Today, Monday, the head of the State of Law parliamentary bloc, Atwan Al-Atwani, called on the Presidency of the House of Representatives to expedite holding a special session to vote on the general budget.

Al-Atwani said in a statement: "We renew our call to the presidency of the House of Representatives in order to expedite the convening of a special session, to vote on the budget, during the current week."

He added, "In the State of Law coalition, and after relying on God, we have completed the step of collecting parliamentary signatures in order to resolve the matter, and we have achieved the required number to set the date for the parliament session to approve the budget during the next two days."

The representative of the "State Forces" coalition, Ali Al-Bindawi, said, in a statement received by Shafaq News agency, "The draft budget law has reached the (State Forces) coalition, to be studied and to discuss the sticking points with the Kurdistan Region."

 

He added, "We have not yet been informed of the date of presenting the budget to the House of Representatives, as the fundamental disagreement that appears with each budget is with the region, and the budget file will be completed during the current or next week at the latest."

 

For his part, the representative of the State of Law Coalition, Yasser al-Maliki, confirmed in a tweet on Twitter that, "After strenuous efforts, the signatures of the representatives of the State of Law coalition were collected to determine the voting session on the budget during the next two days."

 

Shafaq News Agency has seen a document showing the signatures of 16 deputies requesting a special session to vote on the general budget during the current week, and the campaign to collect signatures is led by independent MP Hadi Al-Salami.

 

The draft Iraqi financial budget law for the year 2023 is still stagnating after entering its sixth month of the current year, and despite the Parliamentary Finance Committee deciding most of the budget articles and the House of Representatives announcing the scheduling of its approval last Saturday, an emergency dispute over some of its items led to the postponement of voting on it until further notice. .

 

The Kurdistan Democratic Party and the Kurdistan Islamic Union withdrew from the meetings of the Finance Committee last Thursday, in protest of an amendment to Articles 13 and 14 of the Budget Law, as considered by the Kurdistan Democratic Party; A coup against the political agreements that led to the formation of the "State Administration" coalition and the formation of the current government led by Muhammad Shia'a al-Sudani.

 

And the Parliamentary Finance Committee voted on several amendments related to the Kurdistan Region, including an amendment in Article (13-Second-A), which stipulated the commitment of the Kurdistan Region to export at least 400 thousand barrels of oil per day, while this paragraph became after the amendment It stipulates that the region hand over the crude oil produced in its fields at a rate of no less than 400,000 barrels per day to the Ministry of Oil for export through the state company (SOMO), or for use locally in Iraqi refineries.

It is noteworthy that the Kurdistan Regional Government has recently objected to the amendments made to the paragraphs related to the region in the financial budget that the Iraqi Parliament seeks to approve, describing it as a violation of the laws, the constitution and the agreements concluded between Erbil and Baghdad. 

On the 13th of last March, the Council of Ministers approved the largest financial budget in the history of the country, which exceeded 197 trillion and 828 billion Iraqi dinars (about 152.2 billion dollars), with a total deficit of 63 trillion Iraqi dinars, taking advantage of the rise in global oil prices, which It constitutes more than 95% of the country's financial revenues, amid objections from financial and legal experts regarding the budget items, but it has not yet been approved due to disagreements.

It is noteworthy that the House of Representatives failed to hold a session to vote on the budget due to the continuing dispute over the share of the Kurdistan region, which refused any amendment regarding it.

I don't remember hearing of collecting signatures for the purpose of determining a date for a budget vote.

 

Personally, I think this is a Red Herring. Most of the recent articles are presented by minority groups that are not getting exactly what they want in the budget and thus all the squawking. 

 

In addition, Nour Al Maliki and his crew (pro Iranian) seem to be driving the budget bus.

 

I think, I hear a Wolf calling in the background, not sure but kinda' sounds like it ...................

And on a matter related to the file, parliamentary and political parties expressed their fears about the impact of the recent "OPEC" decision regarding reducing production for the member states of the organization, led by Iraq, on the revenues generated, and thus a negative impact on the budget.  

  

A member of the Parliamentary Oil and Gas Committee, Bassem Naghimish, said: “The problem is only in the budget for this year 2023, because according to the financial management law, the first year of the three-year budget is obligatory, and in the subsequent two years the budget is optional and can be amended with a proposal from the Finance and Planning and the approval of the Council of Ministers.” And the representatives, so the fear is only from this year, and as for the next year, there may be an adjustment to the price of the barrel or the budget number.  

  

And he indicated that "the current problem is also related to calculating the export of oil from the region at the rate of 400,000 barrels in the budget. If this process does not proceed, this amount can be directed internally in the domestic consumption in the refineries, because not exporting it causes a big problem, as it will increase the deficit."  

  

On the other hand, a member of the Parliamentary Reconstruction and Services Committee, Zuhair al-Fatlawi, said: “The committee is following up on lagging projects and new projects that have been suspended due to the lack of approval of the budget,” noting that “many old and new projects are awaiting approval of the budget.”  

  

As for the member of the committee, Representative Alaa Sukkar, he said: “The government must follow up on its stalled or lag-digging projects, and coordinate with the Reconstruction and Services Committee, which prepared plans to follow up and monitor stalled projects, including strategic projects, and their completion is in the public interest.”  

  

He stressed that "the government's work towards implementing the government program is good and continuous, and it is working on many economic directions and implementing projects, the most important of which is the (development path), which is a new artery for the Iraqi economy, in addition to being a major engine for large strategic projects that generate large funds in the public budget." .
