Magda Al-Tamimi, a member of the Parliamentary Finance Committee, affirmed that data transparency is the basis for solving problems between the center and the region.

Al-Tamimi said in a statement that Al-Mawred News received a copy of, that "there is a necessity to prepare budgets and final accounts by the region, through which the allocations and actual expenditures, the amount of oil produced and the average price of a barrel, as well as other revenues, numbers of employees, their salaries and retirees will be known ... etc"

Al-Tamimi indicated, "The financial position of the state is the sum of expenditures by  spending units in all ministries, institutions and governorates that are not organized in a region  as well as the Kurdistan  region."

ERBIL, Kurdistan Region — Kurdistan Region Deputy Prime Minister Qubad Talabani said that the Kurdish delegation in Baghdad will not return to Erbil until they reach a deal with the federal government over their withheld share of the federal budget.

The Kurdistan Regional Government (KRG) is heavily dependent on its share of the Iraqi budget, and the KRG has said it cannot pay civil servants without its fair share of federal government money. The Region’s public employees have gone without salaries for much of 2020.

However, the already-existing budget dispute was further complicated in November with Iraqi parliament’s passing of the Fiscal Deficit Coverage Bill. Kurdish MPs staged a walk-out, angered over the obligation of Erbil to hand over an unspecified amount of oil in exchange for the Region’s budget share for the last two months of the year. 

KRG officials have expressed their disapproval of the deal, but said they would comply with it. 

“We are here to implement what is in the fiscal deficit bill that was passed,” Talabani told the media from Baghdad on Monday. “We are ready to abide by the points of the bill and are only waiting for Baghdad to tell us how much the Kurdistan Region budget share is in return for us abiding by it.”

The Fiscal Deficit Coverage Bill covers the salaries for civil servants in Iraq and the Kurdistan Region for the last two months of this year.

The KRG delegation arrived in Baghdad on Wednesday to settle the prolonged budget dispute between Erbil and Baghdad amid rising tension and civil servant protests in the Kurdistan Region over the past week.

“I ensure that negotiations are ongoing, and will go on until we reach a good deal,” Talabani said in response to rumors that negotiations have failed.

“We are not here to ask for more than we deserve, and we are not here looking for charity,” Talabani added. “A law has been passed and we are here to implement it.”

Negotiations over the terms for accessing the funds in the 2021 budget have already been decided on, according to several politicians in early December. 

The KRG has struggled to pay civil servant salaries in full and on time for five years due to the war against the Islamic State (ISIS) group, a drop in oil prices and disputes with the federal government.

SULAIMANI — Iraqi President Barham Salih met with the Kurdistan Regional Government’s (KRG) negotiating delegation on Thursday (December 17) in Baghdad, during which they discussed the importance of reaching constitutionally-sound solutions to the budget disagreements between the KRG and the federal government.

Second Deputy Speaker of the Council of Representatives Bashir al-Haddad and the heads of the Kurdish factions in Iraq’s parliament were also present, according to a statement released by President’s office.

During the meeting, the participants agreed on the importance of improving the economy in order to benefit the people of the Kurdistan Region and its public sector workers.

Earlier in the day, Salih met with a group of teachers and protesters who had participated in the recent round of demonstrations in Sulaimani to hear their perspectives on the KRG’s handling of the crisis.

On Wednesday, the KRG delegation met with Speaker of the Council of Representatives Muhammad al-Halbusi, his two deputies, and several committee chairs to discuss the ongoing talks over the budget and finances.

The delegation has been in Baghdad since last week.

Tensions between the two governments came to a head in April when Baghdad cut off all funding to the KRG following Erbil’s fifteen-month refusal to send oil to the federal government as it was required to under the 2019 Federal Budget Law.

She added, "The region has expressed its full readiness to hand over imports to the Oil Marketing Company (SOMO) on a regular monthly basis, in addition to solving the problems of border crossings and customs revenues, but the government did not give any answer by agreeing to the agreement or not."

She indicated, "The existence of major financial problems facing the central government, which delayed the signing of the agreement, and thus negatively affected the people of the region after the deterioration of living conditions there due to the delay in salaries that must be sent by the central government immediately, after the regional government responded to all its demands," noting to "The Iraqi people in general, and Kurdistan in particular, must understand that the response has reached its highest levels by the negotiating Kurdish delegation, believing that the citizen's sustenance and life is more important than everything, and Kurdistan is still waiting for the Baghdad government to respond to this matter."

Talabani: We will not return from Baghdad without an agreement
  
{Baghdad: Al Furat News} Vice President of the Kurdistan Regional Government, Qubad Talabani, {head of the negotiating Kurdish delegation}, expressed his optimism to reach an agreement with the federal government on returning financial dues to the region.

"The problems are many, and not only the issue of the fiscal deficit and salaries law, some of them go back to the constitutional reading in Parliament, as well as the preparations for early elections," the Patriotic Union of Kurdistan website quoted Talabani as saying.
He added, "There is an unhealthy political atmosphere in Baghdad, as well as political pressures on all sides, so the process of dialogue with the federal government to solve all problems is not easy, but we are optimistic about reaching an agreement and we will not return from Baghdad without an agreement."
Talabani indicated, "They are ready to implement the fiscal deficit law in Iraq and hand over oil and non-oil revenues, and in return, fix the share of the Kurdistan region in the borrowing law."
