes on to achieve reforms in all sectors , whether agricultural, industrial and others, adding that it "will begin serious discussions with Baghdad on the issue of the referendum."

The Kurdistan Democratic Party (KDP) plans to form a delegation from all Kurdish parties to visit Baghdad again in the next few days to discuss the issue of the referendum on the region's independence. 

No particular date has been specified for the visit.
 
On April 5th, a Kurdish delegation of the Kurdistan Democratic Party and the Patriotic Party of Kurdistan held talks in Baghdad with the central government officials on the referendum.

The talks tackled the constitutional mechanisms to achieve the Kurdistan region's right to self-determination, MP Perwan Khilany for the KDP said in televised remarks. 

In a joint conference with United Nations Secretary-General Antonio Guterres , Kurdistan President Masaud Barzani said the semi-autonomous district would hold an "imminent referendum on its independence". 

The statements were strongly opposed by Iraqi government officials. 

In late March, Kirkuk Provincial Council stirred wide-spread controversy after holding a vote on raising the Kurdish flag above governmental buildings in the oil-rich province.

The move was slammed by the Iraqi parliament that voted against it by a huge majority.

HEWLÊR-Erbil, Iraq’s Kurdistan region,— A senior leader of the ruling Kurdistan Democratic Party (KDP) said they are determined to hold an independence referendum this year and there is no turning back. He said they are waiting for the political parties to send their representatives to a committee tasked with overseeing the process.

“It is a decision made and there is no turning back because not only in the Kurdistan Region, but also in the [UN] Security Council this question is being talked about,” Hosiyar Zebari, a politburo member of the KDP, and Massoud Barzani’s uncle, told Rudaw.

Briefing the UN Security Council on the situation in Iraq on Monday, special envoy Jan Kubis said Kurdish leaders had declared their intention to hold a referendum in 2017 “to show the world the will of the people rather than to immediately declare independence.”

Zebari confirmed that the vote will be held this year and said that the parties should discuss the timeline through the referendum committee.

The KDP has appointed its representatives for the committee and the Patriotic Union of Kurdistan (PUK) will appoint one soon, Zebari said.

The committee, however, has not been finalized yet due to major political differences, especially between the KDP and the Change Movement (Gorran).

Gorran refused to meet with a joint committee established by the KDP and PUK in April to begin referendum preparations.

The referendum committee is to consist of seven political parties, the five major Kurdish parties – KDP, PUK, Gorran and the two Islamic parties, plus two seats reserved for the Turkmen and Christian minorities.

Along with Gorran, the Islamic Union, and the Islamic Group (Komal) — all members of the Kurdish coalition government — have repeatedly said in the past that they are in favor of the referendum, but it must have a mandate from the now-closed parliament.

KDP leader Massoud Barzani has closed parliament after his term as president of Kurdistan expired in August 2015. Barzani refused to step down and remains unofficially in office. Barzani forces prevented parliament Speaker Yusuf Mohammed Sadiq, from Gorran, to enter Kurdistan capital in October 2015 since then the parliament is closed.

The PUK has echoed the call. The KDP has resisted, arguing instead that a mandate from the Kurdish legislature is not necessary.
