Abadi said that the government should speak clearly with the people about the funds and the future of the country, and expressed his readiness to work to reach solutions that facilitate the process of passing the federal budget as soon as possible

 

Abadi said: We want equality and justice in the distribution of resources, we must provide security and services for the return of displaced persons and the distribution of voter cards, and the Council of Ministers launched yesterday the financial allocations to the Electoral Commission.

Prime Minister Haider al-Abbadi on Wednesday stressed the adoption of population ratios on the share of Kurdistan region in the budget, noting that there is no objection to the launch of petrodollars to the oil-producing provinces.

Abadi said during a meeting of the House of Representatives to discuss the budget that "the adoption of the share of Kurdistan in the budget was through population ratios," indicating "we want equality and justice in the distribution of resources."


"We have to provide security and services for the return of displaced persons and the distribution of voter cards," Abadi said, adding that "the Council of Ministers launched yesterday the financial allocations to the Electoral Commission."

He added that "there is no objection to the release of petrodollars to the oil-producing provinces of Amara, Basra, Nasiriyah, Wasit and Kirkuk," calling on the House of Representatives to "transfer the necessary funds and no objection by us."

"We can not now increase the budget deficit, because we have to speak clearly with people about the money and the future of the country," Abadi said, adding that "it is better to discuss with the committees and are ready to work to find solutions to pass the federal budget as soon as possible."

Abadi said, "I will sit with the provincial deputies in the liberated areas and the deputies of oil-producing provinces and deputies of the region, to reach an agreement on all the problems of each group."

The Prime Minister Haider Abadi arrived on Wednesday to the parliament building to discuss the budget law with members of the House of Representatives.

The financial budget for 2018 will be discussed in today's session in the presence of Prime Minister Haider Abadi. 
"There are political differences over the draft law; the share of Kurds, the share of the producing provinces, the share of the liberated provinces, in addition to constitutional and legislative issues regarding the quota of Kurds because they must be as needed," Haider told twilight news. 
And "increase the sovereign expenditure in the current law irrationally and reduce the salaries of the province and social welfare by one third compared to 2017." 
He ruled out passing the budget "because of these fundamental remarks," and felt that "it would be a major obstacle to pass if not handled by the government." 
The Iraqi Prime Minister Haider Abadi said he will participate in the parliament session Wednesday to discuss the issue of the federal budget for 2018.
Abadi said during his weekly press conference yesterday his readiness to cooperate with the House of Representatives and its competent committees to pass the budget, which hinder the differences of political blocs ratified, despite the arrival of parliament from the government last month. 
The adoption of the budget objections by the Kurds to reduce the proportion allocated to them from 17 percent as decided by the budgets of the past years to 12.67 during the current year, which is one of the measures taken by the federal government against the authorities of the Kurdistan region following a referendum on the separation on September 25 last. 
For their part, the Sunni MPs demand the allocation of funds to return the displaced and enable them to participate in the next general elections. 
The southern oil-producing provinces of Basra, Thi Qaromisan and Wasit are also demanding $ 5 per barrel of oil produced.
The total value of the general budget of Iraq for the year 2018 amounted to about 85.33 trillion dinars (71.65 billion dollars) deficit of 22.78 trillion dinars (19.13 billion dollars). 
The documents of the draft budget law on reducing the share of the Kurdistan region of the total budget from 17% to 12.67%, allocated for current expenditures and investment projects in the provinces of the region. 
The budget included a price of 43.4 dollars per barrel of oil, with a capacity of 3.89 million barrels to top oil revenues and mineral wealth revenues close to 73 trillion Iraqi dinars (70 billion dollars). 
Abbadi had previously described the budget of 2018 as an austerity directed to reduce government expenditures for presidencies and ministries and to secure wages and salaries of state employees.

Hosted the House of Representatives in the ninth ordinary session of the second legislative term of the fourth legislative year held under the chairmanship of Dr. Salim Jubouri, Speaker of the House of Representatives and the presence of 166 deputies on Wednesday 31/1/2018, Mr. Haider Abadi, Prime Minister to discuss the federal budget for 2018 and ended reading four laws .

At the beginning of the session, the Council hosted Mr. Haider Abadi, Prime Minister to discuss the federal budget for 2018.

He welcomed President Jubouri on behalf of the Council in the presence of Mr. Abadi and the advanced cadre of the Ministry of Finance to the meeting of the House of Representatives to discuss the financial budget because of its importance to the Iraqi people.

The Council voted that the discussion session of the budget of 2018 a secret meeting at the request of a number of deputies.

In turn, the President of the Council pointed out that the needs of the affected provinces and oil-producing provinces and the provinces of Kurdistan will be discussed with their representatives in the Council and the committees concerned, pointing to the possibility of hosting the Prime Minister in a plenary session after the completion of the debate on the budget law.

The council voted to add the agenda of the eighth session to vote on bills on the agenda of today's session.

On the other hand, the Council completed the first reading of the draft law amending the first law of integrity submitted by the Integrity and Legal Commissions for the purpose of extending the powers of the Integrity Commission to crimes committed in unions and trade unions, non-governmental organizations and professional associations and to respond to Iraq's international obligations.

The Council concluded the first reading of the draft law on the prevention of firing of firecrackers on occasions, submitted by the Legal Committee in order to preserve the safety, health and safety of citizens and to prevent and punish those who fired shots in situations other than those permitted by law.

The Council completed the first reading of the proposed law of the second amendment to the law of elections of the Iraqi Council of Representatives No. 45 of 2013 and submitted by the Legal Committee for the purpose of amending the provisions governing the electoral process in proportion to the possibilities available to the Commission and to enable some segments of society to representation in the House of Representatives.

The President pointed out that the amendment of the election law was based on some observations submitted by the Electoral Commission and the technical aspects, including that the Electoral Commission pointed out that the voting process is not electronic, but the process of counting and sorting will be electronic and that the special vote will be distinguished from the general vote, Came on the objections of segments of society, explaining that the Electoral Commission has not yet received any financial allocations from the Ministry of Finance, which would hinder its preparations for the elections.

The Presidency decided to delay the first reading of the proposed law on graft.

The Council completed the first reading the draft law amending the Companies Law No. 21 of 1997 submitted by the Economic and Investment Committees.

The House of Representatives holds the first conference of the numbers of political leaders and diplomats

Under the patronage of Dr. Salim al-Jubouri, Speaker of the Council of Representatives, the Council held on Wednesday 31/1/2018 the first conference of political leaders and diplomats in cooperation with Al-Jisr Center for Training and Human Development and Al-Angham Organization for Training and Humanitarian Assistance under the slogan " Representatives and representatives of a group of civil society organizations and university professors.

The conference was opened by Speaker Angham Al-Shamousi, Chairperson of the Preparatory Committee, in which she called for finding a mechanism for the numbers of political and diplomatic leaders and building specialized academies for the preparation of political competencies, elites and cadres according to the latest programs and similar to military academies specialized in aviation and air force.

She also called for the establishment of a special anti-corruption academy.

She pointed out that one of the most important factors that Iraq needs to prepare a political or diplomatic leader is his ability to achieve the goals he announced to the people in his political speech.

Mr. Alaa Abdul Karim, head of Al-Jisr Organization for Training and Human Development, said in his speech that the current phase in Iraq necessitates the creation of real leaders and the conduct of Iraq towards what it aspires to achieve all its objectives.

He added that the choice of leaders is not easy and needs frameworks and elements available in the right person for this task and commensurate with the magnitude of responsibility on his shoulders.

Dr. Saadoun Jalawi, lecturer at the Faculty of Political Science at the University of Maysan, presented a research entitled "The real leadership conditions, the types of leaders and the environment suitable for the number of leaders."

The conference discussed the main points of the research presented.

The conference ended its work with the following recommendations: - After presenting the idea of calling for the establishment of the Academy of Leadership Development and in order to be a realistic reality and to find leaders of the second category will be a companion and contribute to the formulation of policies and the development of a strategy for good governance in Iraq and to the success of the project, we call for:

1 - the need for continuous communication between the institutions of governance in Iraq and organizations working in the field of development of competencies, especially leadership.

2 - The need to facilitate the work of the Academy in the official government departments in order to increase effectiveness in performance.

3. Coordination between the Council of Representatives and the Government in order to open sessions to create a base of leaders to run state institutions in various fields.

4 - Provide moral and logistical support for such projects by the government and to achieve its objectives.

5 - the need for coordination between the Academy and the relevant Iraqi universities to benefit from the accumulation of experience existing universities.

6 - the need to communicate with the regional and international environment to benefit from other experiences in the field of training leaders.

ERBIL, Kurdistan Region (Kurdistan 24) – Kurdish factions in the Iraqi parliament boycotted the 2018 budget session, saying the bill does not meet their demands and fails to provide the Kurdistan Region with its constitutionally-enshrined share of the budget.

In a joint statement, Kurdish factions in the Iraqi parliament, who hold over 60 seats, declared they had boycotted the 2018 budget session on Wednesday.

Muthanna Amin, a Kurdish lawmaker who read the statement at a press conference in Baghdad, said they had requested a meeting with the Prime Minister of Iraq, Haider al-Abadi, to discuss the constitutionality of the bill and present the demands of the people of the Kurdistan Region people. The Prime Minister’s office declined the meeting.

After the removal of the authoritarian regime in Iraq in 2003, Kurds agreed with Iraqi officials that the Kurdistan Region’s budget share stood at 17 percent to reflect the needs of its population. Kurdish officials have asserted never to have received the full 17 percent in the past decade, and the share was reduced to 12 percent in the 2018 bill.

Abadi did not meet with the Kurdish parliamentarians, repeatedly delaying the meeting for later this week. They viewed his presence at the budget bill’s session in the Iraqi Parliament as “political flaunting,” Amin said.

He mentioned that the Kurdish lawmakers would not vote for the bill unless changes are made to the Kurdistan Region’s share. Sunnis have also expressed concerns and are against the current budget draft.

Arafat Karam, the head of the largest Kurdish bloc, the Kurdistan Democratic Party (KDP), told Kurdistan 24 they agreed with the Parliamentary Speaker who called on Abadi to first meet with the head of parliament factions and the Financial Committee to hear out concerns. The first reading of the budget took place on Monday, and “unfortunately [the meetings] did not happen, and today he attended parliament, a political spectacle for the upcoming elections.”

Karam added that the Kurdish blocs had asked Abadi to make other changes to the bill, opposing the terminology used in the draft such as “the provincial governments in northern Iraq” in reference to the Kurdistan Region, or the financial separation of Halabja Province from the region’s budget, among other demands. None were implemented.

Karam noted that if the bill fails to receive enough votes, it would negatively affect the government and the efforts of international organizations lending money to Iraq and investors.

Kurdish officials have asserted the cutting of the Kurdistan Region’s budget share was another retaliatory measure to the Sep. 25, 2017 referendum on independence. Baghdad has imposed a series of collective punishments on the region, including an international flight ban.

Head of Patriotic Union of Kurdistan (PUK) bloc in the Iraqi parliament stated that the Iraqi prime minister is not ready to modify the budget proposal for 2018, therefore he boycotted the session.

Arez Abdulla, head of PUK bloc in the Iraqi council of representatives told BasNews that all Kurdish factions boycotted the parliament meeting since Haider al-Abadi, the prime minister of the country does not want to amend the budget proposal for 2018.

“We as the Kurdish factions in the Iraqi parliament have decided to boycott any session that is set up for the issue of the budget since the PM does not listen to our demands,” said Nada Mergasori, a member of the Kurdistan Democratic Party (KDOP) bloc in the Iraqi Parliament.

Mergasori asserted that the Kurdish representatives have already called the Iraqi premier through official letters to revise the question of the budget many times, but his replies were negative which reveals that he proceeds his political interests above the public’s rights.

Hit the nail on the head, TexasMike.  This rates right up there with laws regulating nurses, soccer stadiums and that all important law governing night club bouncers (my personal favorite from 2017). The GOI is treading water as their session comes to an end April 1st ( I think ). Nine sessions in 31 days and nothing to show. And Abadi justifies cutting the Kurd share of the budget based on 'population ration' of the region, even though there has been no census, thousands of IDP are in camps and Article 140 has not been enforced to give an accurate count of population. The whole thing stinks. And don't dare read the law on graft (corruption). Especially 3 months before an election.  Pathetic group. Give them the boot.

The House of Representatives has cut a big way towards passing the budget law, which still faces controversy within the parliament,  especially after the presence of Prime Minister Haider Abadi to a meeting on Wednesday, a move that welcomed the parliament stressed the importance of participation in the resolution and pass the law.

MP Magda al-Tamimi, a member of the Finance Committee, confirmed that the law of deducting $ 5 per barrel is illegal because it is not possible to divide the fixed on the mobile price. This deduction must be a percentage.

He also called on the Prime Minister to facilitate the return of Iraqis stranded in Turkey, while Mr. Abbadi said that the coordination with the Turkish government to issue passports to return Iraqis to their country.

MP Ahmad al-Masari said that the money allocated to the return of the displaced and the reconstruction of their provinces is insufficient, calling for the allocation of sufficient funds in the budget and allocated funds in military operations to free them.

Prime Minister Haider al-Abadi warned that delaying the adoption of the budget will have serious damage to the displaced and to the reconstruction of their liberated and damaged areas and cities.
