Iraqi Defense Ministry announced on Sunday, targeting the site to organize «Daesh» in the western side of Mosul, killing three leaders in the organization.
The ministry said in a statement seen by «Arabiya» that «at the Military Intelligence Directorate of Information, planes the Air Force position of the leaders of Daesh mostly Arabs destroyed».
 
The statement pointed out that «the air strike launched in the Baaj district - District Revolution right side of Mosul». The statement added that the raid killed the most prominent leaders in the organization. They are: the terrorist Abdullah Alheiav nicknamed (Abu al-Harith) additives administrator (Daesh), and the terrorist Khalid Mohamed Hazza al-Shammari - Aboazubayr battalion Alangmasah official, and the terrorist Abdul Rahman Mohammed Murad Albu state - administrative officer of the definitive Baaj.
 
 
Iraqi forces launched on 19 February, to break into the western side of the connector operations, stronghold of the president of the organization in Iraq,
And it managed to free dozens of neighborhoods within the city of Mosul, in addition to the airport and the large Ghazlani camp.

Iraqi military leaders have halted their push to recapture west Mosul from Islamic State as international outrage grew over the civilian toll from airstrikes that killed at least 150 people in a single district of the city.

The attack on the Mosul Jadida neighbourhood is thought to have been one of the deadliest bombing raids for civilians since the US invasion of Iraq in 2003. Rescuers were still pulling bodies from the rubble on Saturday, more than a week after the bombs landed, when the US-led coalition confirmed that its aircraft had targeted Isis fighters in the area

They carried out the attack on 17 March “at the request of the Iraqi security forces”, and have now launched a formal investigation into reports of civilian casualties, the coalition said.

British planes were among those operating in western Mosul at the time. Asked if they could have been involved in the airstrikes, a spokesman did not rule out the possibility of British involvement, saying: “We are aware of reports [of civilian casualties] and will support the coalition investigation.”

There had been no reports of a UK role in any civilian casualties in more than two years of fighting Isis, he added. “We have not seen evidence that we have been responsible for civilian casualties so far. Through our rigorous targeting processes we will continue to seek to minimise the risk of civilian casualties, but that risk can never be removed entirely.”

A UK report on the 17 March fighting, which was issued just a couple of days later, described “very challenging conditions with heavy cloud”. Tornado jets were sent to “support Iraqi troops advancing inside western Mosul” in intense urban fighting, where crews had to “engage targets perilously close to the Iraqi troops whom they were assisting”. They used Paveway guided missiles to hit five targets. The coalition said in a separate statement it had carried out four airstrikes aimed at “three Isis tactical units”. They destroyed more than 50 vehicles and 25 “fighting positions”.

The deaths have intensified concerns over up to 400,000 Mosul residents who are still packed into the crowded western half of the city, as Iraqi security forces backed by foreign air power advance on Isis’s last major stronghold in the country.

Civil defence workers say they have pulled more than 140 bodies from the ruins of three buildings in Mosul Jadida and believe that dozens more remain under the rubble of one building, a large home with a once cavernous basement, in which up to 100 people had hidden last Friday morning.

Local people at the site told the Observer that the enormous damage inflicted on the homes and much of the surrounding area had been caused by airstrikes, which battered the neighbourhood in the middle of a pitched battle with Isis members, who were under attack from Iraqi forces.

The UN’s humanitarian coordinator in Iraq, Lise Grande, said: “We are stunned by this terrible loss of life.”

Chris Woods, director of monitoring group Airwars, said: “The Jadida incident alone is the worst toll of a single [airstrike] incident that I can recall in decades. The coalition’s argument that it doesn’t target noncombatants risks being devalued when so many civilians are being killed in west Mosul.”

He warned that the deaths, and other recent attacks in Syria that have claimed dozens of lives, risked turning public sentiment against the coalition. “We have until recently always credited the coalition for taking care to avoid civilian casualties, compared with the Russians. But since the last months of 2016 you have seen this steep climb in ­civilian casualties and public sentiment has turned very sharply against the US-led coalition.”

As the scale of the disaster became apparent, Iraqi military sources confirmed that they had been ordered not to launch new operations.

The Australian defence force issued a statement on Sunday in response to questions about its involvement. “While there are no specific allegations against Australian aircraft, Australia will fully support the coalition-led (Operation Inherent Resolve) investigation into these allegations.”

Mosul Jadida residents said three homes had taken direct hits from airstrikes and others had been damaged by debris and shelling. “They started in the morning and they continued till around 2pm,” said Mustafa Yeheya. “There were Isis on the roof of several of the buildings and they were in the streets fighting. But the strange thing is that the house they were hiding in, their military room, was not even hit. None of their bases was.”

Journalists were banned from entering west Mosul on Saturday and Iraqi commanders could not be contacted. Iraqi and US forces have previously said that Isis deliberately blended among the civilian population and, in some cases, fighters were posted near civilian targets in a bid to increase casualties and slow the offensive against them.

A United States Central Command statement said: “Our goal has always been for zero civilian casualties, but the coalition will not abandon our commitment to our Iraqi partners because of Isis’s inhuman tactics terrorising civilians, using human shields and fighting from protected sites such as schools, hospitals, religious sites and civilian neighbourhoods.”

Muawiya Ismael, who said he had lost six members of his clan in the attack, said: “It is true that this was a battle zone and that Isis were here. They had about 15 people in the area, and they were in high positions. But they did not have heavy guns. Nothing that should justify an attack of this scale. It was not in proportion to the threat and soldiers could have fixed this.”

(Reuters) - The Pentagon on Monday, facing charges that a coalition air strike may have killed scores of civilians in the Iraqi city of Mosul, said it had not eased rules of engagement in fighting against a militant organization, but the resources needed to investigate the allegations were limited. 

Witnesses from Mosul and Iraqi officials said the attack last week on the targets of an al-Qaeda organization may have led to the demolition of homes that rescue officials say "some 200 people have been buried under the rubble." 

"The US military does not intend to change the way the attacks are carried out, even when the fighting in Mosul is entering densely populated areas," Colonel John Thomas, a spokesman for the US Central Command, told reporters on Monday. 

"General Futeel is not discussing changing the way we do more than saying that our operations are going well and we want to make sure we are committed to these operations," he said. 

General Joseph Fotill heads the central command. 

"There are only a large number of people dedicated to this and who really have the experience to make us where we want to be," Thomas said. 

If the Mosul attack is confirmed, it will be one of the bloodiest incidents of modern memory for civilians in any conflict involving the US military, which boasts of its efforts to reduce the consequences of the war on civilians. 

Rescuers are still searching the scene of the March 17 explosion in western Mosul, where a health official said 160 bodies had been recovered. 

The Iraqi army says: "The 61 bodies have been recovered so far." 

Civilian deaths in densely populated areas of western Mosul have increased as militants used homes as cover and death for residents in air raids targeting militants. 

Iraqi forces searched for new methods, a US military official said, which could include opening a second front and trying to isolate the old city. 

US Defense Secretary Jim Matisse apparently supported earlier Monday the way the United States launches attacks. 

"We are doing our best to always do everything humanly possible to reduce the loss of life or injury among innocents," Matisse said before meeting with his Qatari counterpart: "We can not say the same thing to our adversaries." 

The US-led coalition, which is fighting al-Daqash, said the investigation into the allegations in Mosul was a priority and it assessed the credibility of the conflicting reports. 

The army also opened an investigation into an attack in northern Syria this month and is investigating allegations that another air strike hit a school near Raqqa.

Iraqi special forces and police fought Islamic State militants to edge closer to the al-Nuri mosque in western Mosul on Wednesday, tightening their control around the landmark site in the battle to recapture Iraq's second city, military commanders said.

The close-quarters fighting is focused on the Old City surrounding the mosque where Islamic State leader Abu Bakr al-Baghdadi proclaimed a caliphate nearly three years ago across territory controlled by the group in both Iraq and Syria.

Thousands of residents have fled from IS-held areas inside Mosul, the militants' biggest remaining stronghold in Iraq. But tens of thousands more are still trapped inside homes, caught in the fighting, shelling and air strikes as Iraqi forces backed by a U.S.-led coalition advance in the west.

Helicopters circling west Mosul strafed Islamic State positions beyond the city train station, the site of heavy back-and-forth fighting in recent days, and thick black smoke rose into the sky, Reuters reporters on the ground said.

Heavy sustained gunfire could be heard from the Old City area, where militants are hiding among residents and using the alleyways, traditional family homes and snaking narrow roads to their advantage, fleeing residents say.

"Federal police forces have imposed full control over the Qadheeb al-Ban area and the al-Malab sports stadium in the western wing of Old Mosul and are besieging militants around the al-Nuri mosque," federal police chief Lieutenant General Raed Shaker Jawdat said in a statement.

Rapid Response elite interior ministry troops were advancing on the edge of the Old City, clambering over garden walls. Islamic State responded with rocket fire, streaking the sky with white smoke plumes.

"There are teams going into the Old City since yesterday," said Rapid Response official Abd al-Amir.

Iraqi troops shot down at least one suspected Islamic State drone. The militants have been using small commercial models to spy and drop munitions on Iraqi military positions.

With the battle entering the densely populated areas of western Mosul, civilian casualties are becoming more of a risk. The United Nations says several hundred civilians have been killed in the last month, and residents say Islamic State militants are using them as human shields.

The senior U.S. commander in Iraq acknowledged on Tuesday that the U.S.-led coalition probably had a role in an explosion in Mosul believed to have killed scores of civilians, but said Islamic State could also be to blame.

As investigators probe the March 17 blast, Lieutenant General Stephen Townsend said increases in casualties were to be expected as the war against the insurgents entered its deadliest phase in the cramped, narrow streets of Mosul's Old City.

Local officials and eyewitnesses say as many as 240 people may have been killed in the Al-Jadida district when a huge blast caused a building to collapse, burying families inside. Rescue workers are still pulling bodies out of the site.

 

HUGE BLAST

What exactly happened on March 17 is still unclear and there have been conflicting accounts of how many people died.

 

Iraqi military command has said one line of investigation is whether Islamic State rigged explosives that ultimately caused the blast that destroyed buildings. Iraqi military said there was no indication the building was hit directly by the strike.

Eyewitnesses have said a strike may have hit a massive truck bomb parked by the building. Others say families were either sheltering in a basement or had been forced inside.

"My initial assessment is that we probably had a role in these casualties," Townsend, the senior coalition commander in Iraq, told a Pentagon news briefing.

"What I don't know is were they (the civilians) gathered there by the enemy? We still have some assessments to do. ... I would say this, that it sure looks like they were."

The incident has heightened fears for the safety of civilians - an important concern for Iraq's Shi'ite-led government as it tries to avoid alienating Mosul's mostly Sunni population.

The United Nations rights chief said on Tuesday at least 307 civilians had been killed and 273 wounded in western Mosul since Feb. 17, saying Islamic State was herding residents into booby-trapped buildings as human shields and firing on those who tried to flee.

Commander of the Combined Joint Task Force Operation Inherent Resolve Lt General Steven Townsend said US-led coalition has conducted air strikes in civilian areas in Mosul on March 17.

Speaking from Baghdad via teleconference, Townsend the coalition takes all casualty reports “very seriously” and uses a deliberate approach to assess every one and report the results publicly.

 

“Right now there are a lot of conflicting reports about what brought down the building or buildings that caused civilian casualties,” Townsend said.

“What we know for sure is we did conduct a strike in that area. What we don’t know for certain is if that strike is responsible for the casualties in question.”
 

The general noted reports that ISIS might have trapped civilians in a house and rigged it to blow up and that a secondary vehicle-borne homemade bomb might have destroyed the house.

“It could have been a combination of events that caused this tragedy, and that’s why we’re hesitant to say anything definitive until our proper process is completed,” Townsend said.

“I’ll say this: If we did it – and there’s a fair chance that we did – it was an unintentional accident of war, and we will transparently report it to you when we’re ready,” the general said.

ISIS terrorist group is still using booby-trapped vehicles and buildings to hamper life in the right bank of Mosul, local residents told The Baghdad Post.

In statements on Wednesday, a resident of the right bank of Mosul said ISIS militants are stealing the locals' vehicles at gunpoint. They assemble the cars in their explosives' laboratories, place improvised explosive devices, also known as IEDs, to be later carried out residential buildings in the right coast of Mosul.

The source, who asked for anonymity, also said that such booby-trapped buildings are being used to ambush the Iraqi troops that seek to chase out the remnants of the terrorist elements from the liberated areas of the embattled city.   

"The group has certainly prepared insurgent structures to remain behind and cause insecurity in the aftermath of the recapture of the city,” he says.

The source also made it clear that with the advancement of Iraqi troops to control areas in the liberated areas, ISIS would intentionally continue with their techniques to hamper life and claim more civilian casualties. ISIS are also detain civilians inside such booby-trapped houses to be remotely detonated with any confrontation with the Iraqi troops.

They might also detonate such houses in order to attribute their criminal acts to the Iraqi warplanes that are conducting more air raids to flush out the terrorist elements from the city, he added.  

Since the Iraqi joint forces recaptured the eastern part of the beleaguered city in January, the Iraqi forces have been working to defuse such booby-trapped houses and vehicles to save the lives of trapped civilians in the city.

On February 19, the Iraqi Army launched a major offensive to retake the right bank of the city. The Iraqi joint forces have so far seized more than 70 percent of the right bank of Mosul city.

Iraqi Air Force destroyed ISIS' hideouts, booby-trapping workshops and killed 48 militants in Tal Afar, according to a statement released by the Iraqi Defense Ministry on Tuesday night.

Based on information from the Iraqi intelligence and Federal Investigations office, the Iraqi Air Force carried out several airstrikes that destroyed an ISIS hideout and killed a top leader in Tal Afar, according to the statement.
 

The statement added that the airstrikes destroyed a vehicle, booby-trapping workshop, killed almost 15 foreign militants, destroyed amounts of IEDs and killed 18 terrorists in Tal Afar.

GICJ urges UN to hold urgent session to discuss Mosul massacre

Geneva International Centre for Justice (GICJ) urged the United Nations to hold an urgent session to address the situation in Iraq with lives of many civilians endangered due to continued fierce fighting against ISIS in Mosul.
 

On 27 and 28 March 2017, GICJ sent two urgent appeals to both Zeid Ra’ad Al Hussein, United Nations High Commissioner for Human Rights, and Joaquín Alexander Maza Martelli, President of the United Nations Human Rights Council.
 

These appeals expressed deep distress regarding the situation faced by civilians trapped in west Mosul, and furthermore requested a clearer and stronger intervention by the United Nations on this matter.
 

In particular, GICJ recommended that the High Commissioner conduct an urgent visit to Iraq with a group of experts to establish the facts on the ground and to report to the Human Rights Council.
 

GICJ also requested the Human Rights Council convene a special session regarding the dire human rights situation in Iraq.
 

In its letters, GICJ reiterated that the approach to countering terrorism in Iraq must abide always, and unreservedly, to international law and human rights law and therefore that the indiscriminate airstrikes conducted by the Iraqi government and its allies cannot, and must not, be permitted to continue.

Iraqi Federal Police said Wednesday they recaptured 330 square kilometers of western Mosul since security operations launched in February to retake the embattled city from ISIS militant group.
 

In press statements, the service’s chief, Lt. Gen. Shaker Jawdat, said in a statement that his forces took over 62 targets assigned in western Mosul since the start of the security offensive. The troops killed hundreds of militants and destroyed 286 booby-trapped vehicles belonging to the group.
 

Police forces evacuated 25,000 refugees from areas it had recaptured, Jawdat stated.

Iraqi forces recaptured eastern Mosul in January after three months of fighting to retake the city that fell in the grip of the extremists' in 2014.

Police and supporting forces said recently they became closer to the Old City’s Nuri al-Kabir mosque in which ISIS leader Abu Bakr al-Baghdadi declared the establishment of the group’s rule in Iraq and Syria.

They had earlier recaptured the city’s airport and biggest military base besides several other districts since the launch of the campaign. The army’s leadership said recently government troops became in control over 50 percent of the region.

Iraq Rapid Intervention Forces (RIF) and Federal Police have been engaged in fierce fighting against ISIS militants on the outskirts of Bab Sinjar district in the right bank of Mosul, a source told the Baghdad Post on Wednesday.

The source made it clear that the Iraqi joint forces recaptured Bab Sinjar Bridge near Mosul Stadium.

The Great Mosque of al-Nuri is a historical mosque in MosulIraq famous for its leaning minaret which gave the city its nickname "the hunchback".

Iraqi Counter-Terrorism Service (CTS) on Wednesday recaptured major parts of al-Yarmouk district in the right bank of Mosul, a local source told The Baghdad Post.

In statements, the source said the Iraqi forces pushed deep into the areas surrounding al-Shafaei and al-No'ami mosques in the district.

This is part of the major offensive launched by the Iraqi Army on February 19th to retake the western side of Mosul from ISIS which has been controlling the city since June 2014.

Thousands of Iraqi civilians continue to flee Mosul city as the city witnesses intensive fighting between Iraqi forces and ISIS terrorist group.

The clashes prompted civilians to flee the city towards safer government-held areas in south of Mosul city.

Iraqi Ministry of Displacement and Migration reported 200,000 civilians who were forced to leave their homes since Iraqi forces launched the military operation to the western bank of the city.  

Evacuation of civilians is very complicated and have many obstacles, relief officials said.

The Ministry of Displacement and Migration opened a new camp in south of Mosul in order to shelter up to 36,000 displaced people, official sources said.

Qayyarah Jad’ah Camp includes 6,000 tents in south of Mosul in order to shelter the increasing numbers of displaced people, they added.

According to press sources, civilians are living in dire conditions in these camps because of the siege imposed months ago and the severe lack of food and water.

Iraqi special forces and police fought ISIS militants to edge closer to the al-Nuri mosque in western Mosul on Wednesday, tightening their control around the landmark site in the battle to recapture Iraq's second city, Reuters reported on Wednesday.

The close-quarters fighting is focused on the Old City surrounding the mosque, where ISIS leader Abu Bakr al-Baghdadi proclaimed a caliphate nearly three years ago across territory controlled by the group in both Iraq and Syria.

"Federal police forces have imposed full control over the Qadheeb al-Ban area and the al-Malab sports stadium in the western wing of Old Mosul and are besieging militants around the al-Nuri mosque," federal police chief Lieutenant General Raed Shaker Jawdat said in a statement.

Rapid Response elite interior ministry troops were advancing on the edge of the Old City, clambering over garden walls. ISIS responded with rocket fire, streaking the sky with white smoke plumes.

 With the battle entering the densely populated areas of western Mosul, civilian casualties are becoming more of a risk. The United Nations says several hundred civilians have been killed in the last month, and residents say IS militants are using them as human shields.

Command of Operation 'We are Coming, Nineveh declared on Wednesday that three ISIS positions have been destroyed in southwestern Tal Afar.

These headquarters are used by the terrorists fir the purposes of command and control.  

The Iraqi F-16 jets have carried out several strikes against several ISIS-held positions in al-Hadar and al-Baag areas southwest of Tal Afar, a statement released by the command of the operations said.

Heavy losses were inflicted on ISIS terrorists in personnel and equipment, it added.

Commander of 'We are coming, Nineveh' offensive to retake Mosul's right bank  announced on Wednesday 1000 ISIS terrorists had been killed since the start of the operations, The Baghdad Post reported. 

In a statement, Lieutenant General Abdul Amir Rashid al-Yarallah said, "Our military units have killed 1000 of the terrorist group affiliates since the operations started on February 19".

He added that the Counter-Terrorism Forces, Rapid Response Units as well as the Federal Police Forces have fought ferocious battles against the terror organization. 

He confirmed the liberation of the right bank of Mosul is imminent.

 ISIS still control parts of the densely-populated Mosul's right bank. It takes civilians as human shields, which caused thousands of casualties. 

Federal Police Chief, Raed Shaker Jawdat, said that the security forces, supported  by Iraqi Air Forces, managed to besiege ISIS remnants. 

Human rights activists and international organizations have voiced concerns over the battle going to oust ISIS from Iraq's second largest city.

Thousands of civilians have been killed, injured and displaced.

U.S. Central Command Commander, Gen. Joseph Votel,    announced on Wednesday 284 personnel had been killed since the launch of an offensive to retake Mosul's right bank. 

The Iraqi army, supported by the International Coalition airstrikes, started on Feb. 19 a military offensive to oust the so-called Islamic State (IS) from Mosul's right bank.
