Not sure the bloggers are sure to begin with and I am less certain of my interpretation.

 

I like the "purpose of jogging ministries" phrase since this seems more like "kicking ministry keesters" or "putting a fire under the ministry hind quarters" or something to that effect.

 

If this article has any semblance of reality, it appears as if the whole Iraqi Government is being displaced for or converted to a caretaker government. At least all the dead wood and corrupt politicians - including Nuri al-Maliki - will be cleared out and possibly striped of immunity to be prosecuted for crimes. Looks like from the article that the real loans will then be paid from the oil proceeds. Also looks like there is a 15 year Iraqi reconstruction plan driven by the US. Abadi later in the article denied that Germany, France, and Italy were asked to advise on stimulating the Iraqi economy.

 

The article feels like that are major players pushing the Iraqi events around to meet their own outcomes. If President Trump is actually going to Iraq in May, this article may be an indication of plans President Trump has for setting things in motion on June 1, 2017 or maybe President Trump is just going to do a "victory lap" around Iraq.

Thank You, ChinaDawg! To me, this indicates there could be more than one plan in play that may or may not include plans or previous statements made by the UN, IMF, WB, Iraq, or other entities. Also, the article may imply there is a plan to drive out Iran from Iraq by the US due to the US presence in Iraq.
