Talabani told the MPs that they are in the final stage of preparing the 2021 budget bill and will submit it to the parliament “soon,” a statement from the parliament quoted him as saying.

Hemin Hawrami, deputy speaker of the parliament, called on the KRG to accelerate the the bill’s submission, according to the same statement. 

The KRG’s last budget bill was for the year 2013. The KRG attributed the break in bills to the emergence and advance of the Islamic State (ISIS), and the cut in the KRG’s share of the federal budget from Baghdad in the years that followed – both of which took bites out of the KRG’s available income.

The KRG has failed to pay its civil servants on time and in full for most of the last seven years, including in recent months.

Erbil has been heavily reliant on its federal budget share from Baghdad to pay its civil servants and to undertake service projects since 2003.

The KRG’s 2013 budget bill was based on its 16.9 trillion dinars of income – 14.4 trillion of which was from its budget share in Baghdad. 

Talabani announced on December 22 that Erbil and Baghdad had reached a deal on Iraq’s federal budget bill for 2021, which “keeps the common interest of all Iraqi people, including the people of Kurdistan Region.”

The KRG’s share of the budget is 12.67 percent, the same as in 2019, he added – "less than what we expected and deserve”.

A Kurdish leader confirmed, today, Friday, that the Kurdish negotiating delegation agreed with Baghdad to deliver 460,000 barrels of oil and 50% of the outlets imports, while noting that there are other negotiations that will take place on the dues of oil companies operating in the region.

It is noteworthy that the Kurdish negotiating delegation led by Vice President of the Kurdistan Regional Government, Qubad Talabani, spent more than 20 days in Baghdad, during which they met with senior officials to reach an agreement on the salaries of the region’s employees and the mechanism for delivering oil and other imports.

ERBIL — There are no excuses left for the federal government of Iraq to continue suspending the budget share of the Kurdistan Region, said Kurdistan Regional Government (KRG) Spokesperson.

“The Kurdistan Regional Government is sparing no efforts to overcome the crises, continue the reforms, and serve the people,” Jotiar Adil said in a new year message.

Erbil and Baghdad have already made an agreement on Iraq’s 2021 budget draft that was approved by the federal government and now is waiting for a parliamentary vote.

Prime Minister Masrour Barzani said in his new year message that he expects Baghdad to respect the agreement and fully implement the budget law once it is passed by the legislature.

He also noted that the Iraqi political factions have to prevent the budget share of the KRG from being used as a tool to exert political pressure on the people of Kurdistan.

Shafaq News / Masoud Haider, special advisor to the leader of the Kurdistan Democratic Party, Masoud Barzani, launched a scathing attack on critics of Kurdistan Region’s share in the federal budget on Saturday.

While describing the critics as "not understanding" the concept of the region and its difference from the administrative composition of the provinces, he showed that such a comparison is "ignorance" and "despondency" of the Iraqi street.

Haider said in a statement received by Shafaq News; "We hear from the political auctioneers who do not have a national project to serve the central and southern governorates, comparisons between the share of the Kurdistan Region and some governorates, not understanding that Kurdistan is a federal region that has a government, ministries and parliament, and it cannot be compared to the administrative composition of the provinces."

He pointed out that the region "is allocating your budget based on the Iraqi constitution," pointing out that "the comparison is either ignorance or insensitivity to the street."

And that "the numbers mentioned in the 2021 budget are unreal, except for the salaries of employees and social care, the actual spending for 2021 will be around 110 trillion dinars, and the region’s share will not exceed 8 trillion, including the salaries of the region’s employees."

He pointed out that "one million barrels of oil are consumed for local consumption without allocating anything from them to the Kurdistan region. It is estimated that this oil is 20 trillion dinars annually and is not included in the federal budget."

He explained that "calculating the actual total spending, which will amount to 130 trillion dinars, the region’s share is only 6% of the federal state budget, including the salaries of the region’s employees and the Peshmerga."
