Iraq’s new parliament has re-elected its speaker for a second term, the first step towards forming a new government after a general election whose results have been contested by powerful Iran-backed factions.


In a reflection of the tensions, the new parliament’s first session on Sunday was marked by disarray, with the eldest member, Mahmoud al-Mashhadani, being evacuated to the hospital after falling ill.

The chaotic meeting ushers in what is likely to be a lengthy period of political wrangling among rival groups to choose a new president and a prime minister. As the leader of the biggest bloc, Shia leader Moqtada al-Sadr has the upper hand in forming a new government. But he will have to manage tensions with rival Shia groups that continue to reject the election results and are demanding to have a say in the government formation process.

 

According to Iraq’s constitution, the largest bloc in parliament has the right to choose the new prime minister.

 

But as the meeting got under way on Sunday, a coalition known as the Shia Coordination Framework, an alliance of Shia factions which object to the vote results, submitted a list of lawmakers’ names it claimed now hold the biggest parliamentary bloc with 88 seats, rather than al-Sadr.


Chaos erupted briefly in the chamber, during which legislators crowded around al-Mashhadani, who was leading the session.

Within minutes, the 73-year-old legislator was carried out of the room by security forces and bundled in an ambulance that took him to hospital, where he was visited by some of the heads of political and militia factions. He appeared to be in good condition, according to people who later saw him there.

 

Following the disruption, the parliament session resumed, although the issue of the majority was not immediately resolved.

Later, 200 legislators picked incumbent Speaker Mohamed al-Halbousi for a second term, while 14 voted for al-Mashhadani.


Al-Halbousi, whose Sunni party came in second with 37 seats, is the former governor of Anbar province and was supported by al-Sadr, Kurdish and Sunni groups.

 

By custom, Iraq’s parliamentary speaker is a Sunni, the prime minister is a Shia and the president a Kurd.

 

Parliament has 30 days from the first session to elect the country’s new president, who will then ask the largest bloc in parliament to form a government.


Intra-Shia disagreement
Pro-Iranian groups suffered significant losses in the early elections, which were brought forward in response to months-long street protests calling for reforms.

 

The results sparked street protests from supporters of the political parties which fared poorly in the parliamentary polls.

Last month, the Iraqi federal court approved the results of the October election and confirmed the victory of al-Sadr.

 

Al-Sadr’s bloc secured 73 seats in the 329-strong parliament, according to the final results.


Pro-Iran factions that alleged voter fraud lost about two-thirds of their seats – a significant blow.

Supporters of armed groups pitched tents and staged a sit-in around the capital’s so-called Green Zone, which houses the Iraqi government and many foreign diplomatic missions, for more than two months, while they appealed at Iraq’s top court.

 

Zeidon Alkinani, an Iraqi political analyst, said the major obstacle to forming a government is the intra-Shia disagreement caused by the rift between al-Sadr and the Shia Coordination Framework consisting of pro-Iran groups such as former Prime Minister Nouri al-Maliki’s State of Law, the Fatah alliance and their allies.


“The Sadrist movement is trying to create a majority government this time,” Alkinani told Al Jazeera.

 

“They believe they have the electoral confidence and power this time to create a majority government they would lead – a government that they would unilaterally dominate as the only political Shia player in such a majority government with their Kurdish and Sunni partners.”

 

On the other hand, he added, “the Shia Coordination Framework is using their influences within and beyond the government to ensure that a consensus government would include them, despite their electoral defeat”.

 

“The only clear agreement that we are witnessing right now is the agreement within the Sunni bloc that is mostly dominated by Taqdum,” he added.

On Sunday, parliamentarians from al-Sadr’s bloc walked into the assembly in the capital Baghdad wearing white sashes symbolising death shrouds, following the tradition of Mohammed al-Sadr, the late father of Moqtada, witnesses said.
Some independent legislators, meanwhile, reached the assembly riding tuk-tuks, or motorised rickshaws, from Baghdad’s Tahrir Square, the epicentre of anti-government protests that erupted in October 2019, the witnesses added.

Tuk-tuks were used to transport the injured during the violent demonstrations.

In the same regard, the Assembly elected Shakhwan Abdullah Ahmed as Vice-President of the Assembly after obtaining 180 votes, compared to 33 votes for Representative Sarwa Abdel Wahed, in addition to recording 13 invalid votes.

President Muhammad al-Halbousi gave a speech in which he expressed his great thanks to everyone who contributed to the electoral wedding, which resulted in the arrival of a group of new representatives and completed its constitutional activities by electing a speaker and two deputies, indicating that the Iraqis expect a lot from us to provide the best services to them, and we must correct many paths to restore the people’s confidence in the legislative authority. On the other hand, other parties affiliated with the "coordination framework" are pushing for a consensual government in which all the dominant parties on the political scene in the country since the fall of Saddam Hussein's regime in 2003 share positions and shares. The coordination framework includes the Al-Fateh Alliance representing the Popular Mobilization, which won only 17 seats, compared to 48 in the previous parliament, as well as the State of Law coalition headed by former Prime Minister Nuri al-Maliki (33 seats).

Parliament elected a new presidency consisting of Muhammad al-Halbousi - progress - as president, Hakim al-Zamili - the Sadrist bloc - as a first deputy, and Shakhwan Abdullah - the Kurdistan Democratic Party - as a second deputy.

For his part, the Prime Minister of the Kurdistan Regional Government, Masrour Barzani, made a phone call to Muhammad al-Halbousi, in which he congratulated him on his election as Speaker of the Iraqi Parliament.

During the phone call, the Prime Minister wished Muhammad Al-Halbousi success in his duties in the service of all Iraqi citizens.

The Speaker of the Iraqi Parliament expressed his thanks and appreciation to the Prime Minister for calling and congratulating him.

The Prime Minister also congratulated Hakim Al-Zamili and Shakhwan Abdullah on their election as Vice Speaker of the House of Representatives, wishing them success.

". 

According to the statement, al-Sadr called "to make redoubled efforts to assume the responsibility entrusted to them and to work tirelessly for the interests of Iraq and its people." 

Al-Halbousi, according to the counting process, according to the media department of the House of Representatives, received 200 votes, compared to 14 votes for his rival, Mahmoud al-Mashhadani, while 14 ballot papers were considered invalid.

Hakem Al-Zamili as first deputy and Shakhwan Abdullah as second deputy to head the House of Representatives. 

The President of the Republic, Barham Salih, the leader of the Azm Alliance Khamis Al-Khanjar, the Speaker of the Arab Parliament, Adel Al-Asumi, and many political leaders blessed Al-Halbousi’s victory for the presidency of Parliament again in its fifth session.

On Sunday evening, the new Iraqi parliament (parliament) completed the election of its presidential body by choosing the leader of the "Sadr movement" Hakim al-Zamili (Shiite) and the representative of the Kurdistan Democratic Party Shakhwan Abdullah (Kurdish) as deputy speaker of the re-elected parliament, Muhammad al-Halbousi (Sunni).

The political custom since 2005 has been that the speaker of parliament is a Sunni Arab and has a Shiite and a Kurdish first deputy, while the prime minister is a Shiite and the president of the country is a Kurd.

Al-Zamili, a member of the Sadrist bloc, received 182 votes (out of 329) against 34 for his rival, Hamid Abbas Al-Shiblawy, the candidate for the newly established "Extension Movement" emanating from the popular protests, which won 9 seats. According to a statement issued by Parliament.

Shakhwan Abdullah, a representative of the Kurdistan Democratic Party (31 seats), received 180 votes, compared to 33 votes for his rival, Sarwa Abdul Wahed, from the opposition "New Generation Movement" in the Kurdistan region in northern Iraq, which won 9 seats.

Thus, the parliament completed the election of its presidential body after the re-election of the leader of the "Progress" coalition (37 seats), Muhammad al-Halbousi, for his presidency during its fifth legislative session earlier on Sunday.

Naming the Speaker and his two deputies is the first procedure that paves the way for the election of the President of the Republic, and then the formation of the next government.

The outgoing Prime Minister, Mustafa Al-Kazemi, said via Twitter: "Mubarak to the members of Parliament for taking the oath, and we also congratulate the Speaker of Parliament, Muhammad Al-Halbousi, and his two deputies, Mr. Hakim Al-Zamili and Shakhwan Abdullah, for having earned the trust of the people's representatives."

He added: "A big day in our history and an occasion to reunite and gather Iraqis on the path of reform, empowering the state and national unity."

And the "Sadr bloc", led by Muqtada al-Sadr, topped the results of early elections held on October 10, with 73 seats, followed by the "Progress" coalition (37) and the "State of Law" coalition led by Nuri al-Maliki (33) and then the Kurdistan Democratic Party led by Massoud Barzani (31 seats).
