He pointed out, "Iraq and China have long-standing relations that have been given significant attention and have seen remarkable development over the past years, officially and socially", noting "Iraq looks forward to strengthening partnerships within the Belt and Road Initiative and in investment, energy, and infrastructure projects."

 

"Our actions in the next stage will focus on several areas are, first: Developing the economy and providing services. And I invite you today to open up the economy to Iraq, as it represents a promising environment for investment and has substantial elements for success represented in human and natural resources."

 

The Prime Minister said, "Second, Iraq will not be a base or a corridor for aggression against neighboring countries, and we reject, at the same time, all acts of aggression on our territories; All sides must respect the sovereignty of Iraq."

 

"Our country suffered from terrorist attacks that threatened the entire world. However, the Iraqis stood and defended themselves, the region, and the whole world. They made great sacrifices and achieved victory. We know that the region's countries and the world will not forget our great battle and will stand with us in our rebuilding efforts out of gratitude and loyalty."

 

"Third, Our region is the heart of the world and the link between the continents of Asia, Africa, and Europe and has a prominent strategic status in the field of energy. Iraq is the historical and cultural heart of this region and is among the most important oil-exporting countries in the world", he said.

 

"Therefore, we reiterate that we care about the stability of the global economic system through our role as a founding member of OPEC, and we seek, with our partners, to achieve stability in oil production and prices in a way that achieves balanced interests of both producers and consumers. We must emphasize Iraq's firm and principled commitment and support for the Palestinian people in defending their right to have a national state with Al-Quds Al-Sharif as its capital."

 

He concluded, "We extend our hand to our brothers, neighbors, and friends, and we cherish our continued relations with the countries of the West and the East on the basis of common interests."

On Monday, Prime Minister Mohamed Shia Al-Sudani chaired an extraordinary session of the Council of Ministers that witnessed the approval and voting of the government program.

Al-Sudani stressed that the government program represents the future vision of the government, and translates the plans and programs of the ministries that intend to implement them for the next stage.

He added that the government's work will be evaluated in light of its approved government program, and the evaluation will include ministers, undersecretaries, governors, advisers and general managers according to specific timings.

The Prime Minister gave the directors-general three months, starting tomorrow, Tuesday, to evaluate their performance, according to what was implemented on the basis of the government program, while ministers, undersecretaries, governors and advisers will be given six months to evaluate their work in light of the implementation of the government program and their commitment to its main axes and priorities.

The extraordinary session witnessed extensive discussions on the mechanisms for implementing the government program, and affirming the commitment to it by ministers and advanced cadres in all ministries and bodies.

The Cabinet decided to form a committee from within the Council to follow up on the implementation of the government program in a serious manner, as well as to form subcommittees in each ministry to implement its plans and what is required of them within the framework of the government program.

In light of determining the mechanism for implementing the government program and achieving its objectives, the Cabinet approved that the Ministry of Planning, independent bodies, entities not associated with a ministry and governorates that are not organized in a region are committed to implementing projects and the program, in accordance with the government's priorities contained in the ministerial curriculum in force, and according to competence.

The Cabinet approved the start of the implementation of the government programme for ministries as follows:

A. Executive procedures that do not require a financial reduction shall be applied immediately after the approval of the program.

B. Executive procedures that need to be included and allocated financially, the timing of their commencement shall be calculated from the date of issuance of the Federal Budget Law for the year 2023.

Saleh said in an interview with Shafaq News Agency that "the delay in the 2023 budget is due to the fact that the current government was approved at the end of last October, and therefore the budget must add to the objectives of the government program and need some little time to reconsider some paragraphs," expecting the budget to be presented during the next short period.

Saleh added that "the budget will take into account two main things: the aspect of social spending and the fight against poverty and unemployment, in addition to investment projects that lead to the diversification of the economy and the diversification of state revenues, as this matter needs special attention."

Saleh stressed that "the budget must hedge in setting the price of oil by not setting a high price because this may lead to a decrease in prices, and therefore the financial management should set reasonable prices and protect yourself from any fluctuations in oil prices."

On December 10, 2022, the Parliamentary Finance Committee expected the Iraqi Council of Ministers to vote on the draft general budget law for the year 2023 by the end of this month.

Since Thursday, the Iraqi Council of Representatives has entered into a 30-day legislative recess, to resume its sessions on the ninth of next January.

At the beginning of last November, Prime Minister Mohamed Shia al-Sudani set the priorities to be focused on is the federal budget law for next year, and directed Al-Sudani to the importance of the budget to be at the level of ambition, and to put in its priorities to meet the needs of citizens of services, as well as to take it upon itself to effectively address the problem of electricity shortage, which has greatly affected the life of citizens and the economic sectors in the country.

Prime Minister Mohamed Shia al-Sudani had previously directed that the federal budget law for the year 2023 should be prepared as soon as possible.

The previous government, headed by Mustafa Al-Kazemi, stumbled by sending the draft budget law for the year 2022 before the Iraqi Council of Representatives, in its previous session, dissolved itself in preparation for the early elections that took place on the tenth of October 2021.

It is noteworthy that the financial budget for the current year 2022 was not approved by the Council of Ministers and the Council of Representatives due to the unrest that Iraq witnessed after the early elections in October 2021, which escalated to dangerous levels that ended with the events of the Green Zone with armed confrontations between supporters of the Sadrist movement and the security forces, which killed dozens and injured hundreds.

After the crisis ended with the agreement of the political blocs to elect the President of the Republic and give confidence to the government of Prime Minister Mohamed Shia Al-Sudani, the latter pledged that he would submit the draft federal budget law for the year 2023 as soon as possible.

A number of specialists considered that the delay in approving the budget for the current year would negatively affect investment projects and delay ongoing projects, in addition to stopping the economic activities of the market in the country in general.

Shafaq News / The Iraqi Council of Ministers decided, on Tuesday evening, to launch the financing of the Kurdistan Regional Government with the salaries of employees for the last two months of this year, and while deciding to suspend the official working hours on the occasion of Christmas and New Year, it voted to exempt an official in the Ministry of Education.

The media office of Prime Minister Mohamed Shia al-Sudani said in a statement received by Shafaq News Agency that the latter chaired the eighth regular session of the Council, during which they discussed the overall general situation in the country, and discussed the most prominent issues and files related to the economic and living aspect of citizens, in addition to deliberating on the topics on the agenda, and taking decisions on them.

 

The Council voted that the Ministry of Finance will disburse 400 billion dinars to pay the dues of the Kurdistan Region, provided that the amount will be settled after the completion of the audit of the Federal Financial Audit Bureau of data related to oil and non-oil revenues, in coordination between it and the Financial Supervision Bureau in the region, and the completion of the Federal Ministry of Oil calculation of oil revenues in coordination with the Ministry of Natural Resources in the Kurdistan Regional Government of Iraq.

Al-Sudani directed that the twenty-fifth of December be an official holiday throughout Iraq, on the occasion of Christmas, and that the twenty-sixth of the same month be an official holiday for the children of the Christian component of Iraqis.

The Cabinet discussed the issue of increasing the production capacity of the Diwaniyah refinery project, based on the directives of the Prime Minister during his visit to Diwaniyah Governorate and his inspection of the Diwaniyah refinery on the nineteenth of last November, where he directed to increase the production capacity of the refinery, in order to increase the refining capacity of oil products, support the economic reality of the province and provide job opportunities for its people.

The Council approved authorizing the Ministry of Oil to contract with the executing company for the Diwaniyah refinery, develop it and increase its production capacity by 70,000 barrels, in accordance with environmental requirements, as an exception to the contracting methods stipulated in Article 3 of the Government Contracts Implementation Instructions 2 of 2014.

The Ministry of Finance and the Ministry of Planning are taking the necessary measures to include the expansion project of the Diwaniyah refinery, to increase its production capacity, and to include this in the draft federal budget law for the next fiscal year 2023.
