Political expert, Munqeth Dagher, described the speech of the Prime Minister-designate, Mustafa al-Kazemi, to the people as a "good start."


Dagher told Al-Ikhbaria that "Al-Kazimi's speech yesterday was brief but strong and decisive, as the sovereignty of Iraq was confirmed, fair elections were held and the Iraqi dignity was not violated."


He added, "Al-Kazemi stressed the fulfillment of the demands of the demonstrators, and the most important limitation of arms to the state’s hands was only the most important message."

An informed political source revealed that the Prime Minister-designate, Mustafa Al-Kazemi, will present his government program to parliament within 10 days.
 

 
The source told "Al-Ikhbaria" that "the Prime Minister-designate, Mustafa Al-Kazemi, will choose the ministerial formation and write the government program to present it to the Presidency of the House of Representatives within a maximum period of 10 days."
 
He added, "Al-Kazemi chose to specify the names of his cabinet, which includes a large number of competent personalities and they have never held any political position."

The economy

With the significant drop in oil prices, Iraq faces a major problem that may prevent it from paying the salaries of its 6.5 million employees and retirees, according to statements made by the Minister of Finance in mid-2019.Global oil prices have fallen to the lowest level in 18 years, after demand has decreased On the product due to the Corona epidemic, and also because of a "price war" between Saudi Arabia and Russia that dumped markets. Without salaries, the market could be crippled in Iraq. But the problem may be much deeper, according to economists.

The burden of government expenses was very heavy on Iraq even before the oil crisis, and the solution was to reduce it, but the rentier Iraqi financial system prevents this, so the other solution was to float the dinar, according to these experts. Floating a dinar means abolishing state support for the currency by selling it at subsidized prices in the exchange market, which did not happen. According to these economists, "the economic crisis will be the most important thing facing the Prime Minister-designate," especially at a time when the country faces great potential for recession due to the disruption of measures to prevent the spread of Corona disease, for economic life.

The conflict between the United States and Iran

Before the end of last year began the American-Iranian tension out of control, and the escalation reached dangerous borders after the killing of the commander of the Iranian Revolutionary Guards, Qassem Soleimani, with an American strike in early January, in response to the bombing of American camps. Iran responded by bombing a US base in Iraq with ballistic missiles, and the bombing of US bases in Iraq continued until recently, before the United States moved its soldiers to two main bases in the west of the country. It said it would deploy Patriot missiles to protect these bases. According to Iraqi journalist Ahmed Hussein, the next Iraqi prime minister will have to walk with caution in the "minefields of conflicting international wills in Iraq, especially after the weak stances of his predecessor, Adel Abdul-Mahdi, who issued statements condemning the actions of the combatants, without being able to control the movement which one of them".

The Fugitive Weapon

Al-Kazemi pledged to confine arms to the state. Corona

The United States and Europe have lost more than a trillion dollars so far because of the virus, and there are expectations that this loss will double. In Iraq, the country is under strict curfew to try to control the spread of the disease, and according to the Iraqi Ministry of Health, more than 1,200 injuries and 69 deaths have been recorded in the country so far. In light of the oil crisis, the blow to the already weak Iraqi private sector, and the lack of medical equipment, hospitals and respirators, the next prime minister will face a difficult health challenge.

A source close to Al-Kazemi, “The Prime Minister will work to mobilize all available efforts to confront the epidemic, the efforts of health cadres, security cadres, civil society organizations and voluntary bodies. Political accommodation 

The political consensus produced the government of Adel Abdul Mahdi, and before that the Abadi government, and the two, like Al-Kazemi, did not qualify for the position through the ballot box, but rather with political will. While the Al-Abadi Ministry’s circumstance was exceptional because of the ISIS challenge, political forces did not explicitly support Abdul Mahdi when his government came under the challenge of the demonstrations. Rather, one of those who brought him to power, Muqtada al-Sadr, turned against him explicitly when his popular movement participated in the demonstrations, and he began In the nomination of alternative names for Abdel-Mahdi. Without a political bloc, it will be difficult for Al-Kazemi to impose difficult decisions on parliament or at least to negotiate their implementation.

The demonstrators and the street

Months ago, Al-Kazemi's name emerged as a candidate for prime minister, and the protesters responded quickly, bearing pictures of him bearing an X in the square, as a sign of the protesters' refusal to nominate him. Immediately after the announcement of his assignment, the remaining demonstrators, whom Corona dispersed, gathered quickly, to announce his rejection of the scene. While the Corona virus has virtually ended the demonstrations, Iraqi activists are coordinating a new round "after getting rid of the virus." During this period, Iraqi activist Muhannad Jawad says, "It may be a blessing for Al-Kazemi if he exploits it to win the street." Weak, and unstable political situation."  The demonstrators are demanding the preparation of early elections, the reform of the electoral law, and the presentation of the killers of the demonstrators to the judiciary, "as a criterion for their withdrawal from the squares."

Al-Kazemi did not mention any of these demands in his acceptance letter to the commission, unlike the previous commissioner, Adnan Zarfi, who also mentioned these demands in his letter of apology for the assignment, hinting that it is one of the reasons for his rejection by the political blocs.
