The Iranian Shura Council held a closed session on the latest developments in the Kurdistan region in the presence of Foreign Minister Mohammad Jawad Zarif.

 

According to Iranian media, the closed session of the Council began this morning, to discuss developments in the Kurdistan Region, explaining that Foreign Minister Mohammed Jawad Zarif will report on the latest developments in the region.

 

For her part, MP Fatima Zadr said that the Speaker of the Shura Council will deliver a speech on the latest developments in the province of Kurdistan.

The oil minister, Jabbar Ali al-Allaibi, on Tuesday directed the North Oil companies and the oil projects company and the pipeline company of the ministry to develop an urgent plan to repair the pipeline owned by Baghdad, in order to export crude oil from Kirkuk fields to the Turkish port of Ceyhan. 
The government move comes at a time of tension between Baghdad and the Kurdistan region, which held on September 25 last referendum of the separation, where the Iraqi oil was transferred to the port of Ceyhan through a pipeline owned by the region over the past three years.
Iraq last week submitted a formal request to Iran and Turkey in dealing with the federal government exclusively with regard to border ports and the closure of all ports with these two countries until the receipt of management by the federal government as well as the suspension of all commercial dealings, especially on the export of oil and sale with the Kurdistan region, Deal in this file with the Iraqi federal government exclusively because of the region to referendum for the separation from Iraq on 25 September last.

The spokesman of the Office of Elections and Referendum Sherwan Zerari, on Wednesday, the court's decision against members of the Commission, saying that the decision "has no legal value to him."

The oil ministry announced on Wednesday the control of the Kurdistan region on two oil fields from the oil fields in Kirkuk. 
"The ministry of natural resources in the Kurdistan region controls two fields of oil in Kirkuk, while the North Oil Company controls more than one oil field," Oil Ministry spokesman Assem Jihad said in an interview. 
He added that "these fields were damaged because of the cessation of pumping operations in addition to stopping the refinery Baiji production after being destroyed by terrorist gangs," noting that "the government's decision to establish a new oil pipeline for the export of oil is binding for all." 
He pointed out that "North oil and pipelines began to prepare for the reconstruction of the old pipeline that exports oil through Turkey, bypassing the Kurdistan region."

Iraq, October 11, 2017 

Asiacell and Korek Telecom, two of the three leading telecommunications companies in Iraq, said on Tuesday that they have not yet received a formal request from the federal government asking them to move their headquarters to Baghdad, Reuters reported.

 

“If required, we will seek a constructive solution which is in the best interests of our customers and all involved parties,” Asiacell said, according to Reuters.

 

An official from Asiacell said in a statement that they have many offices across Iraq. The largest is in Baghdad because it has the company's biggest network and is where they have the most subscribers.

 

It said their line of communication with regard to licenses and regulation is the Baghdad-controlled Communication Media Commission (CMC).

 

“Asiacell is committed to all the rules and decisions issued by the relevant governmental bodies according to the law,” the official said.

 

It added that Asiacell, Korek, and Zain, the three mobile phone operators in Iraq, have received their licences from the Iraqi government.

 

Asiacell said they have paid more than $4 billion in taxes and license fees to the Iraqi authority. It said that the company is a “success story for the country” whose subscribers are more than 12 million people.

 

In the latest of measures issued by the Iraqi federal government following Kurdistan’s independence vote, Baghdad ordered on Monday that “networks of the communication for mobile phones should be under the authority of the federal authorities and have to be transferred to Baghdad.”

 

The head of the administrative council of Korek Telecom, Sirwan Barzani, responded to the federal government’s request on Monday, saying he does not know what Baghdad means with this decision, calling it “unclear.”

 

“We basically received a permit from Baghdad to work and we do not know what the purpose is of this new decision,” Barzani said.

 

AsiaCell and Korek Telecom, whose headquarters are in the Kurdistan Region, provide mobile services across Iraq, not just the Kurdistan Region.

 

Kurdistan’s Transport and Communication Minister Mawlud Bawa Murad told Rudaw on September 29 that the telecommunication industry is under the full authority of the Iraqi government and his ministry has no authority over the Kurdish-owned companies who operate both in Iraq and the Kurdistan Region including Asiacell and Korek Telecom.

 

The order bringing telecommunications under Baghdad authority was issued following a meeting on Monday of the national security council, chaired by Prime Minister Haider al-Abadi.

 

The statement released on Monday by the Iraqi government did not specifically identify the networks by name, but is believed to be directed at Korek, which is based in Erbil and the Sulaimani-based Asiacell. Iraq’s third telecommunications operator, Zain, is already based in Baghdad.

BAGHDAD (Reuters) - Iraqi government forces and Iranian-trained Iraqi paramilitaries are “preparing a major attack” on Kurdish forces in the area of Kirkuk, said the Kurdistan Regional Government on Wednesday.

“We’re receiving dangerous messages that Iraqi forces, including Popular Mobilisation and Federal Police are preparing a major attack .. on Kurdistan,” said the KRG ’s Security Council in tweet confirmed by a Kurdish official.

Offensives are being prepared in the areas of Kirkuk and Mosul, it said.

Barzani needs to put the crack pipe down and pull himself together. That isn't an attack against Kurdistan. 140 has yet to be resolved which means the Kurds are holding these areas hostage from Iraq! Pretty sure the Kurds have already brainwashed the captives into believing that the Kurds own them and if they go along with Barzani's wishes, they might get billions of dinars for their loyalty!

jcfrag Agree,  PM Abadi is not playing with this dipstick....😁.   We will see this play out in the days ahead and I am 100 percent certain Iraq will have the last laugh in the end.  Barzani's Dictatorship & Corruption will definitely come to an end IMHO.

For much of the past month, the Kurdistan referendum on independence and its possible implications for the region have dominated news headlines from the Middle East.

 

The fate of Kurdistan-controlled oil production and exports in the face of Turkish threats to cut off the main export route for Kurdish oil, and Iraq’s call to the neighbors and the world to deal only with the federal government—especially in oil sales and trade—pushed oil prices to a several-months-high at the end of September.  

 

The oil-rich area around Kirkuk—with the city currently under the administration of Kurdish forces—is the site where both the Kurdistan Regional Government (KRG) and Iraq’s state-held North Oil Company control oil wells. The dispute over Kirkuk and its oil fields could spark a civil war If the central government and Kurdistan leave the issue with the Kurdish push for independence unresolved, Iraqi Vice President Ayad Allawi said in an interview with The Associated Press earlier this week.

 

Allawi called for restraint from both the President of the Kurdistan Region, Masoud Barzani, and Iraq’s central government and its Iranian-backed militia, the Asa‘ib Ahl al-Haq, which are part of the Popular Mobilization Forces.

 

“The government claims they control the Popular Mobilization Forces. If they do they should restrain them, rather than go into a kind of civil war. And there should be a restraint on Masoud Barzani and the Peshmerga not to take aggressive measures to control these lands,” Allawi told the AP.

The multi-ethnic city of Kirkuk voted in the September 25 referendum on Kurdish independence despite the fact that it’s outside the autonomous Kurdistan region. Kirkuk, however, has been administered by Kurdish forces since 2014, when the Iraqi army fled from the advance of ISIS and the Peshmerga took control of the city from the Islamist militants.

 

Following the overwhelming support for Kurdish independence in the referendum, the KRG is seeking dialog to resolve all issues and has not declared independence in any part of Kurdistan. Iraq, for its part, says that the referendum is unconstitutional, and urges Iran and Turkey to stop all commercial transactions with Kurdistan, especially in oil exports and sales. Iran and Turkey are also strongly opposed to any Kurdish breakaway, fearing similar moves by their own Kurdish populations.

 

The Iraqi federal government also plans to reopen an oil pipeline from Kirkuk to the Turkish port of Ceyhan that bypasses Kurdistan, to further pressure the KRG.

 

Not only Iraq’s neighbors oppose the Kurdish referendum. The U.S. and Western powers are also against it, fearing that yet another conflict in the Middle East would distract from efforts to push Islamic State out of Iraq and Syria.

 

The only major global power that hasn’t denounced the Kurdish referendum is Russia, and Russia isn’t giving up its oil and gas deals in Kurdistan.

 

At an energy panel last week, Russian President Vladimir Putin said “By the way, we have traditionally maintained good relations with the Kurds…We are not interfering. Therefore, our statements are weighed-up and careful, their aim is not to incite, not to escalate the situation”.

 

Just days before the referendum, Russia’s oil giant Rosneft said it would look into the opportunity to build a $1-billion pipeline bringing gas from Iraqi Kurdistan to Turkey. Rosneft—led by Vladimir Putin’s close ally Igor Sechin—has been intensifying links and deals with Kurdistan this year.

Last week, Russia’s Energy Minister Alexander Novak told Kurdistan 24 that Russia didn’t have any intention to scale back operations and investments in Kurdistan. 

 

This past Sunday, Novak said to the same outlet that Rosneft “will connect the Kurdistan Region’s oil and gas pipeline to the Black Sea.”

 

Judging from these statements, while Iraq, Iran, and Turkey aim to sever the Kurdish lifeline—oil—Russia is building up oil and gas ties in Kurdistan.

Abadi’s office says troops still deployed in Kirkuk for security reasons

Baghdad (IraqiNews.com) The Prime Minister Haidar al-Abadi’s media office has said that presence of federal troops in southwest of Kirkuk is to liberate it, after declaring the province free of Islamic State, which controlled 40 percent of it.

 

“Iraqi troops waged fierce battles in Kirkuk regions as well as Mosul to liberate them from IS,” Saad al-Hadithi, the spokesperson of the media office, said in a statement on Wednesday. “It’s normal that troops remain deployed there to preserve security, facilitate repatriation of the displaced and prevent the return back of terrorists.“It’s unreasonable that the troops get deployed for liberation and then return back to barracks,” he added.

 

“The regions that were named as disputed in constitution include Kirkuk. It’s under authority of the federal government in accordance with constitution. This means that government has to keep safety and security there to prevent violations against lives and properties of people, including the Kurdish and other ethnicities,” Hadithi said.

 

Kurdish Peshmerga forces denied warnings by Kurdistan’s security council that Iraq was preparing for a major attack on Kirkuk.

 

 

Previously on the day, a tweet by the autonomous region’s security council indicated receiving dangerours messages that Iraqi forces are preparing for a major attack in southwest of Kirkuk.

 

However, Jabbar Yawar, secretary general of the Peshmerga Ministry, said in remarks that such news were untrue.

The Kurdistan Regional Government said in a statement published Thursday that it is ready to hold talks with the central government on Kurdish airports and border posts and banks, according to news agency "Reuters".

The region relies mainly on its financial transactions on Iraqi banks that provide foreign currency (dollar), which support the region in the import of daily needs of food and essential needs from Turkey and Iran.

According to an Iraqi official, who declined to be named, three banks of the Kurdistan region have been deprived of participation in the auction of hard currency. Banks and money remittance companies operating in Baghdad and the other 14 governorates have also been prevented from transferring any hard currency in the Kurdistan Region, Within a limited roof.

The financial sanctions will have the biggest negative impact on the lives of the people of the region, as the suspension of financial transactions is expected to lead to a major shock in the Kurdish market where the dollar exchange rate against the dinar is likely to rise to record levels and the importation will falter in the coming days if the sanctions imposed by the bank The central government of Kurdistan, according to analysts.

According to official reports, the amount of foreign currency entering the region from Iraq is estimated at between 4 and 5 million dollars on a daily basis. The private sector in the region relies on hard currency in its commercial transactions with Iran and Turkey through the import of foodstuffs and construction, In addition to the import of the government of the region about 300 thousand liters of gasoline from Turkey, and 100 thousand of Iran per day to meet the local need, and pay the cost in foreign currency as well.

In response to his question that Iran will allow the establishment of a Zionist entity along its borders, he said: "Iran will never allow at any price was the occurrence of this matter, and Turkey has a great sensitivity to the issue of the Kurds, because a significant part of the population of Turkey are Kurds Allow the establishment of a Kurdish state along its borders and part of Turkey is separated, so Turkey stands with all force and does not allow the division of the country ». 
He addressed the leaders of Iraqi Kurdistan, saying: "You have conducted the referendum, but without study and consideration, if the confrontation broke out there will be 3 strong countries before you, and here what can the Zionist entity to you."

The Kurdistan Regional Government (KRG) has shown willingness to hold talks with the central government in Baghdad over Kurdish airports, border posts and banks. 


In a press statement, the KRG said it was ready to discuss the dispute over Kurdish airports and border posts with the Iraqi government in Baghdad. 

The Iraqi government has taken several measures following the referendum last month's separation, including the administration of airports and border crossings, and required Baghdad to hold no dialogue unless the referendum is canceled.
