Don't get discouraged. what you described is one of many scenarios. I believe this article means they will be deleting the 000's from the exchange rate. This is what was recommended to them through a university study some time ago, I think 2009 (I don't have time to look it up right now, sorry), if this is what they mean I believe the exchange rate to be $1.17 ...however this is my opinion.

Can someone pleasee explain how "increasing the purchasing power for citizens" could denote a Lop ? At the current rate of exchange it would seem to be more of like doing business as usual and no change at all if it were to Lop. But when they use words such as adding "value" and "Strengthening" and "increasing purchase power" that in seemingly obvious terms speaks of going into positive territory and more of equal footing with neighboring countries and the rest of the world. How would the lop accomplish this ?

In regards to "Purchasing Power", there has to be a means by which enables the average citizen to be able to buy goods and services. At this time the purchase power is relatively low or non existent. The manor you increase this would have to increase the value of their currency. What one has within their means to purchase goods and services is available cash or credit. When they say they are going to "increase the purchasing power" this cannot be done at the current rate of exchange. The lop will not achieve this.Also, parity purchasing power is when two countries have the equal rate of exchange for goods and services as so it makes it easier to buy things in each others countries will less confusion. When someone from Iraq wants to travel to Kuwait for example, their dinar will get them the same as if someone from Kuwait traveling to Iraq.This is referred to as Parity purchase power. I would look for Iraq to come to an equal value of their currency to their neighboring countries.
