The resolution of the Electoral Commission Council clashes with the desire of minorities in parliament

 Baghdad / Mohammed Sabah

The Parliamentary Committee of Experts is waiting for the adoption of an amendment to the law of the Electoral Commission in the House of Representatives, which will increase the number of seats of the Board of Commissioners to (11) seats, to submit the names of candidates of the new Council of the Commission.
The committee of parliamentary experts revealed that its members reached an agreement to select 30 candidates, including 3 minority candidates, to qualify for the next stage, which will depend on a new mechanism to choose the names to be voted by the House of Representatives.
These discussions led to deep and deep differences between the Turkmen component, which refuses to put his seat, in the Council of the Commission, within the quotas of Shiite forces. The Turkomans attribute their rejection to the fact that their seat is part of the quota reserved for minorities.
According to a member of the Committee of parliamentary experts Ahmed Sheikh Taha, in a statement to (range), that "
The stages of evaluation adopted to screen the large numbers of candidates for the new Electoral Commission Council, was based on the basis of professionalism and efficiency, experience and certificates of study in the transition to the penultimate. "The opening of the nomination for the new Board of Commission in April The Commission received the experts 1200 applications for nomination, And was subjected to an evaluation process that led to the selection of only 116 candidates, including 6 members of the current
Commission In June last year, the Parliamentary Committee of Experts received several appeals from candidates who were removed from the competition in the evaluation phase, which raised the number of applicants to more than 200 Candidate The
Commission appointed to select the new Board of Commissioners, in the month of July, to conduct interviews for a number of candidates after the completion of the interview The Committee of Experts will submit nine names to parliament to vote for them in a final The
Sheikh Taha stresses that "
The committee of experts in the final stages of the selection of nine new commissioners to the Council of the Commission and submit them to the parliament to vote, "revealing" the agreement of the members of the Committee of Experts on the nomination of three candidates for each of the nine seats to compete among them. " The member of the Committee of Experts," The Committee and under this agreement Will choose 27 candidates from among the candidates and add three candidates from the minority, to move to the final stage and the final selection of names to be identified before the parliament. "
But the deputy state law says that" the parliamentary committee did not agree on the mechanism to be adopted in the selection of nine candidates from Between tha Candidate yen , "expected" the adoption of the corresponding method, testing, certification and professional competence and to provide nine candidates for parliament to vote on them. "
And formed a committee of experts from 29 members to choose the members of the Electoral Commission in the month of January. The National Alliance won 14 seats, compared with 7 seats for the Sunni constituency, 6 seats for the Kurds, and two seats for each of the Turkmen and Christian components.
The parliamentary committee of experts is trying to resolve this complex mechanism for the selection of nine candidates for the Council of the Electoral Commission within the next two weeks to be names ready to vote in Parliament next September, which coincides with the end of the current mandate of the Commission.
However, there are differences still considered by the political parties for a solution, including the distribution of these seats between blocks and components. The dispute over the expansion of the council's seats to 11 seats still continues, with the participation of Yazidis and Christians.
There is considerable disagreement between the Turkmen Front and the National Alliance about the seat reserved for representatives of the component.
The head of the Turkmen Front, Arshad al-Salhi, warns of these attempts, which he described as unjustified, stressing that "the seat allocated to the Turkmen is a red line and can not be converted to Kota."
"The Turkmen component refuses to grant the Turkmen seat and give it to Sunni or Shiite forces," Salhi said in a statement. "The parliamentary committee of experts will select a board of commissioners representing all the components and maintaining their representation."
The House completed the first reading of the amendment to the law of the Electoral Commission, in the session last week, in order to ensure a broad representation of components according to Article 125 of the Iraqi Constitution.
MP Salim Shawqi, member of the legal committee, said that "the amendment of the law of the Electoral Commission is still under discussion and negotiation within the House of Representatives on increasing the number of seats of the Board of Commissioners to (11) seats to ensure representation of all minorities and components."
"There is a political consensus to pass this amendment in the House of Representatives because the presence of all components will ensure the neutrality of the elections," he said, adding that "

Electoral Commission: Our members expelled from the candidacy are entitled to appeal before the courts

 Baghdad / Mohammed Sabah

The Electoral Commission intends to proceed with the distribution of the voter card in five governorates immediately after the holiday.
The Commission announced that it would soon receive the second meal of the acceleration of the results of the 10,000 devices out of the 59 thousand contracted with a South Korean company.

The Commission confirmed the right of its members, who were expelled by the Committee of Experts to appeal the decision to prevent their re-candidacy to the Council of the Commission. In the meantime, an outgoing member of the panel of experts revealed that "political consensus" prevented two members of the commission from meeting their papers to the committee.
As part of its preparations for the elections, the Commission revealed the granting of establishment leave to 190 parties that completed registration procedures.
"Preparations are under way to complete all the procedures and logistical preparations for holding local and parliamentary elections in April by relying on new and sophisticated systems for the success of the next ballot," said Srebast Mustafa, head of the Electoral Commission's council.
On August 7, the House of Representatives voted to merge local elections with parliamentary elections within a paragraph of the provincial, district and district elections law.
"The Electoral Commission has received 10,000 electronic devices to speed up the announcement of the results, and has been fully tested and waiting in the next few weeks to enter the second meal of these devices, which is estimated at 10 thousand devices also."
The chairman of the Electoral Commission said that "each meal will include ten thousand devices will arrive successively until the completion of all meals by the manufacturer," adding that "these devices will accelerate the announcement of the election results after two hours of the closure of stations."
The Electoral Commission has submitted, in early August, a presentation of the counting and sorting system to be used during the upcoming elections. "It works by relying on the VSAT, which will connect the speeding devices directly to the satellites, which in turn transmit data from the polling stations to the national center within a few seconds.
"The number of these electronic devices that will enter the upcoming elections and the contractor estimated at 598 thousand devices, will be distributed to all stations ranging between 55-56 thousand stations in all provinces of Iraq," pointing out that "the work is continuing and will not stop for Creating all the conditions for the next election carnival. "
In February, the election commission revealed its intention to replicate South Korea's experience in running the next election by contracting 59,000 units in order to switch to "electronic voting", speed up vote counting and announce results within a short time.
The official in the Electoral Commission that "the cadres of the Commission will be after the Eid holiday distributed voter card in five provinces are Karbala Najaf, Diwaniyah, Babylon and Muthanna"
"There are three members who did not submit their curricula vitae to the parliamentary committee, and two candidates withdrew their nominations, in return for only four members who submitted their names as candidates before the committee," says the chairman of the commission.
"The committee of parliamentary experts met two of these members advanced and excluded two others without knowing the reasons," adding that "the excluded have the right to appeal the decisions of the parliamentary committee being contrary to the law of the Electoral Commission."
"Work in the department and in all sections of the Commission is ongoing and will not stop," said Sa'ad al-Badli, director of the party's departments department. He said that "109 parties have been granted leave to form parties after completing all their procedures and belongings."
Al-Abdali said in a statement to Al-Mada, "There are 281 applications received from different parties to the registration of parties, demanding the granting of licenses to establish," noting that "the old applications are estimated at 132 applications and the rest are recent requests." "There are 150 applications out of all these requests, which are serious and updated applications, 109 of which have been granted a founding leave, and the remaining 40 applications will only be approved in the coming periods," the party department official said.
In turn, MP Mohammed Nuri al-Abdrabah, a member resigned from the Committee of Experts, that "the Committee of Experts met both Katae Zobaie and Gulshan Kamel, who were excluded from the final list," pointing out that "political consensus contributed to prevent two other members of the audience to the specific interview, Was Muqdad al-Sharifi.
