Mawazine News The
Prime Minister, Adel Abdul Mahdi, on Tuesday, failed to pass his remaining ministerial cabinet within the House of Representatives, following the withdrawal of the deputies of blocks Suron and victory and wisdom and the Patriotic Union of Kurdistan and others from the meeting.
Abdul Mahdi left the parliament building with his candidates to fill the remaining eight ministries after the parliament failed to hold the session and give confidence to the cabinet.
On Monday, Prime Minister Adel Abdul Mahdi handed over the curricula vitae of the eight remaining cabinet ministers to the presidency of the lower house of parliament.
On the other hand, the deputies of the blocs of Suron and victory and wisdom and the Patriotic Union of Kurdistan, the badge of victory, after the failure to hold the meeting, stressing that their decision is Iraqi.
The House of Representatives postponed the vote on the candidates until next Thursday.
It is worth mentioning that the political differences are large on the assumption of some of the candidates vacant ministries, where the Alliance rejects the reform and reconstruction, headed by the coalition of the fall, the fall of Faleh al-Fayadh, the portfolio of the interior, while rejecting the Axis alliance to take Faisal Jarba to the defense portfolio, while the Patriotic Union of Kurdistan, Judge Dara Noureddine Candidate for the Ministry of Justice.
The Reform and Reconstruction Coalition, the candidate for the post of Ministry of Education, rejected Saba al-Ta'i. Qusay al-Suhail, the candidate for higher education and scientific research, and Abdel-Amir al-Hamdani, the candidate of the Ministry of Culture, were rejected by the Suron Alliance. The candidate of the Ministry of Displacement and Migration was rejected by the deputies.
The chaos broke out in the parliament amid fierce verbal exchanges between members of two rival currents led by the Reform and Reconstruction Coalition (Sadr), the leader of the Sadrist movement Moqtada al-Sadr, and the other (the construction coalition) led by Hadi al-Amiri.
For his part, the Prime Minister, Adel Abdul Mahdi, at his weekly conference, held on Tuesday, that he will not submit lists of ministers to supplement the government cab, while looking forward to a parliamentary agreement to vote on the ministers provided.
In his first response to his accusations of foiling the confidence-building session, Sadr's alliance, Moqtada al-Sadr, suspended Tuesday the events that accompanied the confidence-building session. He said that the failure to hold the meeting was a national standoff and a halt to dictates and bullying. External.
It is noteworthy that the political blocs held a meeting with Abdel-Mahdi, Tuesday, in the office of the First Deputy Speaker of the House of Representatives Hassan al-Kaabi.
A parliamentary source reported on Tuesday that the meeting of Prime Minister Adel Abdul Mahdi with the political blocs held to agree to pass the remaining candidates of the cab.
On the 25 of last October, the House of Representatives gave confidence to 14 ministers in the government of Abdul Mahdi out of 22 are the total number of ministers.

Paralysis affects efforts to form the Iraqi government .. And Shiite competition continues

09:36 - 04/12/2018

Mawazine News: A
growing rivalry between two of the most influential Shi'ite factions has been a paralyzing effort to form a government in Iraq six months after elections aimed at steering the country away from the years of war.
The two largest winning blocs in Iraq's parliamentary elections in May formed an implicit alliance in October when they elected a head of state and agreed on 14 out of 22 cabinet ministers.
One of the blocs is led by Shi'ite cleric Moqtada al-Sadr and the other by Hadi al-Amiri, who leads a faction backed by Iran.
However, the situation has been frozen since then, mainly because of the row over who is the vacant interior minister, dominated for years by al-Amri's allies who support the former leader of a paramilitary faction backed by Iran.
As for Sadr, he says that whoever holds this position should not have any political affiliations.
More than once the vote in parliament has been postponed to fill vacant ministries in the government of Prime Minister Adel Abdul Mahdi.
Iraq has returned to stalemate at the parliamentary level, but the dispute shifted from its previous image between Sunnis and Shiites in the wake of the 2003 US-led invasion of Iraq into a dispute between Shi'ite factions.
This prompted Iraq's top Shiite cleric to launch last week's call for politicians to cooperate.
This now seems almost impossible. Deputies said the two sides had suspended talks at a time when Grand Ayatollah Ali al-Sistani had made his remarks.
"We have reached a dead end," Haneen al-Qaddo, a member of Amri's bloc, said on Friday.
We will go to parliament and vote on the rest of the cabinet, "MP Ahmad al-Kanani said.
He added that "the bloc will do so without agreement with supporters of al-Sadr, although the parliamentary calculations against them."
Sadr on Monday urged the rest of the cabinet to vote for them as soon as possible without the disputed candidates.
"You must not bow to what is happening behind the scenes," Sadr told the prime minister.
Sadr, whose bloc won the largest number of parliamentary seats in the election, has threatened to withdraw from the political process and organize mass demonstrations as he did in the past, especially when protesters stormed the fortified Green Zone in Baghdad in 2016.
"If the building block ignores us, we will resort to all possible options, including mobilization on the streets," said a member of Sadr's alliance, who asked not to be named.
No reconstruction
and whether al- Sadr 's withdrawal is imminent or not, this dispute paralyzed efforts to rebuild Iraq , which suffered extensive damage due to the war on the organization of the Islamic state and the provision of services in poor areas.
Surprising Seoul killed several people last month and militants continue to launch small-scale attacks.
Local officials say political differences are the reason for not providing services.
"There is no reconstruction or jobs here," Sheikh Abu Mashaan, a tribal leader in Anbar province, said.
"The main power lines are still inoperable," he said, adding that at first they said they would get electricity by October.
Now they say January. Authorities are not interested in us. She has spent nearly seven months in talks and has yet to reach a government.
One of the consequences of this stalemate is that the 2019 budget has not yet been adopted.
"Heavy rains have cut the roads in Mosul, and we do not even have enough money to repair the roads damaged by the fighting," said Noureddine Qablan, an official in Nineveh province.
Many parties have seen Abdul Mahdi as a compromise candidate for prime minister, who may be able to form a government of independent experts capable of providing services and reducing unemployment, the main reasons for protests marred by violence in September.
It was approved by two parliamentary blocs with Sunni parties. A number of Sunnis and Kurds hold ministerial posts.
But analysts say the power struggle between Sadr and al-Amiri has pulled the initiative out of the hands of the prime minister and parliament.
"The matter is not in his hands or in the hands of the members of parliament," said Renad Mansour, a research fellow at Chatham House in London

"The leader who is able to bring the parties together and resolve the issue of the interior minister has not yet emerged," he said. "It has become a matter of principle."
These disagreements among Shiite leaders are likely to weaken Iranian influence in Iraq, which has grown since the overthrow of Saddam Hussein 15 years ago.
If the split continues, Iran would prefer Amiri and his faction leaders to be in a strong position. However, while Iran will seek to prevent the deterioration of the differences, there appears to be no sign that it has mediated between the two blocs.
Has the prime minister's time been running out?
BAGHDAD (Reuters) - Deputies from the parliamentary group of a coalition led by Sadr said they had sent a letter last week to al-Amiri's candidate for interior minister Faleh al-Fayadh, the former head of the Shi'ite popular faction, and asked him to step down.
MPs in the Ameri bloc told Reuters they would try to push Fayyad into parliament after they despaired of talks with the Sadrists.
However, it is unlikely that the vote will be held without Sadr's approval, which puts more pressure on the government of Abdul Mahdi.
"Despite the difficulties the prime minister faces in nominating the ministers of interior and defense, he has to complete this formation and give names, otherwise his government can not really continue," said Diaa al-Asadi, a senior adviser to Sadr.
Although the Ministry of Defense remains vacant, the main obstacle is the Ministry of the Interior.
Asadi said Sadr would give Abdul Mahdi a period of up to six months to form a full government before withdrawing his support for him.
Pressure also comes from Amiri.
"If Abdul-Mahdi is convinced ... that Fayyad is the right candidate, he has to make it," said Qais al-Khazali, one of the faction leaders, whose political wing contributed to two MPs in the Amiri bloc.
"The prime minister does not have a majority bloc in parliament that supports his government for four years."

Commenting on the events of the confidence-granting session: We stopped the dictates and external bullying

BAGHDAD (Reuters) -
The Sawsan Alliance, led by Sadr's leader Moqtada al-Sadr, suspended Tuesday the events that accompanied the confidence-building session, stressing that the failure to hold the meeting was a national standoff and a halt to dictates and external bullying.
"The alliance of reform and reconstruction, together with the Patriotic Union of Kurdistan, proved today that they are able to stop foreign projects that try to impose the will on Iraq in the selection of specific people and the spoiling of Iraq's decision," MP Saab al-Saadi said in a statement received by Mawazine News. "He stressed that" what happened today in the House of Representatives is not a simple incident intended to disrupt the completion of the government cabins as some fancy, but it is a national pause par excellence to be (our decision Iraqi) away from the dictates and external bullying that has become weak today defeated as it was in the grant session Trust for the government of Abdul M Guidance".
"The prime minister had to be considered from a trusting session and not to risk taking this (the complementary ministerial combination) but his team around him is decorating things so that the government and its president enter a dark tunnel that does not know how to get out of it," he said.
He continued: "We expected after the letter of Iraqi leader Moqtada al-Sadr, to Adel Abdul-Mahdi, to reconsider his way to manage the file of vacant ministries and rectify the ministries because of his insistence on expediting the occupancy of those who are not legally entitled due to files of accountability and justice or suspicions of corruption, This historical message, which placed the Prime Minister in front of his constitutional responsibilities, legal, political, national and popular, but when the government's last chance to continue the president to submit to the wills and dictates, the countdown to the index began after today's session,
"All the forces of reform and reconstruction have proved today that they will not be a purely Iraqi decision and their loyalty to Iraq is only Iraq," he said.
The Prime Minister, Adel Abdul Mahdi, and the eight candidates, the House of Representatives, on Tuesday evening, after the failure of the meeting as a result of the withdrawal of blocks Sason and victory and wisdom, in addition to other blocks.
It was scheduled to hold the House of Representatives, today, its regular session, which includes the vote on the remaining Cabinet Cab

Iraqi Parliament Speaker Mohamed Halboussi postponed the voting session on vacant ministerial candidates until next Thursday.

Adel Abdul Mahdi left the parliament building after failing to vote on candidates.

Al-Ghad correspondent said that there was a proposal to vote on 4 candidates and postpone the vote on the other four because of the continuing differences on a number of names.

Angry MPs disrupted a session of the Iraqi parliament on Tuesday, which was to have included a vote on the rest of Prime Minister Adel Abdul Mahdi's government, with their voices chanting against the proposed candidates.

A member of parliament, most of these deputies belong to a bloc led by Shiite cleric Moqtada al-Sadr, and their allies on the list of former Prime Minister Haider Abadi.

The deputy briefed Reuters on a videotape of the session on his mobile phone.

The incident clearly shows the depth of the dispute over who should be appointed to the remaining eight Cabinet posts, including the heavily contested internal and defense portfolios.

The rivalry between Sadr and Hadi al-Amiri, who leads an armed faction backed by Iran, has prevented the formation of a full government.

The government now has 14 out of 22 ministers and Sadr and Amiri lead the two largest blocs in parliament after the May general elections.

Abdul Mahdi later confirmed that he would not submit additional ministerial lists and looked forward to compromise.

forming an investigative committee to enter the "Shabandar" of the Iraqi parliament

Formation of an investigative committee to enter the "Shabandar" of the Iraqi parliament

Twilight News

Shafaq News / MP for the bloc "Saron" Sabah al-Saadi for the formation of an investigative committee the presence of former MP Izzat Shabandar during a meeting on Tuesday, which saw differences obstructed the completion of the formation of the Iraqi government.
Angry Iraqi lawmakers blocked an attempt by Prime Minister Adel Abdul Mahdi to appoint the rest of his cabinet on Tuesday, disrupting a session of the parliament that was due to include a vote on his candidates for key ministries.
Which is confirmed by Abdul Mahdi, saying that the chaos that took place in the House of Representatives prevented the vote on the remaining ministers.
Al-Saadi said in a statement, "Upon our request personally (after we revealed the presence of former MP Izzat Shabandar) yesterday, and in order to reveal the reason for his presence in the hall and know who entered it, the President of the House of Representatives decided to form an investigative committee to uncover these facts, Quorum ".
The stalemate over the formation of the government has raised the prospect of further unrest as the country struggles to rebuild and recover after three years of war with the Islamic state.
One member of parliament said members of the parliament were beating on the tables and chanting "invalid" while eventually ending the session while Abdul Mahdi and candidates who sought to appoint them left parliament.
Most of these deputies belonged to a bloc led by Shiite cleric Moqtada al-Sadr and their allies on the list of former Prime Minister Haider Abadi. They objected to the prime minister's candidates for the interior and defense portfolios, which are fiercely contested.
Abdul Mahdi later said he would wait for the parliament to propose a date for voting, which effectively means throwing the ball in their court to choose appropriate names for the eight portfolios still vacant.
The incident clearly shows the depth of the dispute over who should be appointed in the remaining cabinet posts, as well as the weak position of Abdul Mahdi in the face of divisions between the two largest blocs in parliament.
The rivalry between Sadr and Hadi al-Amiri, who leads an armed faction backed by Iran, has prevented the formation of a full government. The government now has 14 out of 22 ministers. Sadr and Amiri lead the two largest blocs in parliament after the May general elections.
Sadr says candidates should be submitted not belonging to a political party. Al-Amiri wants to appoint his ally, Faleh al-Fayadh, a former leader of the Iranian-backed popular rally, as interior minister.
