An economic expert clarifies the repercussions of Iraq's lawsuit against Turkey on the oil file internally and externally

Baghdad - people

The economic expert, Nabil Al-Marsoumi, explained, on Tuesday, the repercussions of Iraq's prosecution of Turkey regarding the oil file, both internally and externally.

Al-Marsoumi said in the clarification of his follower, "Nass", (10 May 2022): "The Iraqi-Turkish pipeline is a binary large-sized oil pipeline that has been developed so that Iraq can export more than one million barrels of crude oil per day to the Mediterranean region through the port of Ceyhan. Turkish".

He added, "The two countries signed the Iraq-Turkey pipeline agreement in 1973. This agreement stipulates that the Turkish government (must comply with the instructions of the Iraqi side regarding the movement of crude oil coming from Iraq in all storage and disposal centers and the final station)."

He explained, "When the agreement was extended in 2010, the pipeline between Iraq and Turkey is a joint property between the two countries and is subject to international agreements, but since early 2014, Ankara has allowed the Kurdistan Region of Iraq to export oil independently from the Oil Ministry, which prompted Iraq to sue Turkey before International Chamber of Commerce in Paris.

And he continued, "After years of developments behind the scenes, as well as the death of one of the arbitrators, and the completion of naming a replacement judge for him, the court, which is studying 39,000 official books and documents registered in the case record, will hopefully issue its final decision next July, and its decision will be binding on both parties."

And the economic expert indicated that "if the decision is in favor of Iraq, as expected, Turkey will be obligated to market all crude oil and load it in Ceyhan, including crude oil produced in Kurdistan. The preliminary ruling may open the way for Baghdad to claim compensation in additional sessions in the International Chamber of Commerce." ".

While he indicated that "such a decision would harm Turkey, which depends on Kurdish oil for 24% of its imports, but most importantly, Kurdistan will be unable to export all its produced oil, which will harm it and the foreign oil companies operating in it, and perhaps export will be limited to quantities Very few, by transporting them to Turkey by tankers, and this would deprive the global oil market of about 400,000 barrels per day, which will affect international oil prices.”

He added, "In our contact with the Director of North Oil, he confirmed the seizure of three oil wells a few weeks ago, with another new expansion to seize other wells."

Al-Jubouri called in the statement, "the federal government and the Ministry of Oil to send a team to verify and watch the wells to which lines were connected for the purpose of extracting oil and using it by the Kar Oil Company in the region," stressing that "there is a void with the Peshmerga forces, and our proposal that was sent to the Commander in Chief of the Armed Forces is The deployment of federal forces throughout the borders of Kirkuk governorate, and the extension of their control over the entire borders of Kirkuk and the return of the oil wells that it seized since 2014 until today.

He pointed out that "the representatives of the Arabs and Turkmen in Kirkuk refused to establish a coordination center in the city, and we supported that, and we see that coordination takes place in the areas of contact and union between the federal forces and the Peshmerga after the federal forces reach the entire administrative borders, then it is possible and not in the center of Kirkuk...so the solution is possible in The deployment of federal forces within the borders of Kirkuk," he said, noting that "the file of Kirkuk and the province during the formation of the government is rejected by Arab and Turkmen representatives, and leads to making Kirkuk after its security success, stability and coexistence after 2017, which will lead to problems."

He continued, "We met with the representative of the United Nations the day before yesterday, and we demanded a greater role in resolving the file of the disappeared and kidnapped in the region's prisons, after we were able to launch five meals in the past years," noting that "our last visit to Britain came to attract companies and the return of the British Proteom company, and we have an international airport ready. To welcome British companies.

Al-Jubouri explained, "We have a complex and large file, which is the file of the villages demolished by the Peshmerga, 138 villages and districts. What we are doing is delivering basic services. We cannot compensate for residential homes. Compensation for the victims of military operations must be reconsidered according to Law 20. What we have done as a local government is to remove rubble, pave roads and water projects." And health centers and hospitals, and we cannot compensate and build more than 15,000 destroyed residential homes."

He pointed out that "any success in the city has its opponents, and there is a development in security, human rights, construction, federal forces of all kinds, and services arrive without distinction. It is a city of popular coexistence and a city of political conflict.. He said that today, since 2017, we have not had political assassination, kidnapping and concealment, and the indicator is daily the departure of the people of Kirkuk in the late hours of the night, and movement between cities is open freely and everyone exercises their cultural and national activities freely, and we are committed to implementing the law.

And he indicated that "there is a committee to negotiate on the future of Kirkuk, which includes parliamentarians from all components, with two from each component, under the auspices of the United Nations. It has met for three years and it is not possible to impose wills because the solution lies in dialogue and consensus. It is an authorized committee and they reached common points and differed on other points."

Al-Jubouri concluded the statement, that "Kirkuk is a rich oil city, and the difference in the price of fuel between Kirkuk and the cities of the region makes it difficult to control and be a movement in the union areas for smuggling, which are the soft areas and the security forces, so it is important to deploy the federal forces within the borders of Kirkuk," noting that "the abuses that It was witnessed in Kirkuk by the influential parties after 2003 to change its demographics and for electoral purposes as well, and we are working to prevent abuse and implement the law."
