The sources said that the security forces carried out a pre-emptive operation based on intelligence information about the activity of Daish in a village in the province of Kirkuk, ended with the elimination of the largest cell of the terrorist organization composed of 14 elements, including the official cell 'Abu Anas Iraqi'.

The Joint Operations Command denied reports by some media and social networking sites about an agreement between Peshmerga forces and the International Alliance to review plans to protect Kirkuk and the disputed areas. 
The leadership explained that the security situation in the province of Kirkuk and the disputed areas are within the responsibility of the Iraqi federal forces and that the security forces impose full control over those areas and does not enter the coalition forces in this regard. 
She added that the security forces have developed a comprehensive and integrated plans to control security and promote stability in Kirkuk and other Iraqi provinces, and that there is a great intelligence efforts by the security services to eliminate the sleeper terrorist cells and criminal elements.
The statement pointed out that there is a great welcome by the people of Kirkuk security forces and the achievements of great security in them.

The Kurdistan Regional Government did not issue any official statement on the meeting and the issues in it. 

Graham met with Turkish President Recep Tayyip Erdoğan last Saturday, then visited the northern city of Manbaj on Monday, where he met with the Manbaj military council.

The Iraqi Defense Ministry today denied news of an agreement between the Peshmerga and the US-led international coalition to review plans to protect Kirkuk province and disputed areas.

The Peshmerga said in a statement yesterday that it agreed with the international coalition led by Washington, to review the military plans for the disputed areas in the north of the country, following a meeting in Erbil, between officials of the Peshmerga and representatives of the International Alliance.

A statement issued by the Center for Security Information that the security situation in Kirkuk and the disputed areas "within the responsibility of the federal forces, and security forces impose full control over those areas, and the coalition forces in this regard."

The statement added that the security forces have developed a comprehensive and integrated plans to control security and promote stability in Kirkuk and other provinces, and that significant intelligence efforts by the security services to eliminate the sleeper terrorist cells and criminal elements.

He pointed out that "public opinion noted that there is a great welcome from the people of Kirkuk security forces and the achievements of great security in them."

In recent months, terrorist activity has increased significantly in the disputed areas between Baghdad and Erbil, particularly in the province of Kirkuk.

The Peshmerga dominated most areas of conflict with Baghdad until it was taken out by Iraqi forces last October, following the Northern Territory's referendum on secession from Iraq, which was met with domestic and international rejection.

Before the invasion of the "preachers" to northern Iraq and the West, these areas were administered jointly by the Peshmerga and Iraqi forces, and the regional forces want to return to those areas.

The Da'ash attacks reflect the challenge facing the Iraqi government, which announced a "victory" over the organization with the restoration of its entire territory late last year after a three-year war.

US Senator Lindsey Graham said Wednesday that the security situation in Iraq had improved significantly and that the Iraqi army had been built. 

"My impression of the security situation in Iraq has improved dramatically," Graham told a news conference at the US embassy in Baghdad. "Everyone remembers the collapse of the security forces in front of Da'ash." 

"We say to Iraq that your army has been built," he said. "It is difficult to defeat a preacher in Iraq unless there is an American presence in Syria and Iraq." 

"I tell my colleagues in America that the Iraqi security forces need US forces," he said, pointing out that "the American point of view is our presence if the Iraqi people want it and I think he wants it." 

"The last three years have killed 14 Americans," he said, adding that 'today we have a small part of the troops and the number of casualties has decreased significantly'.

"The war is not getting much attention in our country," he said. "We can not destroy it with a strong economy and a good education system."

He added that 'I met Abadi yesterday and work is forming the government,' noting that 'turnout in the elections is low and corruption is rampant'. 

"We have talked to Abadi and political leaders that the government is formed by the Iraqis and not by America, Iran, Saudi Arabia and Turkey." 

He said  Graham  that 'Turkey is possible that the stabilizing force in the region to have the fear of Syria and spoke with Erdogan that the presence of America in Syria and Iraq to the stability of the region'.

The Ministry of Finance and Economy of the Kurdistan Regional Government (KRG) said on Wednesday that education will be the second ministry in the ranking of the first list of the salary distribution schedule starting next month.

This comes after the teachers and teachers in the Kurdistan Region expressed concern about the lack of receipt of the Ministry of Education within the salary scale announced yesterday.

The Cabinet discusses the revenues and expenses of oil and gas in the Kurdistan Region
 

The Council of Ministers of the Kurdistan Region, on Wednesday, the revenues and expenditures of oil and gas in the region, in addition to issues of higher education and other topics.

The Council held a meeting this morning, chaired by Nechirvan Barzani, Prime Minister of the Kurdistan Region.

The first part of the meeting discussed the steps of the government in the field of reform in the oil and gas sector and its continuation, and audit the revenues and expenditures of the oil and gas sector in the Kurdistan Region, where Deloitte submitted its report for the last six months of 2017 and the first three months of 2018 to the Council of Ministers, The Council then discussed the two reports and decided to publish their details in the next few days, according to a government statement.

In the second part of the meeting, the Minister of Higher Education and Scientific Research presented a report on the revenues and expenditures of the ministry, within the framework of the decision of the Council of Ministers to rely on self-financing to increase the revenues and other financial resources of the universities and institutions of the ministry. He explained in the report details of all revenues and expenses of the ministry between 2014 and 2018.

The Cabinet commended the steps taken by the Ministry of Higher Education. The Ministries of Finance, Economy, Higher Education and Scientific Research were assigned to coordinate between them and organize such revenues and expenses according to the financial instructions.

At the end of the meeting, Dr. Amang Rahim, Secretary of the Council of Ministers, briefed the Cabinet on the lawsuit filed by the Iraqi Ministry of Oil against the Ministry of Natural Resources in the Region at the Federal Supreme Court.

Governor of Baghdad Atwan al-Atwshi has visited Erbil and met its governor Nurad Hadi as well as other senior officials in the province.
The two sides discussed boosting cooperation on economic and security issues.
According to a statement, Baghdad governor discussed with Kurdish interior minister Karim Sanjari the nature of security challenges facing Iraq.
They also asserted necessity of strengthening cooperation to face ISIS remnants.

The Shiite-led Iraqi government is trying to force a demographic change in 500 Kurdish villages across northern Iraq’s disputed Kirkuk province, arming and resettling thousands of Shiite Arabs in the region, a Kurdish mayor reportedly claimed this week.

Backed by Iran-allied Shiite militias in October 2017, the Iraqi military overran Kirkuk after Kurds in the semi-autonomous Kurdistan Regional Government (KRG) overwhelmingly approved an independence referendum.

In the wake of Kirkuk’s fall to Baghdad, Luqman Hussein, the mayor of the Sargaran subdistrict of the Dibis district in Kirkuk, repeatedly warned that Baghdad is trying to impose “Arabization” against the local Kurds through the Iraqi government-appointed governor of the region.

 

Goran Abdulla, a Kirkuk-based Kurdish activist, told Kurdistan 24 that following the Oct. 16 events, Baghdad-appointed provincial Gov. Rakan Saeed “has led a systematic process of Arabization and Shiafication of the contested region.”

Both Baghdad and the KRG claim ownership of Kirkuk.

“Since the Oct. 16 events, the Baghdad-imposed governor of Kirkuk brought thousands of Arabs to the Dibis and Sargaran areas,” the Kurdish mayor declared in a statement issued Tuesday, noting that the Iraqi government has armed and resettled in the Kurdish villages, Kurdistan 24 reports.

The mayor for months has accused Baghdad of bringing Arabs into Kirkuk and allowing them to seize land.

 

“Hussein claimed 500 Kurdish villages in the areas of Dibis, Sargaran, Perde, Hasar, Shwan, Laylan, Trkalan, Daquq, and Topzawa face the threat of Arabization by the local authorities in Kirkuk Province,” Kurdistan 24 reports.

Echoing Hussein, Abdulla reportedly cautioned, “The resettling of 17,640 Arab families to Kirkuk city center threatens to change the demography of the city … noting that 3,024 of those families were brought from outside of the province.”

In January, Hussein accused Shite Iraqi Prime Minister Haider al-Abadi of backing “Arabization policies against the Kurdish population in Kirkuk.”

For months now, Hussein has been urging the KRG to take action against the “Arabization” of Kirkuk, historically home to a diverse population of Kurds, Arabs, Turkmen, and other groups.

 
Except for Israel, all Middle Eastern countries and the United States came out against the KRG’s efforts to break away from Baghdad and become an independent state.

Historically, neighboring Iran, Turkey, and Syria have all opposed Iraqi Kurdistan independence as they fear the desire for a sovereign state would spread to their own Kurdish populations.

Syrian Kurds have also accused Ankara of imposing “Arabization” in northern Syria, which borders Turkey.
