I am not a lopster but why would they have to "dispel fears"? Not much fear when you tell someone your 50 IQD bill is now worth 50 USD. Fear factor disappears as soon as you tell them they are wealthy.

To me it is saying the decision to delete the zeroes is followed by a period of education. It isn't giving us a clue when they will actually do it. Surely after announcing it, they will get it done!
