They had a surplus from 2011, so no bother to them. We do it all time. Get short extensions. We are looking for the money for the budget while they are looking to spend the surplus. There is a law in Iraq that allows for this. If they get to January 2012 and do not have an approved budget, they use the budget for the previous January, January 2011. This applies to previous correlated month only, and not for the whole calendar year's budget. If they get to February with no approved budget, they will use the budget for February 2011, and so on.. .And as far as unapproved budgets go, happens all the time. I believe that the U.S. has NOT even attempted a budget since 2007 or 2008, mostly because they are due Oct. 1st of each year, and the parties don't want to give ammuniton to each other that close to an election.
