Just keep in mind that the article mentions the word, "agreement" quite a bit and "law" not so much.

Its great if they are continuing to use this "down time" to tune their existing HCA into something that will easily, or more easily, transition into a law, but until we have an actual law, which has to be actually voted on, i'm keeping my blood pressure at a slow simmer.

And its my HO that there is unlikely to be any substantive movement along those lines until oil can reach and hold at 50+ USD per barrel.
