3 - Work in coordination with the Ministry of Finance through the decision within the Council of Ministers to allocate a minimum of 25% of the functional grades allocated to all ministries and bodies, as well as degrees of movement of owners of these ministries and bodies to appoint holders of higher degrees and the first students.
4 - Coordination with universities and private colleges to operate the graduate holders of new graduates and a higher rate than the proportion of retirees.
