SGT,   .  He is the Iraqi equivalent of the DNC Chairman.   If Maliki is really interested in resolving the money problems of the State "for the benefit of the people of Iraq" why doesn't he give back all the money he stole? Like $500 billion at last count was it? Then the state would not have to borrow money, and possibly they would loose interest in investigating him for crimes done under the color of Prime Minister. The GOI might even allow him to keep 5 or 10 million and stay out of jail.

Thine above comment: Maliki has no alligence to either Prez.  Bush and crew may have allowed him to be placed in power, true. Just look to Obama's and Hilary's decision to oust Qadaffi from Libya for no good reason, and what happened to that country, its people, and the region when you don't place someone in power and erect a government immediately, support its economy and support slash train said government during a transition period. Maliki also promoted himself to the decision makers, as the candidate least likely to turn on the US after consolidating his power and robbing the country and the U.S. financiers blind.
