ERBIL, Kurdistan Region - Iraq’s federal court on Sunday decided to temporarily suspend the nomination of the Kurdistan Democratic Party's (KDP) candidate for the Iraqi presidency, Hoshyar Zebari.

The court held a session on Sunday in response to cases filed against Zebari by a number of MPs, and ruled to temporarily suspend his candidacy status until the case is completely resolved.

According to the court’s decision published by Iraqi state media, the ruling against Zebari’s candidacy was made on the grounds that he did not meet the conditions of “good reputation and integrity” required by the constitution.

Zebari on Sunday evening said he “respects” Iraqi Federal Court’s decision to suspend his candidacy for the presidential race “until the lawsuit filed by some of those who cling to the days of pre-reform is resolved,” he wrote in a Facebook post. 

The suspended candidate added that he trusts the judiciary to confirm that he has fulfilled the conditions for the presidential candidacy and that “what is rumored is nothing more than a groaning for more clinging to power.” 

The legislature is scheduled to meet on February 7 to elect a new president for the country. The KDP had fielded Zebari, who has previously held several positions in Baghdad, while the Patriotic Union of Kurdistan (PUK) has nominated the incumbent Iraqi President Barham Salih for the position.

The KDP was expected to hold an advantage over the PUK for the presidency race given their alliance with the Sadrist Movement, the largest parliamentary bloc, led by Muqtada al-Sadr. In a turn of events on Friday, Sadr called on members of his bloc not to vote for the KDP candidate for the Iraqi presidency if he does not meet the necessary requirements to fulfill the position. Sadr has promised to enact political reforms and to form a government free from corruption.  

Zebari served as the Iraqi finance minister from 2014 to 2016 before he was removed from his position following a secret parliamentary vote of no-confidence over alleged corruption and misuse of public funds. Despite Zebari denying the allegation brought against him at the time, 158 MPs out of 249 present in the meeting voted against him. He was later cleared of the charges.

This is just absurd. A Parliamentary type of governance is damn frustrating come election time. At least in the USA elected officials sit their damn butts down and commence to backstabbing.

Meanwhile as see in the above article what a mess forming a new government is. We’ve seen how long & drawn out things can get; all the while time marches on with nothing gets done. 
Of course when the government does get seated; these guys just sand bagging & foot drag.

- The third dimension: developing the internal organization of the movement, spreading the culture of elections in accordance with the applicable law, raising the level of performance of the movement’s electoral machine despite its experience and depth of experience, and providing it with efficient cadres and granting it broader powers to choose candidates in addition to entrusting its management with a leader from the first line known for his successes and his remarkable management in the previous elections . As well as mobilizing the public by the leader of the current personally and calling on him to obey the necessity of participation.

 

All of this ended with the current winning a Sadrist majority of 73 seats, in conjunction with a clear decline in their strong competitor, the Al-Fateh Alliance, which won only 17 seats..

Al-Sadr's other move, excluding the negotiating team, freezing the work of the political body, and then changing its leadership with a new cadre from Najaf, who are considered the closest to Sadr in the first episode, raised the astonishment and astonishment of most observers, because the previous body and its electoral machine had performed well, and they were the ones who were behind Al-Sadr's successes. Here the scene approached to resemble what happened in 2010 after the results of the elections at that time and the intensification of the confrontation between the Iraqi List led by Iyad Allawi and the rule of law led by Nuri al-Maliki.".

First: openness, after signing this document, to some political forces that are ready to adopt this document with its basic structures and enriching its contents, provided that everyone accepts resorting to the constitution and what is embodied by the popular will in the legislative elections. 

 

Secondly : Agreeing to form the government and a national unity for salvation and change whose base is a national majority that secures and adopts what is necessary to save the country from the scourge of sectarianism and racism by working jointly to enable the democratic transformation to take place towards building the state and restoring its prestige and the adoption of equal and free citizenship as a basis for governance and decision. The signatories to this document and those who interact with it are responsible for forming the government, ensuring its continuity, providing support to it, and holding it accountable within the framework of the constitution without direct interference in its affairs, and they are responsible for its success, stumble and failure. 

 

Third: Respecting the principle of the presence of a political opposition in Parliament that monitors government agencies and institutions in a manner that enhances its oversight role in accordance with constitutional contexts. 

 

Fourth: Working to present a draft amendment to the constitution in Parliament in accordance with the constitutional mechanisms and their requirements within a period of up to one year. 

 

Fifthly: Supervising the implementation of the withdrawal of US forces in accordance with the timetable established between the two sides, and with or without it, international norms and Iraqi law must be resorted to. 

 

Sixth: Iraq's commitment to the policy of anti-Zionism and the criminalization of normalization with Israel. 

 

Seventh: Working on implementing the constitutional texts and laws that preserve moral values and prohibiting what spreads deviation and practices contrary to public and private morals. 

 

Eighth: Respecting the prestige of the state and its institutions, in particular the judiciary, preventing the interference of political parties and blocs in everything related to the authority and its organs, confronting any external interference and criminalizing it, and protecting the borders and ports of Iraq from the domination of the outside and the parties and their extensions. 

 

Ninth: Preserving the independence of Iraqi government decisions in its internal and external affairs from any external interference. 

 

Tenth: Empowering the armed forces to prepare, train and arm, enhance their defensive capabilities to protect the country’s sovereignty and independence, support the official security forces and the required resources and supplies, restore the prestige and readiness of their formations in accordance with the constitutional contexts and develop them. Regulating and organizing the crowd, purging it of undisciplined elements, and limiting weapons to the hands of the state.

 

 Eleventh: Iraq is an independent, sovereign state, and in order to confirm this, the following is being implemented: a) regulating foreign relations and establishing the principle of reciprocity with other countries. b) Strengthening the role of Iraqi embassies and enabling them to represent Iraq with the status and role it deserves. C) Work to restore the status of the Iraqi passport document to what it used to be in prestige and respect among other similar passports.
