Report: 8 indicators that Iraq is back on track

6th August, 2020

A report by the "Wall Street Journal" said that Iraq is finally back on the right track, although it is going through an unenviable situation at the present time as a result of the Corona pandemic and the conflict of regional and international wills within its territories.

The report monitored several indicators cited by the American Brookings Institution confirming progress in many ways in the country from 2003 until today.

First: The country's population has increased from about 25 million in the last years of Saddam Hussein’s rule to 40 million today. According to the newspaper, this in itself is neither good nor bad, but it does mean that Iraq is large enough to be an important player in Middle East politics.

Second: The per capita gross domestic product has risen to nearly six thousand dollars compared to less than four thousand two decades ago. The newspaper report indicates that it is certain that there is still great poverty in Iraq, corruption is rampant, and job prospects for Iraqi youth are modest, but nevertheless, there have been positive economic developments.

Third: Oil production has increased from about 2.5 million barrels per day in the last years of Saddam’s rule to about 4.5 million barrels now, and export revenues from oil have tripled on average since 2002.

Fourth: The annual rate of internal displacement has more than halved since the defeat of ISIS. ISIS.

Fifth: Many indicators of the quality of life have improved significantly over the past two decades. Cell phones, which were restricted to the Ba'athist elite, are now everywhere, and the total number of users is roughly equal to the population. The total internet users are now around 10 million.

Sixth: Life expectancy increased from 67 years in 2002 to about 73 years today.

Seventh: The number of modern sanitation facilities has increased, which now reaches more than 40 percent of the population, compared to 32 percent before 2003. More than half of the population has access to safe drinking water as well, although this issue still needs to be done. Greater efforts.

Eighth: The literacy rate at the national level has increased from 74 percent at the turn of the century to 85 percent today.

The Wall Street Journal report concludes that, however, there is still a long way to go for Iraq to achieve the desired political and economic stability, in light of the popular protests that erupted last year, high indicators of corruption and a decline in freedom of the press.

The protests began on the first of last October and lasted for several months, during which hundreds of thousands of Iraqis demanded jobs and services and the departure of the ruling elite, which they said were corrupt.  The protests led to the resignation of Prime Minister Adel Abdul Mahdi, who was replaced in May by Mustafa al-Kazemi, the former head of the intelligence service.

Iraq, which relies on oil exports for most of its revenues, has been suffering from corruption and mismanagement for many years and was ranked 161 out of 168 countries in Transparency International’s annual report on corruption for 2015. Iraq is currently ranked 156 out of 180 countries in the global rankings for freedom. The press, published by Reporters Without Borders.

Source: "Key Card" Rejects Competition And Wants To Acquire The Iraqi Market

6th August, 2020

A source familiar with the Iraqi economic scene revealed that there is intense competition between a number of electronic payment companies, and reached a state of personal targeting for some officials in these companies.

The source, who asked not to be named, told Al-Mustaqilla that the most recent of these competitions is the conflict between the well-known Qi Card company and the emerging Switch Company, whose rapid growth threatens the company's first attempt to capture the salary localization market in Iraq.

The source confirmed that the Qi Card Company launched an organized campaign to question the “Al-Nakheel” card of Al-Rasheed Bank, issued by Switch, in order to push it out of competition and to acquire the electronic payment market in Iraq.

Available information indicates that in 2019, according to a report issued by the Central Bank, the Iraqi government paid nearly $ 47.5 billion to its employees and retirees, and most of this amount was distributed through the Qi Card portal.

The source explained that (Switch) electronic payment company had obtained the approval of the Central Bank to work on the localization of government salaries, as it quickly grew to reach its market share of more than 20% of the KCard share, which made the latter feel the danger and try to influence the new company by targeting its manager.

The source revealed that the director of (Switch) Company, Muhammad Al-Jarjafji, who at the same time heads the position of the Chairman of the Board of Directors of the Credit Bank, which owns the National Bank of Kuwait more than 86% of the bank’s shares, was exposed to a coordinated media campaign aimed at questioning its work spread in Iraq, including its establishment of a company (switch).

The source mentioned that what distinguishes the switch company is its direct link with the information exchange center in the Central Bank of Iraq (data center), which puts all financial movements under the control of the Central Bank, which is what the (Key Card) company has not done so far.

The source hinted at the effects of the investigation published by a newspaper American New York Times on corruption files in Iraq, which referred to the role of (Key Card) as working in an environment of corruption in order to develop its profits.

The report, which was published by the American newspaper, indicated that "transferring more Iraqis to the banking system - where payments leave a traceable effect - has been a goal of anti-corruption advocates in the country for years." He stated that "the transition from cash to electronic liquidity is perilous in itself. New technologies are also subject to acquisition by the oligarchy, who can transform these technologies into more effective tools for money laundering."

Indicating that the Qi Card company "works almost without supervision, according to the officials who spoke with the newspaper and the documents it obtained from the Iraqi Ministry of Finance and the Central Bank." After the report, Qi Card Company launched an organized media campaign on social media platforms and websites in order to cover the American journalist's report.

The source concluded on the need to provide a safe environment for financial work, and keep it away from illegal competition, in order to preserve the Iraqi economy and develop the private sector away from the climate of corruption.

An economist expects the dollar price to rise due to the economic paralysis in Lebanon

09:30 - 06/08/2020

The economic expert, Ihssan Al-Kinani, expected the rise in the price of the dollar in Iraq and some Arab countries affected by the suspension of the Lebanese banking movement, in addition to the presence of many accounts for other countries inside Lebanon.

Al-Kanani told Al-Maalouma that the central bank should keep the dollar exchange rate away from regional influences and pump more than the previous quantities to meet the demand.

He added that "what is entered into Iraq from the dollar currency, is less than what was obtained in the past two years, due to the decline in oil prices, and the transfer of some accounts abroad."

And that "the Beirut explosion paralyzed the economic movement, and therefore many of the Iraqi accounts in the Lebanese capital will be affected and paralyzed until the conditions improve again, which will lead to the large demand for dollars available in local banks and banks."

The Turkish lira is falling to record lows

13:30 - 06/08/2020

The Turkish currency’s exchange rate fell against the dollar, today, Thursday, to record low levels, in the midst of a selling wave, as investors feared that Turkey would witness a currency crisis, as happened in 2018.

According to Bloomberg data, the exchange rate rose. The dollar, by 12:30 Moscow time, by 2.86% to 7.2494 Turkish liras to the dollar, marking the Turkish currency's lowest level in several months. The Turkish currency had recorded its lowest level in history earlier in the year, reaching 7.26 pounds to the dollar, and this means that the trading level of the lira today was near historical low levels. Media said that the Turkish central bank had lowered interest rates to below the annual rate of inflation, in line with instructions from the government, forcing it to sell tens of billions of dollars of its foreign currency reserves, to protect the value of the lira.

Economists say that such a policy is not sustainable, pointing to The bank's depleted reserves and a borrowing boom, according to the Turkish Ahval website. The International Monetary Fund this week warned of the pressure on the Turkish lira, and called on the Turkish central bank to boost its foreign exchange reserves in the medium term and contain rapid credit growth.

Parliamentary Agriculture: 50% of Iraqi farmers left the profession due to 4 reasons

13:53 - 06/08/2020

A member of the Parliamentary Agriculture Committee, MP Jamal Fakher, revealed, on Thursday, that 50% of the country's farmers have left the profession due to 4 main reasons.

"Agriculture is the most important vital sector in the country and attracts the largest part of the manpower, but it has been severely damaged in recent years, especially the lack of support, foreign import, and the lack of support for the local product, not to mention the droughts and desertification seasons," Fakher said in a statement to Al-Maaloumah. The agricultural sector in the country has suffered from successive setbacks in recent years, especially the import file and the flooding of the markets with crops, which led to the deterioration of local production in the absence of laws protecting it.

Fakher added, “Iraq has lost 50% of its farmers in recent years and the difficult circumstances have pushed them to resort to other professions to earn bread, stressing that reviving the agricultural sector and providing all the support factors should be a priority for the central government, given that securing agricultural crops comes within the principles of food security, not to mention Its impact on absorbing a large proportion of unemployment in the country.”

Diyala calls for reviving "manufacturing industries": it will save 10,000 farmers

14:25 - 06/08/2020

The local federation of agricultural associations in Diyala called, Thursday, to revive the manufacturing industries within the province, stressing that they will contribute to saving 10 thousand farmers.

The head of the local federation in Diyala, Raad Al-Tamimi, said in a statement to Al-Maalouma, that "Diyala includes large factories for manufacturing industries concerned with food production, including paste factories, juices, and other materials that can be used to absorb the surplus of agricultural production."

Al-Tamimi added, "The revival of transformational factories will save more than 10 thousand farmers from an unknown fate due to the continuous setbacks in the agricultural sector due to the low prices, with the huge flow of the importer and the lack of a real will to protect the local product." He explained, these factories can achieve two goals in that one is to help farmers overcome the price crisis in addition to that they will revive factories that have been suspended for years and absorb more unemployed.

The current agricultural season caused huge material losses to farmers due to the collapse of prices, especially with the influx of imported crops.

Saturday 08 August 2020

Baghdad / Mustafa Al-Hashemi
The Market Research and Consumer Protection Center, who are in charge of the economic file in Iraq, called for intensifying work on the side of the border crossings and enhancing their role, due to their economic importance in terms of diversifying budget revenues and converting them from rentier to revenue, in a way that would revive the internal economy, reduce unemployment rates and provide job opportunities.

The consumer audience
The director of the center, Dr. Yahya Kamal Khalil, said in a statement to Al-Sabah: “It is necessary to put in place plans to enhance the work of the border crossings and the government's control over them to limit the entry of goods of poor origin that do not match the Iraqi standard specifications.”
Khalil emphasized that “the entry of inferior goods inflicts great material damage on the public of consumers. Because they are supposed to have paid money for a certain commodity that should meet the standard specifications, not that they get an inferior good for their money.
He pointed out that «all border crossings are staffed by inspection bodies to ensure the safety of goods entering the country, Except that there are inferior goods A counterfeiter enters the market illegally or through smuggling ».
Official outlet
The center’s director suggested “establishing an area or outlet for Karamk in the Kirkuk governorate that is officially subject to the central government, as it will support the entry of good goods that match the Iraqi standard specifications, as well as strengthen control over the market
And enhancing revenues to serve the national economy ».
And Khalil said that «the unemployment rate, which reached 31 percent - according to the Ministry of Planning - is a negative indicator in the Iraqi economy, which has the ability to diversify its financial revenues in the event that other productive sectors, such as tourism, of all kinds, industry, and agriculture, are activated, stressing that« diversification The revenues will contribute to providing job opportunities, which will reduce unemployment and provide job opportunities in the public and private sectors.
Annual revenues
The economist Bassem Jamil Antoine confirmed that "the state treasury will get 15 billion dollars annually if the fight against corruption continues at the border crossings."
He added that «closing the borders and applying the customs tariff law contributes to an extremely large increase in local production, as it will prevent the entry of foreign goods that are similarly produced in Iraq,» indicating that «the revenues of the border outlets are a key factor in feeding the state budget, as it was paying 50 percent of the budget. Iraq in the past, there are more than 22 border outlets across the country ».
Antoine believes that «there is an absence of a specific curriculum for import, so we need to set a customs tariff in accordance with international laws so that there are no jurisprudence, and that there be inspection committees characterized by efficiency, experience and integrity with the unification of the various bodies such as the Ministry of Trade, the Central Bank and Customs, and that the income tax is based on value The real goods that enter Iraq ».

Rural economic revival

Friday 07 August 2020

Dr.. Basem Brahimi

The available data indicate a decrease in the agricultural sector’s contribution to the limits of (2%) of the gross domestic product in Iraq, and it is certain that this percentage increased during this year for two main reasons, the first is to close the borders due to the Corona pandemic and thus improve the competitiveness of the local product, and the second is a decline Oil production and thus its reflection on the improvement of the contribution of agriculture, but the problem lies in the fact that the publication of data is usually delayed after the end of each year and as is known, and this crisis has shown the positive side of the self-capacity of the local product in the agricultural sector and its strengths, as well as the reasons for weakness that It needs government support to sustain the growth of this sector.

The area of arable land in Iraq is about (28) million dunams, but what is exploited of it is up to (52%) only unfortunately, and this certainly affects the volume of production and the contribution of the agricultural sector to the result, besides, this sector absorbs the largest proportion of The Iraqi workforce despite the expulsion factors that have characterized the countryside for decades, which led to the decrease in the size of the rural population to less than (30%) of the total population, while the shift that occurred in the composition of the social structure historically from the countryside to the city has a negative impact. On both sides, so the state of poverty is overtaken (30%) during this year, coinciding with massive unemployment, is one of the most prominent economic and social problems that immigration has produced.

The Corona crisis and what followed, which was known as the great closure, showed a number of important lessons in the context of dealing with the agricultural sector and the file of food and water security, and therefore we need a serious pause to review the data that were formed after the pandemic and take advantage of the opportunities it created, especially what is going on about the desire of some countries. In importing the Iraqi agricultural product, it is an opportunity to create a market share for our products that can be invested more in the future while completing the requirements for the success of the agricultural sector by addressing its problems in the aspects of salinity and water quotas, increasing production yields and supporting the requirements of stability in the countryside in a way that restores balance to the social and economic reality between the countryside and the city and creating A situation we can call the economic renaissance of the countryside

8th August, 2020

The Parliamentary Finance Committee confirmed, today, Saturday, that the draft budget for 2021 will be ready during the current month, indicating that the resources of the border crossings will be added and Kurdistan is required to hand over its ports.

A member of the Parliamentary Finance Committee, Representative Hanin al-Qaddo, told Al-Akhbariya, "The government is preparing to complete the draft budget for the next fiscal year, this month."

"The government is required to send the draft law in October, provided that it includes the reform steps that the government undertook during the vote on the external and internal borrowing law," he added.

"The budget for next year will be different in several respects, as customs, borders and other resources will be added, as well as obligating the Kurdistan region to hand over the northern ports to the federal government," al-Qaddu noted.

It is noteworthy that the current year 2020 passed without the House of Representatives approving the country's general financial budget, due to political differences, the most important of which was the lack of agreement between Baghdad and Erbil.

The Iraqi government fails to make economic reforms

8th August, 2020

The head of the Parliamentary Finance Committee, Ahmed Al-Saffar, has confirmed today that the approved borrowing law was conditioned by submitting a governmental reform paper.

Al-Saffar said in an interview with Shafaq news agency that "the parliament stopped external borrowing in 2019 in order to rely on internal borrowing", indicating that the parliament agreed to restructure, and develop the economy".

He added that "the circumstances that occurred, the change of the government, and the adoption of the same approach are bad indicators, because when the borrowing law went through, the government was supposed to submit reforms within 60 days," pointing out that "forty days passed, and there is no signs that any economy reform takes place".

Al-Saffar deplored the economic situation in Iraq that deprived people from its basic needs like water and electricity.

Stressing that "these needs will not be provided until the officials start taking reforms seriously. The changes must include less dependence on oil incomes, adopting productive economy policies, and providing job vacancies for citizens.

It is noteworthy that since more than 90% of the Iraqi budget incomes rely on from oil, the government announced in April that it was unable to pay salaries for employees and retirees, due to the significant drop in oil prices. Then, the parliament was obliged to legislate a law allowing the government to obtain external loan.

A member of Parliamentary Finance confirms his support for making a deal with the robbers of public funds in this way in exchange for their acquittal

Policy 08/08/2020 22:53 182 Editor: ht
Baghdad today - Baghdad

A member of the Finance Committee in the Iraqi Council of Representatives, Jamal Cougar, confirmed, Saturday, August 08, 2020, that he supports a deal with theft of public money by dropping all the cases brought against them in exchange for a refund of 80-90% of the money they stole.

In an interview with (Baghdad Today), Cougar said, "The return of the stolen money is a correct path that we support, in case there are serious steps by the government regarding this file with an actual confirmation by those accused of stealing public money by returning 80-90% of the funds." In their possession to the state treasury. "

He added that "returning the defendants, the bulk of the money they have in order to drop the charges brought against them, is a sign of regret they feel," noting that "the matter remains dependent on the accused's intention to return the money to the state treasury."

Earlier, the economist, Abd al-Rahman al-Mashhadani, revealed on Monday (August 20, 2020) the amount of money smuggled abroad, which is divided between laundering and illegal operations estimated at at least $ 250 billion, while he confirmed that the process of recovering it is fraught with risks and needs to An international effort.

Abd al-Rahman al-Mashhadani said, in a televised statement that she followed (Baghdad Today), that “seeking to amend the Financial Management Law is futile, because it was amended at the end of last year to allow the government to work in the event that there is no budget by disbursing funds according to the 1/12 rule, that is, the monthly disbursement of funds. According to the closest approved budget to proceed with the investment projects that are disbursed for later.

Al-Mashhadani added, "Any new amendment will weaken the role of the government and the Ministry of Finance in passing its general budgets because the government cannot work without a budget, and also the parliament, which will not be able to monitor achievement rates without adopting a plan or budget," noting that "the state’s general budget is not approved." In the year 2014 it cast a shadow over the performance of the Ministry of Finance since that day.

He continued: "A budget must be organized with the actual spending from January 2020 until July, and estimates of the total size of the budget must be added, and according to my estimation, it must be up to 65 trillion dinars to cover operational expenses and even the deficit will match the deficit percentage specified in the Financial Management Law," indicating that "oil prices Stable at about $ 40 a barrel, and its price in the budget is supposed to be set at around $ 35, and here the doors of exchange will laugh and laugh until the end of the year. "

Regarding the money smuggled outside Iraq, the economist said, "The money smuggled abroad is estimated between money laundering and illegal operations, estimated at at least 250 billion dollars and may reach 350 billion, and it is present in neighboring Arab countries as well as many countries of the world."

Regarding the possibility of recovering the smuggled money, he stressed that "recovering these funds is fraught with risks and requires an international effort and cooperation with international organizations, as well as cooperation with international research and investigation offices to find these funds and then return them, and it takes five years at least."

The economic expert pointed out that "the State of Morocco carried out an experiment in which it bargained with money smugglers that the lawsuits against them would be dropped in exchange for returning half or a third of that money, and this matter is faster than research and investigation and assigning follow-up bodies, because the matter may extend for years."

The Strategic Framework Agreement ... a decade of missed opportunities

The Strategic Framework Agreement was considered one of the most important political documents in the history of Iraq, and great hopes were built upon it, as it defined the form of the relationship between Iraq and the United States of America, and ended an era of direct occupation after the war launched by America in 2003. The United States of America linked Iraq with a relationship of friendship and strategic partnership Long-term, and left a common alliance that preached enhanced security and lasting stability in Iraq.

History has witnessed similar experiences to the experience of Iraq with the United States of America. There are large countries, the first of which is the United States, which invested alliances and build a network of relationships with partners around the world in securing the greatest interests. Such agreements had a major role in achieving them. The Second World War was the most successful experience in this field, and they are today in the ranks of the great developed countries. The Strategic Framework Agreement was expected to achieve in Iraq what similar agreements have achieved in other countries, or at least reduce poverty and end fear.
Iraq emerged from a devastating war that affected the state and its founders, an occupier, mired in a fierce civil war, penetrating security, surrounded by major political, economic and social crises fueled by the conflict of conflicting wills. The United States of America took the decision to withdraw before the completion of the American project in Iraq, and the coalition was a necessity necessitated by the interest of security after the escalation of violence and the increase in material and human losses.

At that time, Iraq was confined to two options, either: removing foreign forces and staying under the rubble of war, terrorism and the machinations of foreign agendas, or maintaining a good relationship with the United States of America and building a strategic partnership with it. The Iraqi government was not able to manage political chaos and lived crises, and it needed To a strong ally who offers it a helping hand to survive the thwart of sectarian conflict and terrorism.

The strategic alliance between Iraq and a country the size of the United States of America represented a real opportunity to move in the state of Iraq, to achieve growth, development and progress by benefiting from American expertise and aid, and to achieve political openness and economic progress after years of isolation, siege and war.

The agreement was based on a common interest "mutual cooperation to ensure security and stability." The United States of America invested the partnership a way to complete what it could not complete during its direct occupation of Iraq. During which it eased the internal pressures in the United States and the burdens of the confrontation with the Iraqi forces opposed to the American presence in Iraq, as the agreement and the bilateral relationship that emerged from it over more than ten years enabled the United States to grant international legitimacy to its presence on the ground of Iraq as it is based on an existing contract. Between two sovereign states, and the withdrawal while remaining in the Gulf region at the same time.

The Cooperation and Partnership Agreement with the United States of America provided the opportunity to make a major shift in the reality of Iraq in a way that enhances security and stability in it, by achieving openness to the countries of the world and establishing positive relations with them, and receiving support to strengthen democracy and democratic institutions and protect them from internal and external dangers, and to achieve development through building a prosperous economy And growing and integrated into the global economic system, and the development of Iraq's natural and human resources. The United States has taken tasks towards Iraq that are embodied in political stability, economic transformation, and security stability, and has promised to build Iraq's security force, as well as support it in deterring risks, confronting terrorism, and stopping the flow of weapons and training from neighboring countries.

In fact, cooperation with the United States has provided Iraq with various benefits, from ending the direct occupation, achieving relative stability compared to the occupation phase, and liberating itself from Chapter Seven of the United Nations Charter, which opened the windows for openness to the international community and entering a new phase after decades of isolation and siege. Iraq built new relations with countries in the world and revived ties that had been cut for decades. The Iraqi-American partnership created opportunities for economic openness, and obtaining American support in building institutions and security and military forces, in which the United States provided material and logistical security assistance in terms of training, equipment and military equipment, according to reports amounting to 25 - 30 billion dollars, and more than a billion humanitarian aid.

However ... he expected more from this agreement than he has achieved so far. We are talking here about political stability, economic transformation and enhanced security, which has not yet been achieved.
Iraq still suffers from political and security breakthroughs by neighboring countries, and is under the weight of economic backwardness and impotence, and democracy in its reality is still locked up, still witnessing levels of ignorance, poverty and unemployment. As a result, Iraq has witnessed various crises that have shaken its security and confused the stability of its people, between repression, terrorism, and crises between political leaders that have reached the point of direct military engagement.

These facts, if anything, indicate the inability of the Strategic Framework Agreement and the alliance relationship that emerged from it to date in achieving Iraq's interests in terms of security - stability - and development. But this deficit is not linked to the agreement itself or to the nature of the reciprocal relationship with the United States, but is due largely to the failure of Iraqi political leaders to employ the relationship with a superpower the size of the United States of America to achieve development, progress and growth, and then security and stability for the country, which in turn is due to corruption. In the foreground, the policy of sharing gains, and the loss of the approach to work and the focus of the parties to the agreement on cooperation in the military security aspect and neglecting the development side of it.

These shortcomings wasted real opportunities for Iraq, if invested correctly, it might have brought about the expected change, and Iraq might have been in a better condition.

Makes me wonder how many bank records were destroyed during the blast. Was this to hide billions stolen in Iraq and hid in Lebanese banks near the port? Who knows.

He added that "the Ministry of Oil should increase gas stations and use it optimally instead of burning it in the air and polluting the environment."

He indicated that “the traffic directorate’s move to oblige vehicle owners to connect the gas system may cause discomfort and discomfort, and it is better to increase gas stations and then properly promote it in order to make it a resource that supplies the budget in billions and contributes to closing the budget deficit significantly, and exporting the benefits from it to countries Europe, especially since its cars run on gas fuel."

The second round of strategic dialogue between Iraq and America will start soon, amid Sunni-Kurdish support
      - 10 Hours Elapsed
Political circles in the Iraqi capital, Baghdad, and the Kurdistan region of Iraq are awaiting the results of the second round of "strategic dialogue" negotiations between Iraq and the United States of America, scheduled to begin on August 20, during a visit scheduled by Iraqi Prime Minister Mustafa Al-Kazimi to Washington to meet US President Donald Trump there.

And according to what the White House recently announced, the talks between the two parties will include "facing the challenges posed by the emerging corona virus, in addition to issues related to security, energy and economic developments."

While Al-Kazemi's office stated that the visit will include “discussing the files of bilateral relations between Iraq and the United States of America, issues of common interest, joint cooperation in the fields of security, energy, health, economy and investment, and ways to enhance them, in addition to the file to address the Corona pandemic, and bilateral cooperation to serve common interests. For the two countries, ”according to a government statement.

And Shiite politicians, most of whom belong to the “Al-Fateh” coalition led by Hadi Al-Amiri, put the issue of removing American forces from Iraqi lands, in accordance with the decision of the Iraqi parliament (on January 5), as a top priority for the visit.

A member of the Security and Defense Committee in the House of Representatives, a representative of the State of Law coalition, Kata Al-Rikabi, said, in a statement to the official agency, that "the prime minister will discuss during his visit to the United States the strategic framework agreement and the presence of foreign forces."

He added, "The prime minister will also discuss the economic crisis that Iraq is going through, as well as the health crisis in relation to the Corona epidemic, in addition to joint cooperation between the two countries at multiple levels." While a member of the Parliamentary Foreign Relations Committee, a representative of the "Sairoun" coalition, Rami Al-Skiny, Al-Kazemi's visit to Washington "will achieve a kind of international balance."

The deputy of the coalition, led by Muqtada al-Sadr, added that "Al-Kazemi's visit to Washington is one of the important visits on the international side to achieve a kind of balance in performance, and to support and strengthen the Iraqi interest."

He added, "The visit will address many of the economic and political axes and the security dimensions that can be achieved on the Iraqi arena."

He pointed out that "there is a performance that must be different for the prime minister, and this can only be achieved with a balance in the performance of the Iraqi government, and the lack of tendency for an axis without another," pointing out that "there are international axes that are reflected in the Iraqi arena, so it is necessary to have a balance and calm in The square, internally and externally, ”.

Most of the Shiite political leaders, especially those with a military wing or an armed faction, share the opinion about the proximity of the Iraqi Prime Minister, Mustafa Al-Kazemi, to the American axis, and the danger of this to neighboring Iran, which is their most prominent supporter.

The "Sayyid of the Martyrs" Brigades, one of the armed factions close to Tehran, considered that Al-Kazemi's upcoming visit to Washington would be pouring into the "Dissolution of the Popular Mobilization" channel and fighting the "Islamic Resistance" factions.

The spokesman for the Kataeb Brigades, Kazem Al-Fartousi, told local media yesterday, Sunday, “The goal of the visit of the Iraqi Prime Minister, Mustafa Al-Kazemi, to the United States of America, is to give guarantees that the PMF will be dissolved. Iraqi - Iranian relations.

And he believed that “Mustafa Al-Kazemi pledged allegiance to the United States of America, before he obtained the position of prime minister, and now he has started carrying out some actions in accordance with American interests, and will also work to fight the resistance factions,” threatening to say: “We will have real stops from these actions, if applied In reality".

In spite of this, but the leader of the "Al-Fateh" coalition, Ghazanfar Al-Battikh, indicated that the pressure on the removal of US forces from Iraq has "receded".

He added, "The Islamic Republic of Iran is the most concerned about the American presence in Iraq and the region," noting that "this presence constitutes a threat and danger, and may be a starting point for launching operations and strikes against Tehran," according to "Shafaq News".

He indicated that "the pressure regarding the removal of US forces from Iraq has eased at the present time," noting that "there are personalities and political parties, who speak in another way at night and in the day."

He added that "there are pressures from various parties to relieve pressure on the exit of American forces from Iraq, and these pressures from all sides, and it is not unlikely that there will be Iranian pressure on a group of factions to reduce pressure in this file at the present time, for the purpose of calming down with the United States of America." .

In contrast to the Shiite position, the Sunnis and the Kurds agree on the importance of continuing the relationship between Baghdad and Washington in all files, relying on American support and adopting a balanced policy in relations with everyone.

Member of Parliament, Zafer Al-Ani, saw that Iraq needs tangible American and international support in several areas, "Otherwise, the situation of Prime Minister Mustafa Al-Kazemi is difficult."

And he added in a statement yesterday, that “the visit is undoubtedly important for both countries, but as the White House statement described it, it comes at a (critical time), and the criticality of time does not stem from the fact that the two presidents are preparing to run for the elections, but because it will test the extent to which the two sides are serious about a long strategic relationship. Long-term or breaking the bonds of this fragile alliance. He added, "The topics of the visit are important to us as Iraqis, as it will discuss security, economy, energy and health files," noting that "Iraq needs tangible American support in these areas that have become worrisome, and without this support, whether direct or by encouraging other countries to provide it, the situation will be Al-Kazemi made difficult and his chances of achieving his reform program are slim.

Likewise, the head of the "Kurdistan Democratic Party" bloc, MP Vian Sabri, confirmed that Al-Kazemi's visit "is necessary in expanding cooperation relations between the two countries," while noting that it signals an improvement in relations between the two countries.

Sabri told the official agency, "This visit is an indication of an improvement in relations between Iraq and the United States, especially since Al-Kazemi emphasized in his government program the importance of foreign relations with the countries of the world," noting that "relations are based on sovereignty, balance and cooperation." She added that "the visit is necessary to discuss bilateral files, to enhance coordination and security cooperation in the face of terrorism, and to health cooperation in the face of Corona, in addition to economic cooperation in the fields of investment and energy."

An economist talks about what controls the dollar exchange rate in Iraq

      Economie 7/20/2020 19:41 441

      Baghdad today - Baghdad
Economist, Humam Al-Shamaa, on Tuesday (28 July 2020), talked about what controls the dollar exchange rate in Iraq and the effect of internal factors on it.
Al-Shamaa said, in an interview with (Baghdad Today), that "the exchange rate of the dollar in local markets has nothing to do with the exchange rate of the dollar in global markets towards other currencies."
He added, "What controls the dollar exchange rate in global markets are expectations, oil prices, gold prices and a relationship with the euro. As for Iraq, the relationship between the dollar and the dinar is controlled by internal factors related to the demand and supply of the dollar."
And Al-Shamaa said, "The decrease leads to higher prices, inflation and more problems for the poor classes, because the devaluation of the dinar means an increase in the value of commodities."
The price of gold reached record levels yesterday, with a new drop in the price of the dollar in the global market at a time when investors rushed to buy it as a safe haven, amid concern about the tension between the United States and China and the rise in the number of cases of Covid-19 again around the world and the lack of progress in Washington on a new package To stimulate the economy.
After months of improvement in stock markets, driven by the trillions of dollars of support from governments and central banks, investors are rethinking the long-term economic implications of the emerging corona virus.
And at a time when the wide easing measures imposed by the Federal Reserve monetary dollar push the dollar against most of the other currencies, gold rises significantly, reaching a record level of $ 1944.71, which is much higher than the previous record level recorded in 2011 and reached $ 1921.18.
The focus is on the next meeting of the Federal Reserve to discuss its policies this week, as some expect that more measures will be imposed to boost the economy (probably negative interest rates), which is expected to increase pressure on the dollar and raise the price of the gold ingot to more than two thousand dollars.
There is also concern that recording worse-than-expected results in US gross domestic product for the second quarter of the year will cause major selling to the dollar, and while the weak dollar has been a major driver of the high price of gold, the matter is also driven by the attractiveness of the metal as a haven in times of turmoil, especially in light of the deterioration The relations between the United States and China day after day.
Gavin Wendt, chief resource analyst at MineLife Consulting, said: “Strong gains cannot be avoided at a time when we are entering a stage similar to the atmosphere that prevailed in the aftermath of the global financial crisis as gold prices rose to record levels as a result of large amounts of Federal Reserve funds being pumped into Financial system, "and the dollar fell again against other currencies, while the euro reached its highest level since September 2018.

Iraq begins paying its debts to Iran with goods
      07/25 2020 08:29:49 PM

      Baghdad / extent
The Secretary General of the Iranian-Iraqi Chamber of Commerce Hamid Hosseini announced the establishment of a company in Iraq to settle Baghdad's debts to Tehran, which amount to about five billion dollars, according to a report published by Iranian websites.
Hosseini told Farda radio that the company, which will work for the Iranian government, will purchase food commodities to pay off the debts. He explained that, based on a mutual agreement between the two countries, last month, Iran will provide the new company with a list of "commodities and raw materials" it needs, and the company will purchase and ship it to Iran. And Iraq owes Iran the money and gas it imports from it. The payment of Iraqi debts comes through goods, not cash, because Iran is subject to US banking sanctions, so Baghdad cannot transfer foreign currencies to it. According to Radio Farda, Iran is able to import goods only from Iraq, also because of the US sanctions. The Governor of the Central Bank of Iran, Abdel Nasser Hamti, announced, last month, from Baghdad, that Iraq had agreed to settle its debts, related to gas and electricity, to Tehran, by providing food and medicine.
He said that the debt funds will be used, in the Iraqi Bank of TBI, to pay for the "commodities" that will be purchased by the newly established company. Iran's non-oil exports to Iraq, excluding electricity and gas, reached nine billion dollars in 2018, while its total imports from Iraq reached only 59 million dollars. Since the beginning of the Iranian calendar year, on March 21, 2019, Tehran has stopped publishing details of its foreign trade. It is worth noting that Prime Minister Mustafa Al-Kazemi held talks recently with Iranian leaders on his first official visit abroad since he took office in May.

Washington-Baghdad Dialogue: America wants to strictly implement the sanctions list

About two weeks before the second session of the strategic dialogue between the United States and Iraq, in which Iraqi Prime Minister Mustafa Al-Kazemi is to participate, an Iraqi official revealed that Washington included a paragraph related to the names of Iraqi, Syrian, Iranian and Lebanese personalities that the US Treasury Department imposed sanctions on in the past two years. The paragraph is related to discussing the seriousness of the Iraqi banks ’commitment to not dealing with these names, as well as discussing some of them escaping sanctions through activities managed by relatives or agents in their favor. The source pointed out that the Al-Kazemi government is in the process of undertaking major reforms in this area, specifically within the Central Bank of Iraq, the body responsible for the matter.
Al-Kazemi will participate in the second American-Iraqi dialogue session, during an upcoming official visit to Washington at the end of this July, according to what was previously revealed by Foreign Minister Fuad Hussein.
US officials are convinced of the existence of fraud within Iraq, enabling those involved in the sanctions to continue their commercial and financial activities
During the past two years, the US Treasury Department has continuously announced the announcement, and through official statements issued by it, on the inclusion of a number of Iraqi personalities and companies on the sanctions list, accompanied by convictions of them, related to what it says are crimes and violations in the field of human rights and financial corruption they committed, And also their cooperation with the Lebanese "Hezbollah" and the Iranian Revolutionary Guards. Among the most prominent of these names are the director of the “Islamic Bank of the Country”, the politician Aras Habib, the governors of Salahuddin and Nineveh, Ahmad al-Jubouri and Nawfal Hammadi al-Akoub, the politician Khamis al-Khanjar, the leader of the militia “Asa’ib” Qais al-Khazali and his brother Laith al-Khazali, and a leader in the “Popular Mobilization” Hussein Faleh Lami. This is in addition to the leader of the "Babylonian" militia, Ryan Al-Kildani, the leader of the "Shabak" militia, Waad al-Qud, and the "al-Nujaba" militia, Akram al-Kaabi.
According to a senior Iraqi official, there are officials in the US Treasury Department convinced of the existence of fraud within Iraq, which enabled those involved in the sanctions, whether Iraqis, Syrians, Lebanese or Iranians, to continue their commercial and financial activities, and to obtain hard currency, which prompted the Americans to include a full paragraph In the second dialogue session, Baghdad calls for reforms to be made. The source pointed out that American officials accuse the government of Adel Abdul Mahdi of not responding to the sanctions, and of allowing many of those listed on its regulations to withdraw funds or transfer funds or carry out sales and purchases through agents and relatives, and with the knowledge of the Central Bank of Iraq and other local banks.
The Iraqi official also revealed that the Al-Kazemi government will make additional pledges to tighten commitment to US sanctions, and to carry out reforms within the Central Bank of Iraq, and an investigation will be opened with the competent authorities to find out the real reasons behind the failure to implement decisions in this regard may expose Iraq to sanctions. The source acknowledged that there are political and factional influences (armed factions) linked to Iran on the central bank and on other oversight bodies, and that any commitment to the sanctions is considered by the authorities implementing the pressures as labor in favor of the United States.
Al-Kazemi’s government will make additional pledges to tighten compliance with sanctions, and to carry out reforms within the central bank
The source emphasized that for these reasons, Al-Kazemi intends to make fundamental changes in the central bank during the coming period.
For his part, the former official at the Central Bank of Iraq, Mahmoud Dagher, in connection with the "new Arab", stressed his country's commitment to the American sanctions issued against the personalities and companies, stressing that "it is impossible for Iraq not to implement such decisions issued by the American treasury, nor will it risk Not to implement American decisions, as important. Dagher recalled that the Iraqi government "issued a circular to banks under the names of those who were included in the sanctions list, and transfers from them to them were stopped," stressing his country's commitment "to implement such a decision if it was issued against any party or person."
The former official in the "Central Bank of Iraq" stressed that his country’s failure to implement the US Treasury Department’s decisions constituted an economic risk to Iraq and the Iraqis, which would stop all financial transfers to Iraq, and for this reason the bank is obliged to implement the sanctions issued against the Iraqi personalities, whatever they may be.

On the other hand, a member of the Security and Defense Committee in the Iraqi Parliament, on the authority of the “Al-Fath” coalition, Karim Alaiwi, said that “his bloc is awaiting a position on the part of Al-Kazemi’s government regarding the rejection of unilateral sanctions against Iraqi personalities and entities.” It has the intention to hold talks with the American side about it, as it is political sanctions, and is not based on any realistic evidence. Aliwi said in an interview with Al-Arabi Al-Jadeed that the Al-Kazemi government should complete this task by rejecting any kind of sanctions that affect any Iraqi figure who is not convicted by the local judiciary, and working to remove names from any American list.

But one of the members of the negotiating delegation in the first dialogue session, which was held via a television circle last month between American and Iraqi officials, assured Al-Arabi Al-Jadeed that the files of the second session were not definitively determined, and they may be comprehensive due to Al-Kazemi’s presence in Washington and his supposed meetings with senior administration officials. American, but he made it clear that it is primarily about terrorism and strengthening Iraq’s security and military capabilities, the financial and health crises, electricity and strengthening the rule of law, fighting financial corruption and threatening armed groups linked to Iran, and the American military presence. And he considered that the file of Iraq’s commitment to the sanctions imposed on Iran, and on various personalities and parties inside and outside Iraq, would be within the political file that is under discussion with the prime minister.

CNN. Broadcasting With The Keys - The exchange rate is one of the “keys” to the solution !

The Iraqi economy ... the predicament of the situation and the problem of the solution

      KARAR AL-ASADI SUN, 19-07-2020, PM 8:06

By: Dr. Imad Abdul Latif Salem
The price of Brent "Al Mubarak" crude today 19-7-2020 .. is 43.10 dollars a barrel.
And according to estimates of the average annual price of Brent crude, the price of selling our blessed oil is usually estimated in our blessed public budget for the blessed fiscal year 2020 ... which is the general budget that has continued in its blessed "voluntary" absence for nearly a year.
The amount of public expenditures in this "absent" or "absent" budget is estimated at 100 trillion Iraqi dinars, or $ 80 billion (not blessed, of course).
However, not all of Iraq’s blessed oil is light and blessed. Much of our oil is heavy, like us, and blessed.
The average selling price of our blessed oil is 6 to 9 dollars per barrel.
Therefore, the sale price of oil, estimated in the general budget for the fiscal year, will either range, or is supposed to range (as a personal estimate) between $ 26-30 per barrel.
This means that the blessed budget deficit will increase .. and that our financial, economic, and social crises will worsen, especially with our disastrous failure to properly deal with the outbreak of the COVID 19 epidemic, and our inability to make a fair trade-off between the death of people “biologically” from the epidemic, and between their death “economically” "As a result of their suffering from worsening unemployment and high rates of poverty among the population.
This means that the blessed austerity will increase, and the salaries of employees and retirees, and the livelihoods of those with limited incomes, not all blessed, will be the blessed victim of all of this.
Total salaries of “workers’ compensation ”are estimated at 3.3 trillion dinars per month, while the salaries of retirees are estimated at 1.3 trillion dinars per month, or a total of 4.7 trillion dinars per month (56.4 trillion dinars annually).
And if these "personal estimates" are logical, or close to the reality of the situation, then this means that the salaries of employees and retirees constitute 56.4% of the total allocations of the state budget for the fiscal year 2020, and this is the highest percentage, or "share" of salaries in the general budgets of countries , Among all the countries of the world.
Also, as a personal estimate, the government (even if oil prices increase slightly at the end of this year), and even if it is able to continue to pay the salaries of July and August 2020, it may be unable to do so (or that it may face enormous difficulties in "a measure" That) in September 2020 .. and that the situation will become more difficult in the months that follow, unless a “party” provides an urgent “rescue” package, to avoid worse than the government's inability to pay the salaries of employees and retirees, in addition to securing sufficient funds to meet With its basic obligations.
In the last statement reported by the media about him, the Minister of Finance says: “The approval of the federal general budget for 2020 is excluded” (to be the same in the case of the 2014 budget) .. And that the government is working on preparing for the next year’s budget 2021, where We need 7.5 trillion dinars per month for operating expenses, and we will continue to borrow from local banks to finance salaries and ruling expenses. "And the government may resort to external borrowing to address the financial crisis.
It is assumed "economically" (and there are those who insist that no single economic law operates in a logical manner in Iraq) that the price of the US dollar rise against the Iraqi dinar, and that we be able to control the rhythm of that rise (if it occurs), so that it has direct and indirect positive effects ..And to avoid as much as possible its negative effects on the economy.
The exchange rate is one of the “keys” to the solution, but the blessed central bank can still defend the blessed “current” dinar exchange rate, in light of all these blessed “rational” expectations ... and that will continue to happen and happen, until God decides (not The "employers of" politics and economics in this "afflicted" country) ... was done.
Now, away from the "jurisprudence" and "personal estimates" of the data, we will urge an important, careful and accurate study, prepared by a group of beautiful Iraqi minds, working at the University of Kufa, and in the Central Bureau of Statistics, and issued in May 2020 by a center Al-Rafidain for Dialogue, which is entitled: "A case study: Poverty and living standards in Iraq in light of the repercussions of the Corona crisis" .. Among the most important contents of this study include the following *:
In January 2020, crude oil export revenue was $ 6.163 billion, at a rate of $ 60,139 per barrel.
In April 2020, crude oil export revenues decreased to only $ 1.423 billion, at a rate of $ 13.81 per barrel.
      - The volume of gross domestic product achieved in 2019 amounted to about 262.9 billion dollars ... Because of the dual effect resulting from the decrease in oil prices and the decrease in other economic activities due to the effects of "Corona", the volume of this GDP for 2020 may decrease (assuming an average price of oil The amount of $ 30 a barrel, according to the best scenarios, and the closest to logic), to be in the range of 169 trillion dinars only (about 142 billion dollars). This means that this double crisis could cause the GDP of 2020 compared to 2019 to decrease by 36%.
The number of poor people in 2018 was estimated at 7.4 million, with a poverty rate of 20.5%. According to the 10% income or consumption scenario (which is the "basic case" scenario closest to reality in light of the current crisis), the poverty line in Iraq for 2020 was estimated at 123,200 thousand dinars / person / month. Hence, the poverty rate estimated according to this scenario is 22.8%, and the number of poor people is estimated at 9.120 million poor.
All this is happening, and Iran's blessed agreement with the big, blessed countries about its blessed nuclear file is subjected to the blessed "tramp" strikes, so that the impact of the strikes on us will be reversed in politics, security, and the economy.
And for those who ask his traditional question about the "solution" in this "case", there are many solutions that have been presented repeatedly to "decision makers" in this country ... and there are many plans, policies and strategies that have been approved (from the highest legislative and executive levels) And it was all left on the shelf, to be eaten by the dust of neglect, ignorance and forgetting .. Whether we agree or not with the current Minister of Finance, I personally do not think that he needs someone who is “to be seen” in this regard .. Also, he also does not need to sit with a group of Experts and consultants, together, to rediscover the wheel again, to put it under this decaying vehicle called "the Iraqi economy."
What we need, and what it "benefits" is not more "theories" and "jurisprudence" of experts and advisors ... rather that we have supreme sovereign interests "holy", agreed upon by the political "parties" controlling this country, and defending them fiercely, And with unrelenting political will.
What we need is that we are aware that we have no alternative to salvation from our complex economic crises, other than comprehensive and radical reform .. and that this reform has a cost .. and that this cost may be very prohibitive .. and we may continue to pay it for five, ten years Next .. We are the ones who do not tolerate delaying paying our salaries for only five days.
This year 2020 never seems blessed, from its blessed start, until the very moment when it is supposed to be blessed now.
      Three presidencies blessed, Iraqis.
      Mubarak's House of Representatives.
      Blessed government.
      Blessed ministers.
      Mubarak government program.
But ... with the prices of oil not blessed (externally) .. and with chaos, confusion, and lack of horizon (internally), a lot of things may be unfortunate now, Iraqis.
Many things will not be okay ... neither in the short term nor in the medium term.
In the long run, this may happen ... that is, some things may be on Mayram.
However, many of us will be dead, and they will not be witnesses to that .. in that long term.
      So ...
      beautiful patience ... or beautiful
      desertion ... blessed Iraqis.
