Baghdad: Muhannad Abdul-Wahhab and Shaima Rashid

Despite the shuttle tours between the various political actors, the gathering of the Shiite house seems to have reached a dead end amid the insistence of the two sides of the equation, the "Sadr bloc" and the "coordinating framework" on their declared positions weeks ago regarding participation in the formation of the next government, while it is floating to the The surface problems of differences between the Kurdish parties on the merits of the presidency.
And Representative Mahmoud al-Salami said in an interview with "Al-Sabah" that "the leaders of the coordination framework agree on its decisions, either they unanimously enter the political process or leave it, and there are doors for dialogue, but we are waiting for the outcomes or what the talks and understandings between the coordination framework and the Sadrist movement will lead to."
He explained that "the coordination framework does not have any objections if the current has options to go to a political majority government and we will go to the options that we agreed upon in the coordination framework, and if the Sadrist movement is serious about finding a strong opposition, then it must find the basics of the opposition and part of it will take over the portfolios of the heads of parliamentary committees so that it can to act in its proper oversight role.
Political analyst Adnan Al-Sarraj indicated in an interview with "Al-Sabah" that "the coordination framework is agreed upon on one principle, either actively participating in the government and specifying the prime minister or boycotting."
For his part, political analyst Beshara Al-Khoury said in an interview with "Al-Sabah" that "the alliances are still moving in different directions, and the main forces in the political process (Shiite, Kurdish and Sunni) suffer from many problems in their ranks. The Shiite house is divided into two parts between the Sadrist movement and the coordination framework." And it is likely that "the next few days will witness a position of reference regarding what is happening."
Meanwhile, political analyst Mahmoud Ezzo explained in an interview with "Al-Sabah" that "things began to turn towards a dead end with both the Sadrist movement and the coordination framework adhering to their conditions, and this was demonstrated by Muqtada al-Sadr's visit to Baghdad two days ago."
He added that "the absence of positive results from the last visit of Mr. Sadr makes things go to the options presented by the leader of the Sadrist movement, which is to go towards the tripartite agreement between him and the Sunnis and the Kurdistan Democratic Party, which is one of the difficult options, or agreement and negotiation with part of the forces of the coordination framework, which is an option." Maybe".
He continued, "The coordinating framework announced that one of its options is the opposition, but at the same time it owns some areas of administration within state institutions, including the Popular Mobilization and some independent bodies, in addition to owning a large number of special vocabulary, all of which qualifies it to exert new pressure on the next government, especially if it resorts to to harm these institutions owned by the coordinating framework.”
For his part, a member of the State of Law coalition, Omran Karkoshi, said: "The State of Law coalition has been out of power since 2014, and its stay in the opposition increases it closer to the Iraqi street, and the focus on removing the rule of law from the government raises many question marks."
In addition, on the Kurdish side, the statements and positions issued by the Democratic and National Union parties indicate the insistence of each of them to go to the battle of “breaking the bones” to the extremes regarding the entitlement to the position of the Presidency of the Republic.

Earth News/ The Patriotic Union of Kurdistan revealed today, Saturday, the reasons for the Democratic Party's insistence on choosing Hoshyar Zebari for the presidency.
A member of the National Union, Ghiath al-Sorji, said in an interview with Earth News, "The insistence of the Democratic Party to choose Hoshyar Zebari for the presidency of the Iraqi republic is due to three reasons."
Al-Sorji added, "The first reason lies in the fact that the Democratic Party wants to take revenge on Baghdad, after its dismissal of Zebari previously by members of the House of Representatives, most of whom were from the Sadrist movement and the Sunni alliance."
He pointed out that "the second reason is due to his efforts to take revenge on the National Union after the victory of Barham Salih at the expense of their candidate, Fouad Hussein, in 2018."
He concluded his speech by saying that "the third reason is personal, given that Hoshyar Zebari is the uncle of the head of the Kurdistan Democratic Party, Massoud Barzani."
The House of Representatives opened the door for nomination on Monday for the position of President of the Republic, with one of the candidates being elected within a maximum period of February 8.

Visually analysed image29th January, 2022
The leader in the coordination framework, Ali Al-Fatlawi, hinted, on Saturday, to the possibility of boycotting the entire political process in the event that the Sadrist movement refused to participate with all the “coordinating” parties with it in forming the government, while indicating that there is an intention to hold new rounds of dialogue between the leader of the movement. Sadrist Muqtada al-Sadr and the coordinating framework during the coming hours.

Al-Fatlawi said, “The framework forces until this moment refuse to go with parts of it with the Sadrist movement to form the government, but we are insisting on going with all our parties, or taking the role of the opposition,” adding: “We may also go to boycott the entire political process, if the Sadrist movement refuses.” The participation of all parties in the framework with him in forming the government.

Al-Fatlawi added in an interview with Al-Araby Al-Jadeed newspaper, which was followed by Mawazine News, that “the forces of the coordination framework were waiting for Al-Sadr to make contacts with them after his visit to Baghdad, in order to complete the negotiation, but he did not call, and the leaders of the framework did not contact him, and this matter prevented the completion of any negotiation and new communication between the two parties.” He continued, “The lack of meetings and communication between al-Sadr and the forces of the coordination framework during his visit to the capital, Baghdad, does not mean the end of the negotiations, but rather there is enough time for the dialogue to take place, and there is an intention to hold new rounds of dialogue in the coming hours. levels, not just the political process.

It is worth noting that the leader of the Sadrist movement, Muqtada al-Sadr, arrived last Wednesday evening to the capital, Baghdad, but left it Thursday night without meeting any party.

A member of the State of Law coalition, Wael Al-Rikabi, said yesterday, Friday, that the political dialogues will continue until the seventh of next February, considering that Al-Sadr’s failure to meet with the leaders of the coordination framework during his recent visit to Baghdad, “does not mean the interruption of means of communication and agreement between the two parties.”

Al-Kaabi: The Framework And The Union Can Thwart The Project Of Passing Zebari As President Of The Republic

%D8%B1%D8%A6%D8%A7%D8%B3%D8%A9-%D8%A7%D9

The Information/Baghdad...
The political analyst, Saad Muhammad Al-Kaabi, said that the coordination framework and the Patriotic Union of Kurdistan can thwart the project to pass Hoshyar Zebari as President of the Republic, pointing out that passing the president needs more than 200 deputies, which is not available to the Sadrist bloc, the Sunnis and the Democratic Party.
Al-Kaabi told Al-Maalouma, "The coordination framework and the National Union can achieve more than 100 seats in Parliament, in addition to the fact that there are many independent representatives and other Kurdish parties reject Zebari's candidacy for the post of President of the Republic."
He added that "the president of the republic needs a vote of two-thirds of parliament members, and therefore the Sadrist movement, the Democratic Party and the Sunnis, cannot achieve this percentage to pass Zebari."
He pointed out that "some deputies have begun to stir corruption cases against Zebari, which is a moral imperative for the rest of the political parties not to choose the personality of a previous article who assumed a senior position as President of the Republic." finished 25

Baghdad / Iraq News Network - The leader of the Al-Fateh Alliance, Ali Al-Fatlawi, revealed, on Saturday, that the coordination framework of the leader of the Sadrist movement, Muqtada Al-Sadr, had informed of their categorical refusal to go with him in a Shiite Shiite alliance outside the head of the State of Law coalition, Nuri al-Maliki. Al-Fatlawi said, in a press interview, that “talking about a party going to the opposition, this is marginalization and not opposition, because the evaluation opposition is the one that reaches (50 + 1), that is, half of the parliament’s number, and here it is possible to focus on not passing laws that do not serve the community. His deputies are 30 people or more, and it does not reach half of Parliament. This does not mean constructive opposition, but rather marginalization of certain parties.” Al-Fatlawi indicated that “there is a meeting of the framework in which the decision may be announced by the crossbar as a whole or waiting for another decision.” This was announced earlier by the leader of the Sadrist movement, Muqtada al-Sadr. He informed Al-Amiri of the request to enter Al-Fateh and those with them within the Shiite bloc, provided that the head of the State of Law coalition, Nuri Al-Maliki, was not present.

Shafak News Agency learned that an expanded meeting will be held before the presidential election session, bringing together the Triple Alliance (the Sadrist bloc, the Kurdistan Democratic Party, the Sovereignty Alliance) on one hand, and the leaders of the coordination framework on the other, in the capital, Baghdad.

An informed political source told Shafak News Agency, "The upcoming meeting will be held within days and will include Al-Sadr, the leaders of the Kurdish and Sunni forces, with the leaders of the coordination framework."

This movement comes as an initiative launched by the Kurdish leader Massoud Barzani, which led to the meeting of the Triple Alliance, in Al-Hanana (Sadr's residence in Najaf), which included Nechirvan Barzani, President of the Kurdistan Region (the Democratic Party), and Khamis Al-Khanjar and Muhammad Al-Halbousi from (the Sovereignty), with Al-Sadr.

Shafak News Agency learned that the meeting was an attempt by the partners to resolve the dispute between Sadr and the coordination framework, that is, reunite the (Shiite House), where the mediating partners (Barzani, Al-Halbousi and Al-Khanjar) made a number of proposals to resolve the dispute between the Shiite parties, but the leader of the Sadrist movement remained insistent - Until the time of the meeting - on his demands to exclude the leader of the State of Law coalition, Nuri al-Maliki, and hello to all other Shiite forces.

Only seven days remain until the date of the election of the President of the Republic of Iraq, as the Iraqi parliament is scheduled to hold a session, the second of its legislative life, next Monday, in which the president is chosen.

Most of the odds indicate that Hoshyar Zebari, the candidate of the Kurdistan Democratic Party, will be president of the republic, and that the latter will assign the Sadrist bloc's candidate to form the Iraqi government.

In terms of numbers, the tripartite alliance (Al-Sadr, the Democratic Party and the Sovereignty) constitutes about two-thirds of the parliament’s members, as the Sadrist bloc has 73 seats, the Democratic Party has 31, and the Sovereignty Alliance has 67 seats, bringing a total of 171 seats out of a total of 329 deputies.

Will Al-Maliki be excluded? .. The coordination framework reveals the details of Al-Sadr's meeting in Najaf

547 Policy 2022/01/31 17:31 if Baghdad today -

Baghdad Today, Monday, the leader in the coordination framework, Karim Aliwi, revealed the latest details of the dialogue that took place between Muhammad al-Halbousi and Nechirvan Barzani and those with them on one side, and the leader of the Sadrist movement, Muqtada al-Sadr on the other. Aliwi told (Baghdad Today) that "the Sadrist bloc knows very well that its step in the exclusion of the State of Law coalition and its leader Nuri al-Maliki was not successful and was not successful, and therefore this matter brought us back to the zero point, so the delegation visited today for the purpose of resolving some matters and returning al-Sadr to the coordinating framework." And reaching understandings regarding the formation of a consensus government that will move the country in the right direction." He noted that "this visit did not come against the background of an agreement on it by the coordination framework, but there were mediations and from some neighboring countries in this matter, in addition to the feeling of the Kurdish and Sunni component that if these goals are not achieved, there will be no national consensus government." He stressed that "there will not be any political and security stability in Iraq if a Shiite-Shiite consensus is not achieved, even if the government was formed with the rest of the components and political blocs, especially after the coordinating framework took its solid and far from courteous decision about entering Parliament in a unified manner, so it became compulsory. The Sunni and Kurdish forces should go to Al-Sadr in order to achieve consensus within the Shiite house," adding that "today everything may end and we will go to the agreement of all."

Al-Halbousi: The time of foreign interference in the formation of Iraqi governments is over (Getty)

On Monday, the meeting that brought together the Speaker of the Iraqi Parliament, Muhammad al-Halbousi , and the President of the Kurdistan Region, Nechirvan Barzani , with the leader of the Sadrist movement , Muqtada al-Sadr , ended in Najaf Governorate (180 km south of Baghdad).

During the meeting, today, Monday, Al-Sadr reiterated his adherence to forming a majority government, welcoming at the same time dialogue with the opposition.
On Monday morning, the Speaker of the Iraqi Parliament and the President of the Kurdistan Region arrived in Najaf to meet the leader of the Sadrist movement.

Al-Halbousi tweeted on Twitter: "The time of foreign interference in the formation of Iraqi governments is over, and today the mountains and deserts of Iraq are moving to Najaf Al-Ashraf for the discussions of a purely national Iraqi government, neither eastern nor western."

And earlier, the official Iraqi News Agency, (INA), reported that Al-Halbousi and Barzani arrived in Najaf on Monday morning through its international airport, explaining that they would go to the Al-Hanana area to meet Muqtada Al-Sadr.

Political sources in Baghdad confirmed to Al-Araby Al-Jadeed that the delegation that arrived in Najaf includes other political figures who will meet with Al-Sadr to discuss the political crisis, and there will be a unified and final position in this regard.

For his part, the head of the Kurdistan Democratic Party, Massoud Barzani, issued a statement on Monday morning, and said that it is a "message addressed to the Iraqis," stating that "in order to solve problems and provide an appropriate and good environment for the political process in Iraq, a political initiative was proposed, and in the context of this initiative, I suggest That Messrs. Nechirvan Barzani and Muhammad al-Halbousi visit Muqtada al-Sadr and consult on how to continue the political process and remove obstacles and problems.

He added, "I hope that this initiative will have positive results and be in the interest of Iraq and all its components."

A member of the Iraqi parliament for the "Coalition of State of Law" affiliated with the "Coordination Framework", Mahmoud al-Salami, indicated that there are mediators working to "melt the ice block with the Sadrist movement."

He explained in an interview with the official "Al-Sabah" newspaper, that "the coordinating framework is awaiting the new round of talks with the Sadrist movement. There is plenty of time until February 7th," referring to the date of the presidential election session.

He continued, "The prime minister is a Shiite affair, just as the position of the Speaker of Parliament is a Sunni affair, and they agreed on naming the position, and al-Halbousi could have gone alone, but there was consensus within the component on it," noting that "the exclusion of a party from the components of the political process will harm it, The government will not survive without an important party."

He pointed out that "the coordination framework is a difficult number and cannot be excluded. It has 88 seats, and it has many options, including disrupting the election of the presidency, and it is possible to exit the political process or enter the opposition, and these options are very available."

It is noteworthy that the leader of the "Sadr movement" Muqtada al-Sadr is still opposed to the participation of the head of the "Coalition of State of Law" Nuri al-Maliki in the new government, which has caused stalled talks with the forces of the "coordinating framework" that is still adherents to al-Maliki.

The political scene in the country awaits the results that will appear in the coming hours, following the four-way meeting that took place yesterday, Monday, at the home of the leader of the Sadrist movement, Muqtada al-Sadr, in the Hanana district of Najaf, and included Parliament Speaker Muhammad al-Halbousi, Kurdistan Regional President Nechirvan Barzani, and the head of the Sovereignty Alliance Khamis al-Khanjar. Although the meeting was not followed by any official statement, Sadr's tweet, which he wrote in red handwriting: "The government of the national majority" was clear enough.
Minutes after the Al-Hanana Quartet meeting, Al-Sadr said in a tweet on Twitter: "Stop terrorism and violence against the people and partners. We are still with the formation of a national majority government," adding, "We welcome dialogue with the national opposition."
While Al-Halbousi had previously published a tweet prior to the aforementioned meeting, in which he said: "The time for foreign interference in the formation of Iraqi governments is over." He added, "Today, the mountains and deserts of Iraq are moving to Najaf for discussions of a purely national Iraqi government, neither eastern nor western."
Al-Hanana's visit comes at the initiative of the leader of the Kurdistan Democratic Party, Massoud Barzani, "in order to solve problems and provide an appropriate and good environment for the political process in Iraq," as he put it.
Politicians’ opinions varied regarding the possibility of the success of the Hananah visit in healing the rift between the coordination framework and the Sadrist movement. Member of the National Coalition, former MP Sheikh Hassan Khudhair al-Hamdani, expressed pessimism about forming a majority government sought by some current political blocs, “for the lack of a mature culture of the opposition.”
Al-Hamdani added in an interview with "Al-Sabah" that "there is no culture to move away from sectarianism, and such matters cannot build the country," and regarding the interpretation of the "largest bloc," he warned that "the Federal Court must go towards a clear legal interpretation of this term and article. 76 of the constitution, and the judiciary must have its final say on this matter.”
For his part, the professor of media at Al al-Bayt University, Dr. Ghaleb al-Dami, said that the choice of the leader of the Sadrist movement, Muqtada al-Sadr, to write his tweets in certain colors, has "semiotic" effects.
Al-Daami told Al-Sabah: "When Mr. Al-Sadr writes his tweets in red, they are signs of political blocs indicating his insistence on the national government project."
On the other hand, Jawad Al-Ghazali, a representative of the State of Law coalition that is part of the coordination framework, told Al-Sabah: “The period of consensus is very critical for the political blocs, and therefore the path of consensus is still unclear.” The political blocs are to search for interests and are of great importance in the political process."
For his part, political analyst Adnan Al-Sarraj said in an interview with "Al-Sabah" that "this visit is important and it resolves the political situation," noting that "Erbil believes that going into an alliance with a Shiite party at the expense of other parties will deepen the political impasse, and will lead to the failure of government formation. and the outcomes of its formation or the formation of the pillars of power.”
