Agreed 10-years. So they take 30-days off then they have a "blow off" session to meet and greet after the holidays ?  I don't remember them ever doing this after 30+ days off for Ramadan. Surprising that the "Vacation Bill" isn't the first one on their list of "must do".

Chuck, Just a stab at the info,   I am providing info from last year that gives us an idea on how Sessions of legislative terms go.  Still researching to nail down the actual legislative terms because it looks like 2 - 3 legislative terms in Calendar Year based on 2016.   More to follow!!

COR holds its first session of the second legislative term

The COR held its first plenary session of the second legislative term/ second legislative year on Tuesday January 19, 2016. It was chaired by the Speaker Dr. Saleem al-Jubouri and attended by 263 MPs.  

At the outset of the session, the Speaker congratulated, on his own behalf and on the behalf of the Presidency Board of the Iraqi Council of Representatives, the MPs on the start of the new legislative term and the new year and congratulated, in the name of the COR, the Iraqi people for victories achieved in Anbar by the Iraqi army, the volunteers and the sons of the tribes.

COR finishes reading 7 draft laws

In its 2nd plenary session of the second legislative term/ second legislative year, the COR finished reading 7 draft law.

The session was chaired by H.E the Speaker Dr. Saleem al-Jubouri and attended by 201 MPs. 

The Council finished the following: 

-The first reading of the first amendment of the Sale and Lease of State Property law No. 21 of the year 2013 submitted by Finance and Legal Committees.

-The first reading of ratification draft of the Air Transport Agreement between Kuwait and Iraq submitted by the Committees of Foreign Relations, Services & Construction and Economy & Investment.

-Reading and discussing the ratification draft of the cooperation agreement between the Government of the Republic of Iraq and the Government of the Islamic Republic of Iran in the field of Plant Protection and Quarantine submitted by the Committees of Foreign Relation and the Agriculture, Water Resources, and Marshes. 

-Reading and discussing the draft law of Counter Terrorism Service submitted by Legal and Security & and Defense Committees.

-Reading and discussing proposed abolition of the decision of the dissolved Revolutionary Command Council (No.15 in the year 1998) submitted by the legal Committee.

-Reading and discussing the proposed abolition of the decision of the dissolved Revolutionary Command Council (No.256 in the year 1999) submitted by the Legal Committee.

-Reading and discussing proposed abolition of the decision of the dissolved Revolutionary Command Council (No.32 in the year 2000) submitted by the Legal Committee.

The session was then adjourned to next Tuesday 2/2/2016.

COR votes on 3 laws, finishes first reading of a draft law

In its 11th ordinary plenary session for the third legislative year held on Monday August 13, 2016, COR voted on 3 laws among them the Anti-Terrorism law and finished reading one draft law.

The session was chaired by H.E the Speaker Dr. Saleem al-Jubouri and attended by 200 MPs.

At the outset of the session, MP Khadijah Wadi recited a statement condemning the cowardly terrorist act which targeted the province of Muthanna. 

The COR also voted on the membership of MP Jassem Mohammed Jaafar instead MP Nada al-Sudani in the committee of experts to select the members of the High Commission for Human Rights.

Then The Council voted on the Anti-Terrorism law submitted by the Security and Defense and Legal committees. 

Then COR finished voting on the draft law on ratification letters Act and the exchange of notes and minutes of the discussions on Japanese loan to the Republic of Iraq signed on 25/5/2015.

Concerning the issue of officials’ travel, MP Khaled al-Asadi called for deferring the discussion until the presence of the Foreign Minister Mr. Ibrahim al-Jafari.

The COR finished the first reading of draft law on compensation of justice victims submitted by Human Rights and Legal Committees.

The session was then adjourned to Monday 15/8/2016.

The COR votes on the draft law of the federal budget for the financial year 2016 (LAST SESSION IN 2015)

In its 45th ordinary plenary session held on Wednesday December 16, 2015, the COR voted on the draft law of the federal budget for the financial year 2016.

The session was chaired by H.E. the Speaker Dr. Saleem al-Jubouri and attended by 243 MPs. 

At the start of the session, the Speaker offered on his own behalf and the behalf of the MPs heartfelt condolences to MP Adil Rashash for the death of his son, MP Adel Mhodr for the death of his father, praying Allah almighty to rest their souls in peace and grant their families and loved ones the patience and fortitude.

On another matter, the Council voted on the names of the Committee of Experts to nominate the members of the UN High Commissioner for Human Rights, submitted by members of the Human Rights Committee.

The COR also voted on the estimated budget for 2016 for each of the federal judiciary, the Council of Representatives and the Supreme Commission for Human Rights.

The MP then recited sourat al-Fatiha in the memory of the MP Ahmed al-Chalabi.

The session was then adjourned.

Twilight News / guessed MP for mass citizen Salim Chawki on Tuesday to host the Prime Minister Abadi and security leaders in the House of Representatives next week.

Shawki said in a press statement responded to the Twilight News, "There are requests to the House of Representatives on host security leaders next week to discuss the deteriorating security situation in Baghdad and the provinces."

He pointed to "host Prime Minister Haider al-Abadi also about providing the names of candidates for the vacant ministries."

It is said that the capital Baghdad and several provinces have been exposed to violent attacks by car bombs and Antahrien, causing dozens of casualties in the past few days.

Parliament Speaker Salim al - Jubouri, said on Wednesday that the 'Parliament is keen laws that contribute to solving the problems of Veterans Affairs legislation'. 

A statement by his press office that 'al - Jubouri , this morning visited the General Directorate of Veterans Affairs , the Department of Defense briefed on the functioning of the Directorate General of Veterans Affairs and attended by senior officers of the Ministry of Defense and the Directorate'.

He added that 'the Speaker of Parliament praised the role of the officers of these forces, and the keenness of the House of Representatives on legislation that many laws that contribute to the solution of their problems. "

The statement continued that 'al-Jubouri, visited military retirement Department conducted a field tour in the military retirement circle and praised what its work and stressed that it is a great service to the citizens.'
