remember in my chat yesterday when i showed ya'll what was left to do on the hcl what needed to be amended and agreed upon in it? where the kurds wanted to be incontrol of there assetts and contracts and money the kurds wanted the regions to be in control of there own wealth and to disperse it, and bagdad said no to the kurds said kurdistan was part of iraq an its wealth just like the rest of iraq belonged to the whole of iraq and not just to the producing regions, how the federal government needed to be in charge of all the oil wealth an contracts money etc that the fed gov needed to be in control .....an the kurds disapproved, so imno there might have been some agreement between bagdad an the kurds for this to happen as u can see it has them all teamed up as a team an not 1 alone or against each other it says the kurds and the federal gov......so there is a good chance since this came out today....they just might have agreed to share and may have passed the hcl or at least agreed to the new amendments other wise i cant see them sayin what there sayin in this....... invitation.....BL.......***********************

WASHINGTON - The State Department is racing against an end-of-year deadline to take over Iraq operations from the U.S. military, throwing up buildings and marshalling contractors in its biggest overseas operation since the effort to rebuild Europe after World War II.

While attention in Washington and Baghdad has centered on the number of U.S. troops that may remain in Iraq, they will be dwarfed by an estimated 16,000 civilians under the American ambassador, the size of an Army division.

The scale of the operation has raised concerns among lawmakers and government watchdogs who fear the State Department will be overwhelmed by overseeing so many people, about 80 percent of them contractors.

There is a risk, they say, of millions of dollars in waste and limited supervision of bodyguards.

"We're very, very worried," said Christopher Shays, a former Republican member of Congress who served on the Commission on Wartime Contracting, at a House hearing on Tuesday. "I don't know how they're going to do it."

State Department officials say they are working flat-out to finish their preparations, adding contracting professionals to prevent fraud and focusing on ensuring U.S. personnel will be protected.

"We've spent too much money, and lost too many kids' lives, not to do this thing right," said Deputy Secretary of State Tom Nides.

But officials acknowledge they have never done anything quite like this. "Make no mistake, this is hard," said Nides.

There

are 43,000 U.S. servicemembers in Iraq. Under an agreement negotiated by the George W. Bush administration, they are to leave by the end of 2011.

Iraqi leaders Tuesday said they wanted a small contingent of U.S. military trainers to remain, but without immunity from local prosecution, a condition the Obama administration has said it cannot accept. The administration has been planning to keep 3,000 to 5,000 military trainers if the two sides can hammer out an agreement.

The list of responsibilities the State Department will pick up from the military is daunting. It will have to provide security for the roughly 1,750 traditional embassy personnel, such as diplomats, aid workers and Treasury employees, in a country that is still rocked by daily bombings and assassinations.

To do so, State is contracting a security force of about 5,000 that will protect not only the Baghdad embassy but two consulates, a pair of support sites at Iraqi airports and three police-training facilities.

The State Department will operate its own air service, the 46-aircraft Embassy Air Iraq, and its own hospitals, functions the U.S. military has been performing. About 4,600 contractors, mostly non-American, will provide cooking, cleaning, medical care and other services.

Rounding out the civilian presence are about 4,600 people scattered over 10 or 11 sites where Iraqis will be instructed on how to use U.S. military equipment they've purchased.

In its final report issued last month, the bipartisan Commission on Wartime Contracting said that billions of U.S. taxpayer dollars had been squandered in Iraq and Afghanistan, and charged that the State Department hadn't made the necessary reforms in its contracting operation.

"Therefore, significant additional waste, and mission degradation to the point of failure, can be expected as State continues with the daunting task of transition in Iraq," it warned.

State Department officials dispute that conclusion, saying they have hired dozens of extra contracting personnel and have gained experience in managing contractors in Iraq.

Shays said he also worried that the State Department's small security force will be stretched too thin to supervise armed contractors.

He told the hearing he feared a repeat of the 2007 incident in which guards from the security firm then known as Blackwater opened fire at a Baghdad traffic circle, killing 17 Iraqi civilians.

While the Iraq operation will be huge by State Department standards, it will still represent a significant scaling down from the military-led mission, which involves 50,000 defense contractors.

And State Department officials say their use of contractors is expected to drop sharply over the next three years, as security improves in Iraq.

Central Bank of Iraq announces increase reserves to 58 billion dollars

Iraqi Central Bank announced a rise in financial reserves of eight billion dollars since the beginning of the current, indicating that the reserve was 50 billion last year and is now to 58 billion.

The deputy governor of Central Bank of Iraq the appearance of Mohammed Saleh said that the Iraqi Central Bank reserves reached $ 58 billion from 50 billion last year.

Saleh said that the rise in reserves is a sign of maturity and development of monetary policy and consistency with fiscal policy in the country, adding that the rise confirms the extent of the central bank to address the economic gaps in the circulation of local and foreign currency.

He added that the reserve bank is not stagnant or stock is used in the open market in order to achieve a balance between liquidity and demand in the local currency traded.

Al-Muraabi: Rights guaranteed the Kurds do not need the controversy that currently inflict,

A member of the National Alliance MP Hussein Al-Mura'bi, on Saturday, that guaranteed the rights of the Kurds and no one says the opposite of what these rights are enjoyed by the clarity of the constitutional guarantee.

Al-Muraabi said in a statement singled out by the news agency public opinion (and babysit) that all political blocs with the implementation and enforcement of the rights of the Kurds in line with the Constitution is no need to stir up such a storm, and to complicate matters, he said.

He added that Al-Muraabi Kurds object to the oil and gas law was the law because they generated a media sensation. He affirmed that does not resolve things this way.

He noted that Article 140 is unlike the last, but resolves within the Constitution and this article solved in three stages of the first normalization and the second compensation and third referendum by the residents of the disputed areas where they are entitled to decide either to remain within central government or join Kurdistan. 1)Cuz u just talented in snoopin the scoop and not scoopin the poop

2)alot of work time and consideration devoted to the topic

Thanks for always pulling what you believe to be the highlights. I tend to read articles and kiiiind of sort of get what they might be trying to say. I'm never sure if I should be excited or worried that I've understood it incorrectly. You have no idea how much we appreciate your careful thought and obvious grasp of these articles' real intentions, also, your ability to reinterate the material in layman's terms. I'm NOT lazy, lol, however, I hope the RV takes place long before I have developed the jargon translation skills you have, but in the mean time...he he...a GREAT BIG OL Thanks to you, BL.

Always feel so less stressed after reading an article and then your breakdown. MMMWWWWAH!!:hug:

g early mornin to you all..its 230 am an am workin but started my day reading the comments and i just wanted to ty all for the nice comments and your support, i trully appreciate it, things imo are looking good, i like u all will be so glad when this rides over i just might get to sleep a full 6 to 8 hrs lol, ty caught for all u said, it means a lot to me i do try to see past the lil picture and on into the bigger pic, try to see whats hidden what the normal eye doesnt see, and hope im seeing and reading them right, all we can do is try and to do the best we can, i better start my news searches , yesterday was special was so many different pieces of good news to me, that i picked up on, hopefully more today...have a great sunday.....and ty kindly again.......BL
