However, political researcher Ali al-Baydar believes that al-Sudani is trying to overcome past failures and invest his success in order to strengthen the country's international standing within the regional environment and within the international community as well.

"Iraq's foreign relations have always been built in an illogical way, as countries deal with Iraq with high heels, and the Sudanese want to replace this method according to the principle of good neighborliness, mutual respect and common interests," he said.

Al-Baydar believes that there should be unity in decisions related to the country's foreign policy and that sovereignty should be a red line in the calculations of the political system as a whole. He considered that the best way to develop the country's foreign relations is to stay away from the policy of axes and poles pursued by previous governments and not to antagonize any party in order not to harm the country, especially since the experiences of the modern state are still young and need great support from everyone.

Economic dimensions

Foreign policy has economic dimensions, as the Sudanese is trying to adopt an openness in political relations with an economic and investment dimension to attract investors to the country and move the wheel of the Iraqi economy forward, as Professor of International Economics and Director of the Research Center at Cihan University in Duhok Nawar Al-Saadi says, "The foreign policy positions of any country reflect the strength of that country in the international community and its ability to deal with variables, and in line with its higher interests, so countries need to define strategic frameworks and general concepts of foreign policy philosophy in order to implement those Politics through effective diplomacy in accordance with constitutional and legal constants.

The professor of international economics acknowledged that the key to the country's internal stability, at the political, security and economic levels, is the nature of relations with external parties, both regional and international, which often have policies, positions and interests that cross and contradict each other, and dealing with them requires a great deal of wisdom and rationality, without prejudice to the constants while avoiding the policy of axes, polarization and alignment with one party against another.

"Iraq's post-2003 foreign policy represents one of the problems in the new democratic political system, as this policy has been exposed to determinants that differ from what is customary in other countries to formulate foreign policy, so it relied in the Iraqi case on the vision of the official responsible for implementing public policy, which may be subject to ideological, national or even personal considerations, which made foreign policy lose its compass," al-Saadi said.

Economic Diplomacy

He continued, "As an observer of the Iraqi situation, the post-2003 governments lacked a strong policy of economic diplomacy necessary to improve their international relations, thus improving their local conditions, but we can say that the previous government headed by Al-Kadhimi, although it failed in some or most of the required internal entitlements, but it recorded a clear imprint in the field of foreign policy, and on two levels, the first is the tangible presence in various international forums, and expanding the horizons of relations with multiple regional and international powers, and the second is to surround problems, crises and differences between opposing parties, through Creating the appropriate atmosphere and conditions for constructive dialogues, as happened between Iran and Saudi Arabia, as well as contributing to defusing a number of regional crises, or mitigating them and encircling them at certain borders.

Therefore, according to the director of research at Cihan University, Mohammed al-Sudani was well aware of this and began conducting a series of letters, signals and meetings with Arab and foreign politicians and diplomats from different countries, which included positive trends to achieve more openness in Iraq's relations with its neighbors, regional surroundings and international space in a way that enhances its position, consecrates its sovereignty and expands its interests, as well as making it a meeting point and an arena for understanding and dialogue between the parties.

The key point, according to Saadi, "is the need to invest in the atmosphere of broad regional and international support for the new government in achieving among other things, the most important of which is strengthening and improving the country's economic conditions, and working to address outstanding files and issues. The economy is supposed to be a central pillar in the formulation of Iraq's foreign policies, and the Sudanese government must separate and distinguish as much as possible between economic entitlements and calculations on the one hand, and political normalization projects and agendas, which take the economy as a gateway on the other."

"In order for Iraq to ensure the flow of its regional and international relations, which are in the interest of its economy, it must prepare its cadres who are in the position of dealing with the countries of the world, especially the cadres working in the Ministry of Foreign Affairs and attachés working abroad, and strengthen their economic thought, and to put the Iraqi economy first in their accounts, and to promote a positive image of Iraq because of its great importance in attracting the attention of international investors, and to give a kind of credibility to build a long-term strategic partnership with clear features and goals," he added.

European Union foreign policy chief Josep Borrell said on Tuesday that the new Iraqi government headed by Mohammed Shia al-Sudani has put an end to the turbulent period, and the Union supports its efforts to establish reforms that Iraqis aspire to.

Borrell said in his speech during the second Baghdad Conference for Cooperation and Partnership, which was held in the Jordanian capital Amman, that "the Sudanese government has put an end to the turbulent period," stressing "the European Union's support for the Sudanese government in establishing reforms that Iraqis aspire to."

Prime Minister Mohamed Shia al-Sudani confirmed on Monday that the government has taken a number of measures to control dollar exchange rates, including directives to the Central Bank.

Al-Sudani said in the weekly press conference, "Recently witnessed a clear increase in the prices of the dollar against the dinar in the local markets and foreign remittances, due to several factors, including the bank's direct operation of the electronic platform through which banks raise requests to increase their customers to the bank," noting that "the Central Bank is the concerned body for monetary policy in the country."

Al-Sudani added that "the Central Bank began building this platform months ago in coordination with international bodies for the purpose of tightening and regulating the window of buying and selling foreign currency, and ensuring the effectiveness of control over it," noting that "there is always talk, regarding the window of selling currency, about the need to scrutinize the sale and verification processes, and whether these remittances really go to imported goods at real prices."

"It is quite clear that this mechanism does not exist. There are fake companies and there are exaggerated prices, so these transfers were rejected by intermediary banks," he said, explaining that "some of the transfers that were rejected indicate their purchase documents to import a refrigerator at a price of $ 4,800, and a liter of oil at a price of $ 25."

The prime minister stressed that "this inflation of prices aims to get the dollar out of Iraq," stressing that "the government is monitoring the bank's policy in this direction and in a way that ensures the stability of the market, especially with regard to foodstuffs."

Al-Sudani also stressed that "the government asked the Central Bank to take quick steps to compensate for the shortage in the dollar currency in the markets, by facilitating its provision to travelers and students who want to transfer," pointing out that "the Board of Directors of the Central Bank has taken several decisions, including an encouraging decision to reduce the price of the dollar against the dinar for importers to cover the opening of documentary credits from 1455 dinars instead of 1460."

He pointed out that "the bank has taken measures related to the diversification of foreign remittances, credits and transfers in a basket of foreign currencies in addition to the dollar to cover imports, and will be announced in due course," stressing that "the bank decided to reduce the exchange rate of the dollar for electronic payment cards from 1470 dinars to the dollar to 1455."

"The central bank has taken an important decision to open outlets for selling dollars and carrying out commercial transfers to importers through government banks, and this is in the matter of controlling prices," al-Sudani said.
