Baghdad calls for striking new oil deal with Iraq's Kurdistan Regional Government

Iraqi Oil Minister Adel Abdul-Mahdi on Tuesday called on northern Iraq's Kurdish Regional Government (KRG) to sign a new oil deal with Baghdad.

In 2014, Baghdad and the KRG signed a deal under which 17 percent of the federal budget would be allocated to the KRG in exchange for the export of 550,000 barrels of oil per day to the state-owned Iraqi State Organization for Marketing Oil (SOMO).

The agreement, however, fell through last year, prompting the KRG to sell its oil to foreign buyers.

In a Tuesday statement, Abdul-Mahdi said that oil relations between the central government in Baghdad and the KRG soured in the second half of last year.

"If oil prices had remained high, the deal would have held, despite our differences," he said, going on to call for a return to the 2014 deal or for striking a new agreement.

"The current situation is very sensitive; it could have negative consequences," he warned.

Kurdish lawmaker Mohsen al-Saadoun, for his part, said preconditions should not be set for striking a new oil deal or for reactivating the earlier agreement.

"The federal government was the one who failed to abide by the terms of the oil deal," al-Saadoun told Anadolu Agency.

"The economic situation is difficult due to falling oil prices and their direct impact on the KRG and the federal government," he said.

Recent decreases in global oil prices have hurt the economy of the KRG, which depends heavily on oil exports to fund its enormous public-sector workforce.

ERBIL, Kurdistan Region - Iraq’s oil minister Adel Abdul Mahdi confirmed on Tuesday that they will not pump any more crude oil through the Kirkuk-Ceyhan pipeline unless Baghdad and Erbil reach a new revenue sharing agreement

Mahdi said on his official  Facebook page that from Baghdad’s perspective there are “two options” for resolving this impasse. Either revert back to the previous revenue sharing agreement between Baghdad and Erbil or make a new agreement.

In the past Baghdad and Erbil had a revenue sharing program where Erbil would transfer 550,000 barrels of crude oil produced in the Kurdistan Region per day in return for a 17 percent share in the Iraqi federal budget. This broke down in February 2014 when Baghdad accused Erbil of exporting oil independently.

After the Islamic State (ISIS) crisis gripped the country in mid-2014 Baghdad and Erbil began negotiating a new revenue sharing agreement in December 2014. When that collapsed Erbil began exporting oil independently in mid-2015.

The Iraqi state-owned North Oil Company had contributed 150,000 barrels per day into the pipeline which Erbil has been using to independently export oil from its territory.

This comes as Erbil is facing numerous setbacks as it is struggling to make ends meet financially. The drop in the world price of oil affected its economy badly given the fact that its enormous public sector relies almost entirely on oil revenues for its income.  

On top of this the Kirkuk-Ceyhan pipeline was damaged in a bomb attack last month and Erbil brought in even less revenue, an estimated $233 million. Turkey consequently loaned it an emergency fund of $200 million to help it deal with the shortfall. http://rudaw.net/english/kurdistan/22032016

SocalDinar Thanks, DV, I believe this agreement & revenue sharing is pointing directly to the National Oil Company law & "HCL" being approved.  Until that happens no oil via Kirkuk and the pressure for the KRG to finally agree on all outstanding issues and all Iraqis can reap the benefits of Iraqi Oil & other resources.  This time I believe all parties will agree.
