For his part, the leader of the Kurdistan Democratic Party, Wafaa Muhammad Karim, said, "Until now, there is no political consensus to pass the budget law during next Thursday's session. The objection to the Finance Committee's amendments still exists and cannot be reversed, as it violates the law and the constitution, and the political agreement." As a result, the government of Muhammad Shia al-Sudani was formed.

And Karim indicated that "setting a date for the voting session on the budget law does not mean passing the law," adding that "we believe that there will be great difficulty in passing this law without a prior political agreement to pass it."

He pointed out that "the Kurdistan Democratic Party has allies from the Sunni and even Shiite blocs, which can boycott the session and break the quorum to prevent the passage of the law, in the absence of any political agreement on it."

He added that "dialogues and endeavors are continuing by the political parties to reach consensus and agreement on passing the budget law," stressing that "other than the agreement, there is difficulty in the issue of passing the budget law."

He stressed that "the Kurdistan Democratic Party has legal and political ways to prevent imposing the will to pass the budget law, in a way that opposes and violates the political agreement and the constitution."

During the past days, the Kurdistan Regional Government of Iraq has expressed its refusal to hold a voting session on the country's financial budget law for the year 2023, in the event that what it called "the dues of the region" is prejudiced, considering that the commitment to the political agreements that preceded the formation of the government of Muhammad Shia' al-Sudani is a condition for voting on the law.

And the Speaker of the Iraqi Parliament, Muhammad al-Halbousi, confirmed last week that Parliament will vote on the draft financial budget law for the current year 2023, and that all observations will be resolved, except that the discussions that the Parliamentary Finance Committee is conducting regarding some paragraphs of the law, especially with regard to the file of exporting the region’s oil. It angered the Kurds, who considered it political attempts that contradicted previous agreements, which brought the balance back into the circle of political debate.

ERBIL, Kurdistan Region - The Iraqi parliament will convene on Thursday to vote on the country’s highly-awaited budget bill, after almost three months of studying the draft.

The Iraqi council of ministers approved the federal budget bill for the years 2023, 2024, and 2025 in March, and sent the draft to the legislature. The parliament was set to vote on the budget on May 27, but disagreements within the finance committee, concerning amendments relating to the Kurdistan Region, prevented the legislature from carrying out of the process.

The finance committee is yet to reach an agreement on the divisive amendments, but is set to meet on Wednesday to discuss the latest updates, according to Jamal Kochar, a Kurdish member of the committee.

The 2023 budget includes a record $152 billion in spending, 12.6 percent of which is allocated for the Kurdistan Region.

“We have high hopes in the representatives of the people playing their part in voting for an ambitious budget seeking to provide a free, generous life for all Iraqis,” tweeted Hisham al-Rikabi, media advisor to Prime Minister Mohammed Shia’ al-Sudani, 

Iraq did not have a budget law in 2022 amid political uncertainty after the 2021 election. The lack of a budget jeopardized the oil-dependent economy with Baghdad prevented from taking advantage of soaring oil prices following Russia's invasion of Ukraine to combat poverty and bring much-needed economic stability.

Atwan al-Atwani, head of the Iraqi parliament’s finance committee, told Iraqi state media in March that the new budget bill sets the minimum nominal wage at 425,000 dinars ($275), adding that lower grade salaries will increase by 150 percent according to the new scale.

Iraq’s Finance Minister Taif Sami has said that the bill will prioritize developmental projects and the country’s less fortunate groups.

President Abdul Latif Jamal Rashid stressed on Wednesday the need for members of the parliament to issue a clear and final decision on adopting the budget.
 
A statement by the Presidency of the Republic received by the Iraqi News Agency (INA), stated that "our people are following with interest the adoption of the budget as an important step towards securing the requirements of construction in our country and the start of the implementation of development and completion of services needed by various cities and provinces," welcoming "the convening of the session of the parliament tomorrow, Thursday, in order to adopt the budget."
 
"We appreciate the efforts of the cabinet and the parliament in moving towards the completion of the adoption of the budget, as we will work to approve it," he said, stressing that "any delay would hinder the work and activities of the government, and would harm the needs of citizens."
 
"We expect a clear and final decision from the members of the parliament on adopting the budget to meet the major responsibilities and tasks that must be carried out in a way that meets the aspirations of the people, raises the standard of living and services, and ensures the effective implementation of the budget items in development and reconstruction plans," he said.

Iraqi President Abdul Latif Jamal Rashid vowed on Wednesday to approve the draft budget law if it is approved on Thursday by the House of Representatives, warning at the same time of delaying it further, which leads to obstructing the work of the government, and harming citizens.

"Our people are following with interest the adoption of the budget as an important step towards securing the requirements of construction and reconstruction in our country and starting the implementation of development and completing the services needed by various cities and governorates," Rashid said in a statement today.

 

 

The President of Iraq welcomed the convening of the session of the Council of Representatives tomorrow, Thursday, in order to approve the budget, praising at the same time the efforts of the Council of Ministers and the Council of Representatives in progress towards completing its approval.

Rashid said: "We will work to ratify it, and in this regard we confirm that any delay will hinder the work and activities of the government, and will harm the needs of citizens."

"We expect a clear and final decision from the members of the House of Representatives on approving the budget in order to meet the major responsibilities and tasks that must be carried out in a way that meets the aspirations of the people, raises the standard of living and services, and ensures the effective implementation of the budget items in development and reconstruction plans," he said.

 

The Iraqi Council of Representatives had set Thursday, the eighth of June, as the date for holding a voting session on the draft federal budget law for the fiscal years (2023, 2024, 2025).

The Parliamentary Finance Committee voted on several amendments related to the Kurdistan Region, including an amendment to Article (13-II-A), which stipulated the commitment of the Kurdistan Region to export at least 400,400 barrels of oil per day, while this paragraph after the amendment stipulates that the region delivers crude oil produced in its fields at a rate of not less than <>,<> barrels per day to the Ministry of Oil for export through the state company (SOMO), or used locally in Iraqi refineries.

It is noteworthy that the presidency and the Kurdistan Regional Government have recently objected to amendments to the paragraphs related to the region in the financial budget that the Iraqi Council of Representatives seeks to approve, describing them as contrary to the laws, the constitution and the agreements concluded between Erbil and Baghdad, which resulted in the formation of the current federal government headed by Muhammad Shia Al-Sudani.

The President of the Kurdistan Region, Nechirvan Barzani, has expressed "deep concern", which he called the changes that affected the paragraphs of the draft Iraqi budget law related to the constitutional rights of the Kurdistan Region, and said that he rejects them "completely."

Before that, the President of the Kurdistan Regional Government, Masrour Barzani, said that "a group in the Finance Committee of the Iraqi Council of Representatives made changes to the draft federal budget, violating a prior agreement we concluded with His Excellency Prime Minister Muhammad Shia Al-Sudani and his government," noting that "the agreement, which is the cornerstone of cooperation between Erbil and Baghdad, and everyone must respect its terms."

The Parliamentary Finance Committee recently voted to oblige the Kurdistan Region to pay 10% of the salaries deducted monthly to its employees, including the budget amendments being discussed.

A member of the parliamentary finance committee, Mustafa Sanad, also confirmed the committee's vote to amend paragraphs related to the region in the budget law, related to the delivery of oil, while pointing to the withdrawal of deputies of the Democratic Party bloc from the meeting.
