She added that a discussion session was held between the two sides, during which
a message was sent from Prime Minister Mustafa Al-Kazemi addressed to Crown
Prince Mohammed bin Salman, and cooperation between the two countries and
mechanisms for its activation were also reviewed.

She pointed out that the Iraqi side stressed that the government is serious in
developing bilateral relations with the Kingdom, and that there is an
eagerness from the Prime Minister to activate cooperation in
all fields between the two countries at a faster pace to ensure
the achievement of economic returns.

The embassy continued that the two sides confirmed that the opening of the Arar
crossing between the two countries is a key factor in achieving a breakthrough in
the fields of economic and investment cooperation between the two countries.

 For his part, the Saudi finance and trade ministers affirmed that the Kingdom’s
leadership represented by King Salman bin Abdulaziz and Crown Prince
Mohammed bin Salman have a steadfast approach to developing relations in all
fields with Iraq, and they expressed the kingdom’s readiness to open up to Iraq
and open the horizon of economic, commercial and financial cooperation
between the two countries,
 Pointing out that the Saudi private sector with its
capabilities has the desire to enter the Iraqi market and invest in Iraq in a way
that benefits both countries.

It was agreed to continue holding the bilateral meetings with the aim of
evaluating the stages of cooperation and their development between the two
countries.

The embassy clarified that the Minister of Finance met with the Saudi Energy Minister A
bdulaziz bin Salman, as the two sides discussed oil cooperation between the two countries
and the possibility of benefiting from Saudi goods, the global position of oil prices in light of
the price drop due to the Corona pandemic, the importance of adhering to the OPEC +
Russia agreement, and reducing production to ensure achievement The balance between
supply and demand in the oil market and access to fair prices for producers.

The two sides stressed the importance of continued positive communication between the two
countries in unifying the oil policy to ensure market stability and encouraging the rest of the
producing countries to commit to reducing production to ensure higher oil prices and to
achieve stability in oil prices.

The embassy also indicated that Allawi met with Saudi Foreign Minister Faisal bin Farhan and
a number of ministry officials, as the two sides affirmed the depth of fraternal relations
between the two countries, and the Iraqi government's readiness to strengthen ties with the
Kingdom and coordinate positions on Arab and international issues of common concern.

In turn, Farhan expressed Saudi support for the government of Iraq and its efforts to
overcome the plight of terrorism, expressing the kingdom's readiness to support

Today, Saturday, the economic advisor to the Iraqi government revealed that the latter resorted to borrowing three trillion dinars to secure employee salaries for the month of May.

Mazhar Muhammad Salih told Shafaq News, "The actual expenditures of the Iraqi government are more than seven trillion dinars per month, of which five trillion and 500 billion dinars are salaries for state employees, retirees and beneficiaries of social protection."

He added that "the financial liquidity and oil revenues and others do not pay the salaries and do not meet their insurance," stressing that "the government borrowed 3 trillion dinars from government banks to secure the salaries of this month."

The adviser to the Iraqi government, that "the financial benefit of the loans was five percent annually."

On May 19, the Iraqi Prime Minister, Mustafa Al-Kazemi, directed the release of the employees’ salaries for the month of May, and confirmed that the salary will be complete without deduction.

Referred to the federal budget in Iraq depends mainly on the export of oil, but because of the fears of the Corona virus, global oil prices tumbled towards $ 32 a barrel, causing a large financial deficit in the budget amid fears of the government's ability to secure employee salaries.

Member of the Parliamentary Finance Committee, Hanin Qaddo, confirmed on Saturday (May 23, 2020) that the Ministry of Finance is complaining about the lack of financial liquidity due to the continued decline in global oil prices, while he presented a proposal that includes three steps to confront the economic crisis in Iraq.

Qaddo said in an interview with him (Baghdad today), "The country's economic situation is very difficult due to the continued decline in world oil prices."

He added that "the Ministry of Finance complains of a lack of financial liquidity, therefore, which will reflect negatively on many of the joints of the task and necessary."

The member of the Parliamentary Finance stressed, "The need to reduce unnecessary expenditures, recover stolen money and reduce indiscriminate import."

A member of the Al-Nasr coalition, Aqil al-Rudaini, held earlier in the day the former Prime Minister, Adel Abdul-Mahdi, responsible for the "lack" of cash, which had been received by the new government.

Al-Rudaini said in an exclusive interview with (Baghdad Today), that "the former prime minister, Adel Abdul-Mahdi, was not following a clear plan," noting that "matters were not in the hands of Abdul-Mahdi, and left the matter management in the hands of any party that comes to him to hold him responsible."

He added, "The oil revenues are 2 trillion Iraqi dinars, while we need to pay salaries to approximately 6 trillion dinars," noting that "Al-Kazemi's moves began to reduce the high salaries in order to walk some things until important decisions concerning the interest of a country are taken." 

And Iraq is suffering from an economic crisis against the background of low oil prices, which was caused by the invasion of the country, and the economic consequences that followed.

Iraq’s Minister of Finance visits Kuwait for talks on economic cooperation, investment

Iraq’s Minister of Finance, Ali Allawi, arrived in Kuwait on Saturday for talks with senior officials.

Mr. Allawi held discussions with the Prime Minister of Kuwait, Sheikh Sabah Al-Khalid Al-Sabah, on bilateral relations and delivered a written message from Prime Minister Mustafa Al-Kadhimi.

He also held talks with the Minister of Finance, Barrak Al-Shitan, the Minister of Oil, Khaled Al-Fadhel, the Deputy Foreign minister, Khaled Al-Jarallah and other senior Kuwaiti officials.

The discussions focused on taking forward and implementing the decisions of the International Conference for the Reconstruction of Iraq held in Kuwait in February 2018, linking the electricity grids of the two countries, and rescheduling Iraq’s compensation payments to Kuwait.

The two sides also discussed encouraging Kuwaiti investment in Iraq, especially in the commercial and industrial sectors, and in infrastructure.

Mr. Allawi earlier visited Saudi Arabia where he held talks with Saudi officials on deepening economic and commercial and cooperation.
