Iraqi engineers involved in the construction and maintenance of the Mosul dam in the 1980s have said they fear the structure could collapse within weeks, causing catastrophic flooding that could kill more than one million people.

The Iraqi government on Sunday publicly acknowledged for the first time that the dam was at risk of collapsing and said that a subsequent flood could inundate nearby Mosul before sending an "inland tidal wave" surging down the Tigris River as far as Baghdad, 400kms to the south.

The US embassy also said that the dam, which has required constant maintenance since 1986 because of structural flaws in its foundations, faced “a serious and unprecedented risk of catastrophic failure with little warning” and suggested that a breach could put up to 1.47 mn lives at risk.

But a former chief engineer for the dam told the UK’s Guardian newspaper on Wednesday that the Iraqi government’s advice to residents living along the Tigris to move at least six kilometres from the river and its tributaries and seek higher ground isn’t enough. 

“Nobody knows when it will fail. It could be a year from now. It could be tomorrow,” said Nasrat Adamo, who is now an engineering consultant in Sweden.

The statement issued by Iraqi Prime Minister Haider al-Abadi’s office describing the possibility of collapse as “very unlikely”.

Officials also told Middle East Eye that the situation was under control.

"Maintenance work is ongoing, the situation is under control and the current inventory is equivalent to just one-third of the tank's capacity,” said Mahdi Rasheed, the general director of the Iraqi Dams Company.

"The contingency plan is a routine warning to educate people about this issue, so people will be sure that everything will be okay."

Iraq's Ministry of Water Resources, which is in charge of the country’s dams, has also played concerns and argued that similar warnings had been issued in 2005, 2006 and 2007.

“The dam will be safe as long as the water level is low,” it said.

But an extensive investigation conducted earlier this month by the parliamentary committee of water and agriculture concluded that water levels were expected to rise significantly in March and April and that the “stress on the dam will be increased”.

Adamo said that maintenance work to ensure the structural safety of the dam required at least 300 people working 24 hours a day over three shifts, but that a full workforce with the required machinery had not been in place since the dam was briefly captured by the ISIS terror group in 2014, which still controls nearby Mosul.

"There are perhaps 30 people there now,” he said. “The machines for grouting have been looted. There is no cement supply. They can do nothing. It is going from bad to worse, and it is urgent. All we can do is hold our hearts.”

The Iraqi government has appointed TREVI, an Italian engineering firm, to carry out emergency maintenance work, but some fear the situation may already be out of control.

Nadhir al-Ansari, who worked on the construction of the dam and is now an engineering professor in Sweden, said that rising water levels in April and May caused by melting snow posed a further problem.

“The fact that the bottom outlets are jammed is the thing that really worries us,” he said. “The water level is now 308 metres but it will go up to over 330 metres… I don’t think the dam will withstand that pressure.”

Ansari said that construction of the dam was pushed through despite concerns about the water-soluble bedrock on which it was built because consultants said the structural weakness could be addressed by constant concrete grouting.

Water began seeping through soon after the dam opened in 1986 when it became apparent that the geological issues were worse than had been predicted.

Construction of a second nearby dam intended to prevent a disaster if the Mosul dam failed started in 1988 but the project stalled in 1991 because of economic sanctions imposed on Iraq as a result of the first Persian Gulf War.

Iraq has signed a contract with Italy's Trevi Group worth 273 million euros ($296 million) to reinforce and maintain the Mosul hydro-electric dam for a period of 18 months, state television reported on Wednesday.

Italy has said it plans to send 450 troops to protect the site of dam, which is 3.6 km (2.2 miles) long and close to territory held by Islamic State militants in the country's north. The Italian foreign ministry confirmed that the contract had been signed.

The agreement followed talks in New York between Italian Foreign Minister Paolo Gentiloni and U.S. and Iraqi officials, the ministry said in a statement.

Mosul dam has suffered from structural flaws since its construction in the 1980s and a collapse would unleash a wall of water down the heavily populated Tigris River valley.

The Iraqi government says it is taking precautions against such a scenario but has sought to play down the risk, with Prime Minister Haider al-Abadi on Sunday describing the likelihood of a breach as "extremely small".

Islamic State militants seized the dam in August 2014, raising fears they might blow it up and send a huge wave on to Mosul and other downstream cities including Baghdad which could kill hundreds of thousands of people.

MOSUL, Iraq, March 3 (UPI) -- Some 1.5 million Iraqis could be killed if the Mosul Dam collapses, a former Iraqi government engineer warned Thursday.

The flood wave is so fast that it would arrive to Mosul in two hours and the city would be under 25 meters [82 feet] of water," Adamo said, referring to information in a 1984 report.

The U.S. Embassy in Baghdad issued a similar warning, earlier in the week, callingthe potential for a disaster "serious and unprecedented."

"We have no specific information that indicates when a breach might occur," the statement said.

Iraqi engineers involved in building the dam warned pressure was building on the structure as winter snow melts and fills its reservoir, while sluice gates to relieve the pressure are jammed shut. The failure to mount a workforce or replace machinery after the dam was taken back from the Islamic State in 2014 is accelerating damage in porous rock beneath the dam, they said.

Mosul Dam in Iraq on brink of 'catastrophic' collapse

U.S. Ambassador to the United Nations Samantha Power warned that the dam in Mosul is critically unstable and could collapse, sending a 45-foot wall of water coursing through some of the biggest cities in Iraq, including the capital, Baghdad.

"It is crucial that all UN member states quickly get informed about the magnitude of the problem and the importance of readiness to prevent a humanitarian catastrophe of epic proportions," said Power.

 

The ambassador described briefings by technical experts, engineers and representatives from UN aid and development agencies as "chilling."

The dam in northern Iraq was built on an unstable foundation that continuously erodes, and a lapse in required maintenance after the Islamic State jihadist group briefly seized it in 2014 weakened the already flawed structure.

 

"In the event of a breach, there is the potential in some places for a flood wave up to 14 meters high that could sweep up everything in its path, including people, cars, unexploded ordnance, waste and other hazardous material, further endangering massive population centers that lie in the flood path," said Power in a statement released by the US mission.

 

Power said repair work must be undertaken as soon as possible and Iraqis must be well informed about the best evacuation routes.

 

Italian firm Trevi has been selected to carry out crucial repair work on the dam, which is currently protected by Kurdish peshmerga forces.

 

A UN aid appeal for Iraq has received only eight percent of the $861 million requested, compounding concerns about badly needed assistance.

The warning follows testimony by CENTCOM commander Gen. Lloyd Austin, who told the Senate Armed Services Committee that a catastrophe with much loss of life is possible:

 

"If the dam fails, it will be catastrophic," Gen. Lloyd Austin III told the Senate Armed Services Committee. "There will be thousands of people donwstream that will either be injured or killed, certainly displaced. And the damage could extend all the way down to -- close to Baghdad, or into Baghdad," which is more than 200 miles downstream.

 

The U.S. Embassy in Baghdad said as many as 500,000 to 1.47 million Iraqis living along the Tigris River "probably would not survive" the impact of floodwaters that could reach depths greater than 45 feet in some parts of Mosul.

Gen. Austin told Congress, "We have worked with the Iraqis to be sure that they are doing the right things to warn people about this, and in the event that it does fail, what actions they should take to get to safety. And we certainly have measures in place to ensure that U.S. citizens are -- or U.S. personnel -- are accounted for and able to be evacuated in case of the dam's failure."

Austin said when Islamic State terrorists captured the dam for a few months in 2014, the maintenance workers fled, and the work to shore up the dam stopped.

"We have encouraged the Iraqi government, since the dam's been back in the hands of the Iraqis, to make sure that they're doing the right things to go about repairing the dam. They have most recently hired an Italian company to perform maintenance on the dam, but it may be several weeks or months before that company is up and running, so there is a time period that we are concerned about (when) there will be limited to no maintenance performed on the dam," he said.

As the Associated Press reported, the dam on the Tigris River was built in the early 1980s on unstable ground where the earth underneath it is constantly eroded by water. Maintenance crews have continuously poured cement under its foundation in a process known as "grouting."

The situation worsened when ISIS terrorists overran the dam and held it for several weeks in 2014. Since then, efforts to reinforce the dam's foundations have not been adequate, partly because ISIS still controls the factory that produces concrete for the dam.

 

In 2006, the U.S. Army Corps of Engineers issued a report calling the Mosul Dam "the most dangerous dam in the world."  The situation has only gotten worse over the years.

 

The U.S. embassy in Iraq issued a warning on February 29 calling the risk of collapse "serious and unprecedented."  And yet the world – and especially the U.S. – have dilly-dallied for months while the possibility of disaster increased. 

 

Evacuation plans are useless when the water is going to be 50 feet high.  Escaping catastrophe in this case will be a matter of luck.  And Iraq hasn't had much of that lately.

Iraq’s coming apocalypse

In keeping with this irresponsible, even criminal nonchalance, Iraqi authorities have done next to nothing to prepare for a possible collapse.

 

No, it’s not Islamic State or rampaging Shi’ite militias.

It’s the Mosul Dam, Iraq’s largest, and its possible collapse, perhaps leading to millions of deaths. Those in the know worry catastrophe could strike this spring, as snows melt and build an uncontrollable water pressure.

 

Hastily built in wartime for the dictator Saddam Hussein by a German- Italian consortium, the Mosul Dam was located where it is because one of Hussein’s cronies came from the area and used his pull, despite the fact that engineers knew from the start that its porous gypsum base could not sustain such a huge structure.

 

What was then called the Saddam Dam opened in 1984 and within two years needed constant grouting, that is, day and night infusions of microfine cement, lots of it – 200 million pounds over the decades – to keep it from collapsing. The grouting keeps the foundational problem from worsening but does not solve it.

The years went by; fortunately, there was no disaster on the American watch. Then, during a fateful 10-day period, August 7-17, 2014, Islamic State (ISIS) seized control of the dam. While the group neither sabotaged nor blew up the structure, grouting stopped for six weeks and the whole repair regime – especially the skilled workers and the supply of cement – henceforth became less consistent.

As a result, the dam has steadily weakened over the past 19 months, to the point that experts worry that a surge of spring waters will overwhelm it and cause its collapse. That the dam’s two emergency floodgates are broken and cannot be opened to relieve intense pressure renders the situation the more fraught.

The consequences of a collapse are terrifying: A wall of water 13-20 feet high would reach Mosul, a city of some one million inhabitants, in about four hours. Then the flood wave would roll down the Tigris River valley to other cities, including the capital Baghdad, before dispersing in a wide flood. A huge number of immediate casualties would be followed by drought, disease, lack of electricity, chaos and crime, ensuring biblical-level miseries and fatalities.

For years, quiet grouting and blithe assurances kept the precariousness of the Mosul Dam obscure.

But heightened alarms coming from the US government since the start of 2016, relying primarily on US Army Corps of Engineers estimates, appear finally to have awakened Iraqis to the dangers they face. The US embassy in Baghdad has even issued a highly unusual “Mosul Dam Preparedness Fact Sheet” with advice (in English, alas) on evacuation steps, educational needs and relief efforts.

In contrast, the Iraqi government issues a stream of dishonest assurances that there’s no problem.

Mohsen al-Shimari, Iraq’s minister for Water Resources and official in charge of the dam, says “The danger is not imminent, it’s far off.

The danger is 1 in 1,000” (itself an unacceptable risk). Or he insists that Mosul Dam is in “no greater” danger than other dams. At other times he actually claims “there is no problem in the dam that may lead to its collapse.” Note the inconsistency, itself a sign of duplicity.

In keeping with this irresponsible, even criminal nonchalance, Iraqi authorities have done next to nothing to prepare for a possible collapse. Yes, they claim that a contingency plan exists, but no one has seen it, much less learned its details, so what use can it have in time of crisis? Yes, they signed a $300 million deal with Trevi, an Italian company, to repair and maintain the dam, but this is a Band-Aid fix, not a long-term solution.

To make matters worse, the dam’s most vulnerable city, Mosul, labors under the rule of the apocalyptic Islamic State, whose disregard for human life and extreme hostility toward the outside world negates both crisis planning and international assistance. But there is a silver lining here; ISIS’ monstrous rule has caused Mosul’s population to decline from 2.5 million two years ago to about 1 million now, thereby reducing the number of potential casualties there.

Assuming the dam survives this year’s snow melt, only one longterm solution exists: to complete the Badush Dam downstream from the Mosul Dam that would mitigate the consequences of a collapse. Started soon after the grouting began in 1986 but halted in 1990, this ancillary dam will cost $10 billion that the Iraqi government cannot afford.

But it must be the country’s highest priority.

ITALIAN TEAM ARRIVES AS PART OF MOSUL DAM REPAIR PROJECT

Iraq, April 17, 2016 A team of Italian specialists arrived Thursday at the site of the Mosul Dam as part of an emergency campaign to repair Iraq's largest dam before it collapses.   The advance team from the Italian engineering firm Trevi Group will set up a camp for the group of engineers who are expected to arrive within a few weeks.   U.S. and Iraqi officials have repeatedly warned that the dam is in imminent danger of collapse.   In late February, the U.S. embassy in Baghdad called the dam's risk of collapse "serious and unprecedented," and Prime Minister Haidar al-Abadi asked Mosul residents along the Tigris river to move at least six kilometers (3.7 miles) away from its banks.   The dam's core problem is that it was shoddily built on unstable ground: The earth underneath it is constantly being eroded by water. From the day it was inaugurated in 1985, maintenance crews have had to continuously pour cement under its foundation.   Without that constant injection -- known as "grouting" -- the 113-meter-high dam would soon collapse into a hole in the ground, causing an unprecedented disaster. The 30-mile long lake behind it would explode down the Tigris River valley with hundreds of millions of cubic meters of water, ramming into Iraq's second-largest city, Mosul, currently home to more than 700,000 people about 40 miles downriver. It would then flood all the way down to Baghdad, some 340 miles south.   U.S. officials have estimated more than a half million people could be killed. Millions more would be driven from their homes.   Things have worsened because the dam was captured for several weeks in 2014 by the Islamic State group. U.S.-backed Iraqi forces retook the dam, but no grouting took place for six weeks. Even since then, the grouting has not been up to full levels in part because the militants control the nearby factory that produces the concrete for the dam.   As a result, there are "almost certainly ... an unprecedented level of untreated voids" in the dam's foundation from continuing erosion, the U.S. Army Corps of Engineers said in a Jan. 30 report.   Riyadh Izeddin, the dam's director, said that in addition to shoring up the dam's concrete, the engineers will also repair a faulty outlet gate, which allows water to be released from the reservoir and reduces pressure on the dam. The Italian crews will also be installing advanced technology and training Iraqi staffers on how to operate the new machinery.   (aina)
