After years of sparring on how to divide the country’s oil royalties, Baghdad and the Kurds in northern Iraq are reported to have finally struck a deal on budget allocations, Deputy Prime Minister Rooz Shawees have said.

Shawees said the sides have agreed to distribute the hard cash the country earns from oil sales in light of the population density of its 18 provinces.

Oil revenues make the bulk of Iraq’s foreign cash earnings and the control of oil sales and their royalties has been a thorny issue between Baghdad the Kurds, who enjoy full autonomy in three provinces in the north.

Shawees said Iraq’s oil output has hit a record of 3.15 million barrels a day with at least 2 million barrels earmarked for export.

“Oil is the backbone of Iraqi economy and the foundation for the country’s reconstruction and its economic prosperity,” he said.

The sides have been holding intensive negotiations to solve their oil differences with Baghdad insisting not to relinquish its control of oil development, output, sale and collection of revenues.

But Shawees, who represents the Kurdish regional government in the cabinet, said Baghdad and the Kurds have reached an agreement to put their differences aside.

“The joint efforts between the federal government and (Iraqi) Kurdistan have produced a draft law on oil and gas under which the royalties will be distributed among the provinces in proportion to their population,” he said.

the last picture  im not sure who ever posted the words on the picture knows what they are talking about .. but they surley were inspecting vehicles during those years . and if they saw that  in the back of an oil tanker .. it wasnt going anyfurther ..  it was going to be used for reconstruction .. thats not someones personal gold stash

Well if the HCL agreements have been made, why in the world aren't they passing the laws and putting it in the Gazette for heavens sake. It's Parliament that seems to be dragging their butts. Come on dudes , Did yall run out of ink???   Sign it in  " oil " since yall gots bunches of that.  It'll do for now. Go ahead. The Oil will dry on paper. It will stick. Go RV !!!!!!!!!!!!!!

I am fairly sure there were agreement made between the two leaders.  The animosity seems to have quieted, oil deals have been discussed and struck with no complaints from Baghdad.  A committee was put into place to hammer out some issues and send to parliament.  Now we know they have because of the many articles stating these laws pertaining to the HCL and so forth have been sent to parliament.  So....anyway, we wait for some movement hopefully tomorrow when supposedly parliament meets again.

It's because the good folks of Iraq are again entertaining maliki's committees, meetings, and dialogue to further put off passing the laws they need done.  He will pick apart and tear down any good idea.  He doesn't want the folks to prosper.  He's a greedy, power hungry, crackhead.  He's been doing this and double crossing MP's since the New Iraq's (post saddam) inception.  He won't quit his evil deeds until he don't breath anymore.  He's PURE EVIL!

There is a little more on the table than before uncirculd.  Maliki has a deal with Russia, and part of that deal I am sure is oil for guns.  Putin will only wait so  long before he will get pissed.  No this time the world outside the gates of Iraq want in and want oil, he can't hold out on this much longer, and neither can parliament.

Shouldn't some of the world monetary and financial organizations be able to push Maliki into action? The UN, WTO, Paris Club, etc., etc., etc.? I really don't think Maliki will last any longer than they allow. When they are ready, Maliki will act, or he will be out of there so fast he won't know which way his head turned last.  But if this is true, what are they waiting for? Is there anything else on that level that remains to be done before Iraqi currency becomes acceptable to the world?
