The salary calculation schedules for contractors shall be approved as a minimum starting from the Ph.D. and ending with the literacy certificate.
Below is the text of the resolution:
The Federal Audit Bureau shall limit the number of employees to contracts and daily wages within the current expenses, investment projects or operating expenses of the said entities, with the classification of employees according to their academic achievement, the amount of monthly salary, appointment orders and classification of employees on the basis of years of service, as well as coordination between the Bureau and the above authorities to provide the Department Retirement and social security of workers by electronic or paper data, no later than November 30, 2019, in order to complete the full census of the number of workers.
The Council obliged the said authorities to settle the salaries of the employees with a contract immediately or the contractor or the employee to open a bank account. The salary shall be deposited exclusively and the violating authorities shall be responsible for not resettling them within a maximum period of two months from the date of issuance of this decision. The aforesaid paragraphs and employees shall be accorded to permanent owners with five-year leave who are transferred to work in the private sector upon their final transfer from that sector and severing their links with the public service. Privileges listed in the following:

First: the disbursement of their retirement rights with the exception of the provisions of Article {21 / I} of Retirement Law No. 9 of 2014.
Second: grant them a piece of land with an area of 300 square meters in city centers and 350 square meters in the districts and districts, provided that he is not a former beneficiary and 200 square meters to the former beneficiary for one time only.
Third: Granting them a loan of 200 nominal salaries with an interest rate not exceeding 4% of the banks residing therein.
Fourth: Give them a reward equivalent to the salary and allotments in full for the last two years, provided the provision of financial allocations.
Fifth: Grant them a loan from the real estate bank for the purpose of construction or to buy a house.
Sixth: Increase pensions by 10% of their nominal salary (retirement age 63 years), provided that the beneficiary pays the differences in pensions.

In addition, the Council canceled its previous decision No. (12 of 2019), and paragraphs (1 and 2) of the Council of Ministers Resolution No. 105 of 2019 and instructed the Ministries of Finance, Labor and Social Affairs to prepare controls and instructions to implement this decision and review it every six months.
