Iraq: the financialbudget shelved due to political crisis

Baghdad, January 6 (Rn) - In the time that he assured thepresident of the executive and legislative Nuri al-Maliki and Osama NajafiIraqis close to finding solutions to the political crisis which reached wasdays to the path of semi-dead end, but that may not mean anything to the peoplewaiting and promises to improve the reality living and service with thesurvival of the financial budget of the country locked drawers House ofRepresentatives for more than a month.

The Iraqi government has approved in its emergency meetingon the fifth of last month's budget in 2012 which amount to 100 billion dollars(about 117 trillion Iraqi dinars) and a deficit of up to $ 13.5 billion (about17 trillion dinars).

And deprived Iraq of violence and corruption of investmentsduring the years of conflict that followed the fall of the former regime in thespring of 2003, while traveling slowly rebuilding process.

The Ministry of Planning and Development Cooperation of Iraqto delay the adoption of the budget due to political differences to directlyaffect the provision of services to citizens, which is paid to the call for thespeedy adoption of the budget.

He said ministry spokesman Abdul Zahra al-Hindawi told theKurdish news agency (Rn), "We hope that this year is better than previousyears in the adoption of the budget, but unfortunately the political climateprompted the postponement of adoption of the budget," and expressed thehope that "the beginning of next month's deadline to approve the budget."

He explained that "the Ministry of Planning andproactive step obtained the approval of the Council of Ministers to extend theexchange of investment budget for the service-based projects in order toprevent the interruption of such projects due to delay adoption of thebudget."

Iraq announced for mega-projects to build hundreds ofhousing and promote the production of electricity that the country suffers frominterrupted frequently, but it seems that political and security tensions aswell as corruption is an obstacle to the implementation of those projects.

Iraqi cities and need money desperately to build itsinfrastructure destroyed by years of war, sanctions and violence, andprotesting citizens on an ongoing basis to the lack of basic services thatcould not successive Iraqi governments to provide them after almost nine yearsto overthrow the former regime.

And ensure the activation of the budget in 2012 grantingfinancial loans to citizens for the purposes of housing and farmers withoutfinancial benefits which may make them a way to find solutions to immediatehousing crisis and revitalize the agricultural sector.

It remains the launch of the funds allocated in the budgetneeds to approve the House of Representatives on the financial budget, whichusually late in taking this step due to the differences on the allocations andexchange.

But a coalition of state law, which led Prime Minister Nurial-Maliki stressed that political differences will be overcome in the adoptionof the budget, expected to witness the coming days, the consensus on the budgetitems.

The leader of the coalition's logistical Saad (Rn),"The members of the parliamentary finance committee were interested inmore than two months to study the budget with the government, such as approvalof the Council of Ministers, and that the Committee had conducted a study ofthe budget after the referral by the government."

He explained that "all political parties agreed on theneed not to delay the budget in the process of approval of the House ofRepresentatives, regardless of the current political differences," addingalso that "the members of the Iraqi List, has participated in the discussionsof the Finance Committee for budget items."

He continued that "the absence of any political partyfor any reason to attend meetings of the Council of Representatives will notaffect the adoption of the budget."

And suspended the Iraqi List, the second largest bloc in theIraqi Council of Representatives to attend the meetings of the Council inprotest against the state administration, but its decision was met withreservations from some members of them later for a boycott of the decision.

And the expected adoption of the budget release of 59thousand degrees and careers for the whole ministries and governmentinstitutions, which means to reduce unemployment rates in the country.

Observers believe the political will to some Iraqi politicalparties trying to gain personal benefits fabricating crises in certain timing.

He says political science professor at Baghdad University,Ayad Hussein (Rn), that "some political blocs are trying to heal itselfand the collection Stadtha by gaining personal benefits in the timing of acertain time pressure on other political parties as a matter of the draftbudget."

Hussein said that "there is confusion and lack ofawareness of the political leaders of some files, whether political or securityor service, Vssayash mixing adopted by political blocs in order to gain theinterests and benefits may not estimated to have obtained in the atmosphere ofan alternative."

He continued that "the Iraqi List, for example, hasdecided to suspend its presence in the Council of Ministers and House ofRepresentatives and the latter discusses the most important one is the budgetassociated with the lives of citizens, so the timing is chosen to resolvepolitical differences with its political opponents at the expense of other filesaway from the political."

The political developments in Iraq after the termination ofU.S. withdrawal from Iraq on 18 December in accordance with the securityagreement signed between the Governments of the two countries.

For Iraqis, the withdrawal of U.S. troops to confer a senseof sovereignty, but fueling fears of a slide back to the sectarian violence thathas killed thousands in the years 2005-2006.

And still the government of Prime Minister Nuri al-Maliki'sShi'ite-led strives to achieve an accurate sharing of power between Shiites,Sunnis and Kurds amid growing Western fears of foreign intervention in theIraqi issue.

Unless things change dramatically, and I'm not seeing any indication in this in the way these people co-exist.....the RV is just a nice little theory of how things could work and make life better for all in their country. The reality of it is this......as long as the 3 sectarian groups remain at odds with each other over almost every single issue, we will not see an RV. Unless things change dramatically, and I'm not seeing any indication in this in the way these people co-exist.....the RV is just a nice little theory of how things could work and make life better for all in their country. Folks besides the title IMO this as a good article, not sure where all the long faces are coming from, here I'll try and make everyone feel better.

I started my day off bad too, day # 4 of not smoking and found myself mad at the world and that was obvious with my earlier post, sorry to those I may of offended.
