Mubasher: The Parliamentary Finance Committee in the Iraqi parliament announced that it raised the price of a barrel of oil in the 2021 budget to $ 45.

The committee's reporter, Ahmed Al-Saffar, told the Iraqi News Agency (INA), today, Friday, that "the committee reduced total expenditures from 164 trillion dinars to less than 130 trillion, in the draft federal budget bill for the fiscal year 2021."

Al-Saffar pointed out that the committee continues its sessions daily and for about two weeks, when the first review of all the articles included in the budget project has been completed, and the final reading has begun.

Al-Saffar added, "The committee has reached Article 12 and there are clear changes in the overall, and there are also proposals, as well as maximizing public revenues according to raising the price of a barrel of oil from $ 42 to $ 45, and thus the deficit was reduced to more than 57 percent, meaning it became less than 30 A trillion. "

He pointed out, "There are other articles that have remained stuck, and usually remain for the last days in relation to the reduction and the transfer between the doors and the inclusion of the budget in functional grades, if any, and the region's share."

"

The amendments in the draft budget law for the current year have reached the final stages, amid odds that it will be passed during the current week, after the inclusion of important paragraphs in the forefront of which are farmers' dues.
The Finance Committee recently added a text in the draft budget that includes the establishment of a special petro-dollar fund for oil and gas producing provinces, with the aim of implementing projects and providing services, according to a statement issued by the Information Department of Parliament.
Committee member Jamal Cougar said to "Al-Sabah": "Parliamentary finances will soon be completed despite the obstacles it faces, the most important of which is the region’s share, which has not yet been resolved, and negotiations are still ongoing, as well as new developments that appear from time to time." 
He pointed out that «the benefits of farmers, including those in Kurdistan, have been included in the draft budget, and the clause of deductions for employees’ salaries has not been resolved yet.
The Speaker of Parliament, Muhammad al-Halbousi, had directed the Finance Committee to add an item in the budget law, considering farmers' dues as governing expenditures.
For his part, a member of the Parliamentary Education Committee, Tohme Al-Lahibi, stated that "the committee follows up the budget paragraphs with regard to the Ministry of Education, the most important of which is ensuring the rights of free lecturers because it is an important issue that greatly concerns the Iraqi street." 
He told Al-Sabah: “The general budget mentioned in its paragraphs not to include all lecturers in Resolution 59, and this is what the committee objected to. We asked the Ministry of Finance to include Resolution 315 to include all free lecturers and other contracts, and we are still insisting on that.”
Stressing that «the budget paragraphs talking about ministerial contracts while most of the provinces do not have any ministerial contracts with the lecturers, and these are among the disputed paragraphs in the budget law, so the committee is keen on the rights of all lecturers throughout the provinces».
