The Sadrist Movement, the Sunni Sovereignty Alliance, and the Kurdistan Democratic Party (KDP), also known as the Save the Homeland Alliance, on Wednesday shared their candidates for the Iraqi presidency and position of prime minister, selecting the KDP's Reber Ahmed, and the Sadrist candidate Mohammad Jaafar al-Sadr for the latter.

As a result, the tripartite alliance is currently trying to persuade members of Iraq’s parliament from smaller parties and independents to back their candidate and complete the constitutional quorum (220 deputies) required for the upcoming session. 

The Coordination Framework, in turn, is seeking to discourage members from attending, using all means necessary to achieve their goal.

Possible scenarios:

In light of the ongoing movement by competitors, whether announced or occurring behind closed doors, several scenarios could be predicted to play out in the coming days, including:

1- The Save the Homeland Alliance would be able to gather enough representatives to ensure the required quorum (the presence of 220 deputies), thus passing its candidate for the post of President of the Republic and assigning its candidate to form the new government. 

2- The Save the Homeland Alliance may succeed in attracting enough members for its endeavor to hold the session and ensure the vote on the alliance's candidate for the post of president. However, they could fail to secure the 220 votes required to win in the first round as stipulated by the constitution.

That means the second round of voting is needed. And, in this case, there are two possibilities:

- The first: The quorum is intact, the second round of voting takes place, and the candidate of the Save the Homeland Alliance will win the post of President of the Republic after obtaining a majority of the votes present, and the prime minister will be assigned.

- The second: The quorum is broken by some independents leaving the session, and the vote in the second round will not occur. 

Here, the Alliance will face several options:

(a) The session remains open until enough members are persuaded to return to the session on the same day or the following day, i.e. Sunday. 

(b) Keeping the session open until an agreement is reached with the other parties. 

(c) Adjourning the session until further notice, thus continuing the political impasse and maintaining the caretaker government.

3- The lack of a quorum, which leads to the postponement of the session for several days, allowing the two sides to try to persuade small blocs and the independents to participate or boycott. In this case, the demands will be high, and generous offers will be forced on the table.

4- Postponement of the session for several days due to the lack of quorum. Meanwhile, communication channels will be reactivated, and preparations made for a new round of dialogue between the Sadrists and the Framework to reach a possible agreement.

5- Failure to reach quorum, postponement of the session for an indefinite period, and the political deadlock will remain in place for an unknown period. It may take several months, with no real solution on the horizon, which could eventually lead to the dissolution of parliament and an early election.

Saturday's session will be undoubtedly fateful for all political blocs and forces on both sides. It may mark the beginning of a new phase that Iraq has not seen since 2005. It is most likely that it will not be less dangerous than its predecessors, if not the most dangerous period, not least for the country's future and its people at stake.

On Sunday, the leader of the Wisdom Movement, Baligh Abu Ghall, sent a letter to the First Deputy Speaker of Parliament, Hakim Al-Zamili, regarding the Sadrist movement's threat of a state of emergency.  

 

In a blog post, followed by "Nass" (March 27, 2022), Abu Kell said, "The respected Mr. Hakem Al-Zamili: People elected you to contribute to their reassurance! Do you think that waving the declaration of a state of emergency contributes to that?!"    

 

He added, "Although you know that you can only do so by a two-thirds majority and for only one month, and you do not have that number!"    

And he stated that "betraying your brothers and intimidating people is not an appropriate way to take power!"    

  

On Sunday, former MP, Hoshyar Abdullah, sent a letter to the leader of the Sadrist movement, Muqtada al-Sadr.  

 

Abdullah said in a blog post, followed by “Nass” (March 27, 2022), “A brief message to Mr. Muqtada al-Sadr , either you agree with your former partners with whom you were in the political process after the occupation to this day, or you rely on God to determine Early elections and the dissolution of this parliamentary session,” adding, “There is no solution and a third way out.. How long will these rivalries take place over the konafa of power?!”.

A statement from the 'Coordination Framework': Independents are under threat!

The "Coordination Framework" said, on Monday, that independent deputies were subjected to threats after they decided to boycott the session last Saturday, which was dedicated to electing the President of the Republic.  

 

  

In a statement received by “Nass”, a copy of it (March 28, 2022), the framework stated that it “rejects the methods of intimidation and threats directed by well-known and unknown media platforms of political affiliation to the independent representatives who made their political decision not to attend last Saturday’s session, and we stress the need to condemn this The methods are by all forces, actors, and political and societal figures, and that these actions are a confiscation of freedom of expression of opinion, and they are a legal violation that punishes those who commit them according to Iraqi law.  


The statement continued, "We also confirm that these cheap methods have become exposed and will not affect the morale and will of the members of the House of Representatives, who have the full will and the right to express their opinion and take their decisions away from threats and temptations, and we stress that the method of attaching the accusation of employment to the free patriots who are not subject to temptation or threat It is an uncivilized and immoral approach,
and the coordinating framework calls on the government and the security services to provide protection for independent representatives."

{Politics: Al-Furat News} A member of the State of Law coalition, Abbas Al-Maliki, announced that the equation of the right of the largest component to nominate the Prime Minister was "disregarded".
 

Maliki said; For the (Unannounced) program broadcast by Al-Furat satellite channel tonight, it said: “We are still in the equation of the political scene that the position of prime minister is the right of the largest [Shiite] component, but today we are witnessing a blow to this equation, especially the Shiite component, while we find that there is a preservation of the entitlements and rights of the rest of the components.” . 
He explained, "the intervention of the other parties held a solution to the dispute and the lack of agreement between the coordination framework and the Sadrist movement."
Al-Maliki described politics as "art and political performance played on more than one rope, and therefore everyone is allowed to play according to his whims, but what is happening today in Iraq is the exclusion of a certain party and not a political game." 
He added, "We told the movement, "Come, let us enter as a united Shiite bloc to choose Jaafar al-Sadr as prime minister," returning Jaafar al-Sadr, "not a candidate for the Shiite component, but a part of it."
Al-Maliki went on to say, "If the movement is able to proceed with the majority, we congratulate it, and if it is not possible, the framework should not be blamed for this failure."
He asked, "Is it in Iraq's interest to keep things suspended in a caretaker government, and the country is supposed to follow the right path and end the rivalries?"
Al-Maliki concluded, "The tripartite alliance believes that the national space will be achieved in the Wednesday session, the passage and the formation of the government. We do not know which scenario is believed, and it is assumed that the window of dialogue between the political blocs will be opened to get out of the crisis." 
On Saturday, the House of Representatives failed to hold a session to elect the president of the republic, due to the lack of a quorum, which requires the attendance of 220 parliamentarians out of 329, despite the passage of 5 months since the early parliamentary elections.
It was decided to hold another session to elect the President of the Republic next Wednesday.
The session was boycotted by the coordination framework, in addition to the Patriotic Union of Kurdistan, which again nominated the current president, Barham Salih, to occupy his position for a second term.
59 candidates are competing for the position of President of the Republic, most notably the Patriotic Union of Kurdistan (PUK) candidates Barham Salih and the Kurdistan Democratic Party Reaper Ahmed.
It is customary for the Sunnis to lead the parliament, the Kurds to lead the republic, and the Shiites to head the government, according to a constitutional custom followed since 2003.
The election of a new president for the country is an indispensable step to move forward in forming the next government.

Shafak News / Negotiations are taking place between the leaders of the coordination framework and the Sadrist movement, which may result in a meeting this evening, on the eve of the parliament session scheduled for tomorrow, Wednesday, which is dedicated to electing a new president.

The representative of State of Law, (the most prominent poles of the coordination framework) Ahmed Al-Latifi told Shafaq News Agency, "Negotiations are currently taking place between the leaders of the coordination framework and the Sadrist movement, regarding tomorrow's session, and there may be a meeting to be held this evening, between the leaders of the Shiite house."

Al-Latifi added, "The meeting, expected to be held in the evening, will discuss the formation of the largest bloc of Shiite forces, which in turn will take the formation of the new Iraqi government."

The deputy of the State of Law coalition concluded by saying that "the framework leaders are keen not to repeat the scenario of last Saturday's session, and are looking forward to holding a session on Wednesday to elect a president of the republic."

Shafaq News/ The leader of the Sadrist movement, Muqtada al-Sadr, renewed on Wednesday his position of refusing to agree with the Shiite coordination framework to form the next Iraqi government.

Al-Sadr's position comes after the failure of the Iraqi parliament for the third time in a row to hold a session to elect the country's new president.

Al-Sadr said in a tweet on the social networking sites "Twitter" today, addressing the coordination framework / I will not agree with you, as consensus means the end of the country, not consensus in all its forms.

He stressed, "What you call a political blockage is easier than agreeing with you and better than sharing the cake with you. There is no good in a consensus government."
